OS DESAFIOS DA ESCOLA E DO TRABALHO DOCENTE NO
CONTEXTO DA CONTEMPORANEIDADE

Introdução
Este artigo é resultado de Pesquisa de Iniciação Científica realizada no curso de
Pedagogia, na Universidade Federal do Amazonas. Trata-se de uma análise sobre os desafios
presentes no sistema escolar, tendo o professor como sujeito importante nas inovações de
estratégias pedagógicas.
Destaca sobre a cultura escolar influenciada por diversos fatores decorrentes das
condições político-culturais e sociais, bem como da emergente tecnologia que impõe novas
linguagens e costumes. Isso implica em mudanças no currículo, na postura dos profissionais
envolvidos no processo educativo na busca de compreender e minimizar os conflitos, a
transgressão e o narcisismo.
A transgressão é discutida tendo como eixo norteador a legislação vigente, o trabalho
escolar e sua eficiência frente às necessidades presentes no contexto escolar e o narcisismo
relacionado com a forma como a mídia vem sendo utilizada no contexto contemporâneo. Tais
desafios instigam a questionar: Será que diante do contexto social global, com uma política
neoliberal é possível a consolidação de uma legislação educacional que atenda as reais
necessidades educativas ou a transgressão continuará a se materializar no descumprimento
dessa legislação? Qual a função social do sistema escolar diante do narcisismo e a era das
mídias?
Para responder a essas questões, considera-se como foco de atenção o sistema escolar
público, por ser o espaço onde as diretrizes e as ações da política educacional se constituem
em aspectos contraditórios quanto à garantia do direito à educação de qualidade como
princípio fundamental para o exercício da cidadania.
1. Desafios educacionais: entre a transgressão e a consolidação de uma educação pública de
qualidade

Ao longo do contexto histórico-sócio- cultural, a educação brasileira sofre uma série de
mudanças marcadas por contradições entre o discurso político e a consolidação de uma
educação voltada para a cidadania. Constata-se, nos primórdios de sua origem a forte
existência de uma relação de poder, na qual se delineia a expropriação da cultura indígena, a
inferiorização de sua gente, a apropriação de seus saberes sobre o manuseio e a vida na terra
até então desconhecida como destaca Fonseca (2006) ao enfatizar ser o maior interesse dos
colonizadores o domínio sobre a terra e suas riquezas.
Quanto à educação, a primeira forma de organização foi à missionária, depois as aulas
régias e, posteriormente, seguiram-se as orientações das Leis de Diretrizes e Bases da
Educação Nacional (LDBEN): 4.024/61; 5.692/71 e 9.394/96, segundo interesses políticos e
econômicos representados por cada período de vigência das respectivas leis, com resquícios
de uma educação tradicional que marginaliza e exclui estudante com aplicação de métodos
arcaicos e conteúdos descontextualizados da vida contemporânea. Além disso, existe a
presença autoritária de professores que se julgam detentores do conhecimento, herança
marcante da cultura escolar tradicional.
As mudanças ocorridas a partir das reformas e legislação educacional
consubstanciaram-se na dicotomia de uma educação destinada aos ricos (elite) e outra aos
pobres (desfavorecidos dos bens materiais), evidenciando-se as desigualdades sociais,
constatadas, também, no âmbito escolar. De acordo com o relatório da UNICEF1 (2011), as
desigualdades existentes implicam no desrespeito a humanidade, fere os preceitos
constitucionais e isso não deixa de ser uma transgressão ao processo de cidadania.
Apesar dos avanços resultantes das reformas que vem ocorrendo no âmbito educacional
desde a década de 1990, principalmente com a promulgação da LDB (Lei 9.394/96) ainda há
muitos desafios em relação às mudanças que a sociedade vem experimentando. Pensar em
processos de mudanças é pensar em qualidade da educação e de serviços prestados à
sociedade em constante transformação e isso não é fácil nem rápido, contudo é necessário e
urgente.
Ao tratar a respeito da qualidade da educação, Gadotti (2010) salienta que esse termo
vem sendo discutido de vários ângulos, da adequação de melhores estratégias administrativo-

pedagógicas a questões políticas, sócio-econômico-culturais. Esse conceito é dinâmico e
experimenta profundas transformações de acordo com o tempo e o espaço histórico-cultural.
Já Paro (2003), ao discorrer sobre a educação de qualidade, observa que esse termo vem
sendo associado à palavra utopia, que significa o lugar que não existe; não quer dizer que não
possa vir a existir. Na medida em que não existe, mas ao mesmo tempo se coloca como
desejável pelo sistema escolar público demanda uma tomada de consciência das condições e
contradições que apontam para a viabilidade de uma educação pública de qualidade, partindo
de algumas abordagens, como: democratização das relações no interior da escola, adequação
das políticas públicas em educação, definição dos objetivos gerais da educação e a
metodologia apropriada para concretização do que se apresenta, por hora, como uma utopia.
Ainda sobre a qualidade da educação, pode-se aferir que é um termo recorrente na
história brasileira. A qualidade se transformou em um conceito dinâmico em um mundo que
experimenta profundas transformações sociais e econômicas. Sobre o termo, o documento da
CONAE⁄MEC (2013) salienta que:
A melhoria da qualidade da educação e das políticas educacionais está
intrinsecamente ligada à criação de espaços de deliberação coletiva: a gestão
democrática dos sistemas de ensino e das instituições educativas constitui uma das
dimensões que possibilitam o acesso à educação de qualidade como direito
universal. (CONAE, 2013, p. 12)
O documento da CONAE⁄MEC refere-se ao termo qualidade da educação, associando-o
ao da gestão democrática e à avaliação. Sinaliza não haver qualidade na educação sem a
participação da sociedade nas discussões sobre a melhoria da qualidade da educação no
ambiente escolar, tornando um espaço de deliberação coletiva. Dentro dessa nova abordagem,
a democracia é um componente essencial da qualidade na educação, pois como destaca
Gentili (1995, p. 177) que “qualidade para poucos não é qualidade, mas privilégio”.
Um dos grandes desafios presentes na contemporaneidade trata-se da busca pela
qualidade da educação como uma questão política em favor da classe desfavorecida dos bens
materiais, com a consciência de que seus interesses são antagônicos aos da classe elitista, com
a premissa de que dessa última não se pode esperar iniciativa de transformação em favor da
primeira, sem pressão por parte dos interessados. Assim, se o compromisso do sistema escolar
público é com a classe desfavorecida, então é preciso cuidar para que a educação escolar

atenda aos seus reais interesses, o que exige a participação dos próprios usuários da escola
pública nas decisões em prol da melhoria da qualidade da educação, visto que o movimento
coletivo fortalece as decisões e consolidação de suas intencionalidades.
A própria LDB (lei n⁰ 9.394/96), sancionada pelo presidente Fernando Henrique
Cardoso juntamente com o ministro da educação, Paulo Renato, em 1996, foi baseada no
princípio do direito universal que rege a educação para todos, bem como uma série de
mudanças voltadas para a garantia da educação básica. A aprovação da Lei propiciou avanço
na educação brasileira, valorizando a democracia, o respeito, a pluralidade cultural e a
formação do cidadão. (BRASIL, 1996).
Essa legislação tornou possível o direito à educação enquanto garantia Constitucional2,
no entanto, este direito não deve se figurar apenas em estatística de matrícula, mas ser
traduzido no direito indissociável entre acesso, permanência e qualidade da educação,
possibilitando ao estudante uma trajetória de sucesso no processo de escolarização. Outro
grande desafio na educação básica volta-se para a organização da escola pública, no que
concerne a elaboração do Projeto Político-Pedagógico da Escola (PPPE) envolvendo a todos
os profissionais que nela atuam.
Nesse aspecto, Paro (2003) destaca que é importante uma gestão escolar articulada com
a transformação social, fundamentada em objetivos educacionais representativos dos
interesses sociais, envolvendo sujeitos que conhecem a realidade da escola e de seu entorno,
bem como suas especificidades locais. Nesse sentido, cabe à equipe gestora3 envolver a todos
os segmentos: professores, estudantes, pais, funcionários e representantes da comunidade
escolar externa, tornando possível a participação a partir de um processo com base no diálogo
e descobertas de forma criativa, dinâmica e propulsora do fortalecimento da educação como
direito de todos.
Afinal, a educação é um direito humano fundamental, contribui para o desenvolvimento
da cidadania e da sociedade A baixa escolaridade é aspecto negativo, pois gera pobreza e
limita o desenvolvimento do ser humano. Quanto ao aspecto da pobreza, as estatísticas da
UNICEF (2011) destacam que 13% das crianças e adolescentes de 10 a 14 anos apresentam
atraso escolar superior a um total de 2,3 milhões de concluintes do ensino fundamental, eles

abandonam a escola precocemente sem concluir o ensino fundamental. Quando tentam se
inserir no mercado de trabalho, não conseguem, pois não têm experiência nem escolarização.
Resultado desse contexto demonstra que as crianças e os adolescentes sem
escolarização e sem oportunidade de emprego ficam numa situação que favorece o
aliciamento pelas redes de crime organizado, tanto tráfico de drogas quanto exploração
sexual. Diante dessa realidade tão permissiva, constata-se uma situação de transgressão imoral
e histórica que reside desde o início do processo de colonização.
Não se pode negar, mesmo que, em passos tardios, a educação brasileira vem sofrendo
mudanças um tanto quanto significativas. Entre o acesso, a permanência e a qualidade, os dois
últimos são os grandes desafios ainda presentes. É necessário o oferecimento de estratégias
políticas a fim de impedir que a ascensão social não fique restrita a uma pequena elite, ao
contrário, elas devem ser transformadas em benefícios para toda a sociedade.
O movimento para a construção de uma sociedade melhor está justamente no resgate de
um sistema escolar público de qualidade com propostas educativas fundamentadas em uma
pedagogia consistente, não no sentindo de preparar o indivíduo para se enquadrar no sistema
social, mas fazer com que, de forma crítica e consciente, ele participe do processo social,
político e educacional, sendo o protagonista de sua história, cidadão de luta no exercício de
seus direitos e deveres, capaz de superar as desigualdades sociais.
No âmbito da educação, as marcas da desigualdade no sistema escolar podem ser vistas
desde a educação infantil, primeiro pela carência de creches e pré-escolas, segundo pela
carência de aprendizagem das crianças que ingressam nas escolas públicas da educação
básica, muitas chegam a uma universidade, mas as lacunas são evidentes. Assim, consolidar
uma educação pública de qualidade socialmente referenciada, conforme consta na avaliação
da Confederação Nacional dos Trabalhadores em Educação - CNTE (2014) ao dispor que:
A sanção da Lei n⁰ 13.005⁄2014 é fruto de árdua luta da sociedade por um Plano
Nacional de Educação – PNE que responda as demandas urgentes da educação
pública brasileira, a qual requer seja universal, gratuita, laica, democrática e de
qualidade socialmente referenciada. (CNTE, 2014, p. 349)
O PNE aprovado pela Câmara dos Deputados em 2014 estabelece 20 metas e mais de
200 estratégias para os próximos dez anos. Em linhas gerais, o texto aprovado determina que
o Brasil amplie o acesso à educação e melhore a sua qualidade até 2024. O cumprimento de

suas metas é importante para o avanço da educação para todos. Isso inclui erradicar o
analfabetismo, universalizar a educação básica e oferecer escolas em tempo integral. Também
faz parte dos objetivos, investir na formação continuada e no aumento do salário dos
professores. As metas referentes à universalização do ensino e à erradicação do analfabetismo
já constavam no PNE anterior (2001-2010) e não foram cumpridas, traduzindo-se em
transgressão social devido ao descumprimento da legislação.
Para este novo PNE, a expectativa é grande, haja vista a previsão para que até 2024
ocorra avanços no investimento em educação com crescimento a atingir o equivalente a 10%
do PIB ao ano, quase o dobro do praticado no anterior (5,3%). Nesse caso, a previsão é a de
que no quinto ano de vigência do plano, o valor já esteja em 7%. O plano prevê ainda
complementação da verba com 75% dos royalties4 obtidos na exploração do pré-sal, com
distribuição entre as 20 metas, de acordo com valores pré-definidos pelo projeto de lei.
Para universalizar a pré-escola, por exemplo, o investimento em dez anos passará de
10,3 bilhões de reais para 16,8 bilhões de reais. Já para equiparar o salário dos professores
com os de outros profissionais graduados, o valor chegará a 40,9 bilhões.
Na sociedade brasileira, o movimento para a consolidação da politica educacional
referendada por intelectuais, políticos e sociedade civil faz parte de uma luta histórica. Se
esse discurso teórico se consolidar, o desafio de sanar uma dívida histórica com o povo
brasileiro, rever as transgressões causadas será um marco grandioso na história do país. Isso
provavelmente contribuirá para minimizar o índice de pobreza e educar para uma vida
sustentável, mas isso parece ser uma utopia para aqueles que nascem em uma classe social
menos favorecida economicamente.
Nesse contexto, a categoria qualidade tem a ver com uma vida sustentável a um cidadão
de direitos e deveres, de forma justa e igualitária. Aqui não se situa a busca pela igualdade,
mas o respeito pela diferença, pelo indivíduo, sujeito de sua história. Nesse sentido a
igualdade, conforme expõe Bobbio (1996) seja substituída por justiça “(...) é o bem social por
excelência e, nesse sentido, virtude social”. (BOBBIO, 1996, p. 16).

Sobre o assunto, Fleury (1994) explicita que na ideologia liberalista5 todos eram iguais
ao nível de relação de mercado e os pressupostos da igualdade e liberdade opunham-se às
medidas de proteção social o que era justificado utilizando-se do argumento de que medidas
protecionistas reduziriam o grau de liberdade individual e poderiam colaborar para o retorno
de “á condição de servidão á qual se associava ao protecionismo”. (FLEURY, 1994, p. 69).
De todo o modo, o que caracteriza as ideologias6 é que “admitem esta ou aquela forma
particular de igualdade, e uma delas trata sobre a exigência de uma igualdade material,
enquanto distinta da igualdade perante a lei e da igualdade de oportunidades”. (BOBBIO,
1996, p. 15-35). Assim, a distribuição de renda talvez fosse um caminho para minimizar as
situações de desigualdades sociais e educacionais não só nos estados brasileiros, mas no
mundo globalizado.
O desrespeito à humanidade aflora quando se trata, justamente, da distribuição de renda,
como ressalta Fleury:
A situação atual apresenta-se como um embate em que os principais estados lutam
pela transformação do regime jurídico de distribuição de renda e consolidação da
hegemonia no sistema internacional na tentativa de construção de ordem política e
econômica que favoreça seus interesses. (FLEURY, 1994, p. 230)
Pensar em uma distribuição de renda de forma justa, provavelmente, seja a dimensão
utópica da história. Tal ilusão é desvendada por Anderson (1995) ao discorrer sobre a
declaração a uma entrevista ao jornal conservador do Chile, El Mercúrio, quando
representantes do neoliberalismo declararam que “se tivesse de escolher entre uma economia
de livre mercado com um governo ditatorial ou uma economia com controles e regulações,
mas com um Estado democrático, escolheria sem dúvida a primeira opção”. (ANDERSON,
1995, p. 10).
O autor segue o discurso ressaltando que essa foi à opção seguida não só pelos teóricos
do novo liberalismo, mas também por muitos governantes dos vários países do mundo,
principalmente da América Latina que seguiram tais orientações para a implantação de suas
reformas e encaminhamentos políticos. Isso para afirmar a vigência do modo de produção,
sendo “lícito” para eles sacrificar qualquer coisa. Assim, percebe-se a hostilidade com que

temas como democracia e direitos a educação de qualidade são tratados pela ideologia
capitalista. (ANDERSON, 1995)
Notadamente, o governo brasileiro seguiu tais orientações e no final dos anos de 1970 e
início dos anos de 1980 entra em vigência o Estado Mínimo deixando livre a força do
mercado. Também ocorre o corte dos gastos sociais e põe em prática à desregulamentação da
economia, privatizações, aumento da concentração de renda favorável aos mais ricos e ostenta
eliminar muitas conquistas históricas do trabalhador.
Diante do exposto, questiona-se: será que nesse contexto social global, com uma
política neoliberal é possível a consolidação de um marco legal que atenda as reais
necessidade do povo ou a transgressão continuará a se materializar no descumprimento da
legislação educacional?
Quanto à consolidação ou a continuação da transgressão pelo não cumprimento do
marco legal, a própria realidade mostra o descumprimento com a qualidade da educação, por
isso, a CNTE (2014) destaca que, “embora o atual PNE tenha passado três anos e meio de
atraso, a pior parte trata da regulamentação pelo Congresso Nacional, pela Assembleia
Legislativa e Câmaras Municipais, sem a qual seus objetivos e metas não serão atingidos” o
que tornará a transgressão evidente. As bases para uma nova realidade educacional no país
estão lançadas. Contudo, sua concretude depende do compromisso político dos gestores
públicos e da mobilização social na luta para fazer valer os direitos conquistados.
A função mobilizadora é a que situa o conselho numa ação efetiva de mediação entre o
governo e a sociedade, estimulando e desencadeando estratégias de participação e
compromisso de todos com a promoção dos direitos educacionais da cidadania, ou seja, da
qualidade da educação para todos.
Também, sendo a escola um ambiente onde as diretrizes e as ações se consolidam,
constitui-se em lugar de debates sobre os desafios pertinentes aos problemas que emergem no
dia-a-dia, pois segundo Heloísa Lück (2010) a escola é dotada de grande valor estratégico na
dinâmica pedagógica e, nesse contexto, o professor emerge como sujeito importante nas
inovações metodológicas. E, também, por ser um espaço onde o estudante traz novas culturas
e linguagens o que requer uma nova postura profissional, principalmente, diante do
narcisismo na era das mídias.
2. O narcisismo na era das mídias: desafios para o trabalho docente na contemporaneidade

O reconhecimento do cotidiano da escola, da sua cultura e da cultura narcisista é uma
variante que se constitui objeto de pesquisas ainda incipiente, principalmente no campo
educacional. Sua ênfase maior é no campo da Psicologia.
No campo de estudo da Psicologia, a cultura narcisista tem sido pesquisada, na maior
parte das produções literárias com o propósito de buscar contribuir com a prática clínica de
psicoterapeutas, analistas e psiquiatras diante da realidade patológica que se traduz de forma
narcisista. A princípio para explicar um estado do desenvolvimento psíquico humano, evoluiu
com o passar dos anos e o termo ganhou status de transtorno de personalidade e, mais tarde,
acabou se transformando num conceito que investiga e define os processos sociais, isto é, a
cultura narcisista. (ANDRADE, 2011).
No âmbito educacional, busca-se compreender o conceito dessa cultura narcisista, seu
significado, a fim de que os profissionais que atuam nas escolas, principalmente, os docentes
encontrem caminhos estratégicos para responder a alguns fenômenos presenciados na
sociedade com forte influência dessa cultura no espaço escolar. Nesse campo, a inquietação
tem a ver com a cultura do narcisismo na era das mídias, visto que o papel da mídia na
sociedade contemporânea, e, particularmente nas escolas precisa de mais estudos.
Nota-se que o avanço da tecnologia de informação e comunicação das últimas décadas
vem causando impacto na cultura do povo brasileiro com implicações no âmbito educacional.
Com a proliferação das tecnologias digitais, a linguagem dos estudantes se torna rápida e
criativa, criam signos com menos letras para interlocução, adicionam desenhos à escrita com
significados que tendem a garantir uma comunicação dinâmica, evidenciando-se uma nova
cultura entre os interlocutores.
Essa nova cultura no espaço escolar tem causado acirrados debates entre os
profissionais da educação, sendo um deles voltado para a sua influencia no contexto escolar.
Segundo Pérez-Gómez (2001) a cultura escolar apresenta diferentes conceitos em diferentes
campos, que permite o reconhecimento da influência da cultura geral à particular, como no
caso da escola, considera cultura como:
O conjunto de significados, expectativas e comportamentos compartilhados por um
determinado grupo social, o qual facilita e ordena, limita e potencializam os
intercâmbios sociais, as produções simbólicas e materiais e as realizações
individuais e coletivas dentro de um marco espacial e temporal determinado. (...).
Expressa-se em significados, valores, sentimentos, costumes, rituais, instituições e

objetos, sentimentos (materiais e simbólicos) que circundam a vida individual e
coletiva da comunidade. (PÉREZ-GÓMEZ, 2001, p. 17).
A cultura narcisista na era das mídias se encaixa há padrões impostos pelo sistema
capitalista e ao fazerem isto, estão se adaptando, obedecendo e se identificando com algo
externo a elas, portanto, como acontecia há séculos, se tornando dóceis, submissas e
obedientes para que tudo ande conforme o capital quer, e com isto, perdendo sua
individualidade, sua singularidade, sua essência. Chaui (2006), em seu livro “Simulacro e
Poder: Uma análise da mídia” faz um estudo sobre como a mídia representa a classe
dominante e como é fácil reproduzir este sistema, pois as ideias que predominam na sociedade
são as da classe detentora dos bens materiais.
Um exemplo dessa submissão é identificado no uso de mídias como: internet, chat,
blog, orkut, twitter, messager (msn), whatsapp, televisão, cinema, entre outros. Com a
utilização dessas mídias, evidencia-se, na sociedade contemporânea, uma tendência à perda de
interações interpessoais a uma paranoica interação virtual em que os jovens aprendem com as
mídias e estas englobam mercadorias culturais com a divulgação de produtos, imagens e os
meios eletrônicos de comunicação como forma de satisfazer o interesse do consumidor.
(SETTON, 2011)
Nesse contexto, a escola não é mais a referência incontestável. Ironicamente, o
momento da história em que ela parece ter se democratizado é posto à margem. Os estudantes,
na sua maioria, até podem estar presentes nas salas de aulas todos os dias, mas isso não
implica necessariamente no aumento de influência sobre eles.
Isso implica na necessidade de mudanças no currículo, na postura dos profissionais
envolvidos no processo educativo na busca de compreender e minimizar os conflitos no
interior da escola e o narcisismo na era das mídias. Assim, a seriedade das implicações leva a
escola a planejar novas estratégias educativas para dar conta dessa realidade contextual, cujo
maior desafio docente é articular as experiências e conhecimentos prévios dos estudantes ao
desenvolvimento da autonomia discente de forma a constituir uma inteligência coletiva que
promova a democratização do conhecimento e o exercício pleno da cidadania.

Na análise realizada, ficou evidente a relevância da qualidade da educação na
perspectiva de melhorar a vida acadêmica dos estudantes e, consequentemente, elevar o
desenvolvimento social brasileiro. Entende-se que a educação é de qualidade quando é
emancipadora enquanto direito humano necessária e urgente em um país como o Brasil
marcado pela diversidade, exclusão e desigualdade social.
Portanto, a garantia do direito à educação de qualidade é um princípio fundamental para
as políticas e gestão do sistema escolar. Apesar dos avanços, ainda há grandes desafios, entre
eles, a luta pela qualidade da educação como uma questão política em favor da classe
desfavorecida dos bens materiais, a permanência dos estudantes e o sucesso na vida
acadêmica. Isso requer mais organicidade das políticas educacionais, por meio da construção
do Sistema Nacional de Educação (SNE) e do PNE como políticas de Estado, na perspectiva
de que o sucesso das escolas públicas se sobressaia ao insucesso já que este último é um dos
pilares da causa de pobreza no Brasil e isto tem a ver, em grande parte, com a transgressão
que, historicamente, se sobressai em detrimento ao cumprimento da legislação educacional.
Na análise sobre o trabalho docente, o desafio consiste na necessidade de mudanças no
currículo, na postura dos profissionais envolvidos no processo educativo na busca de
compreender e minimizar os conflitos no interior da escola e o narcisismo na era das mídias.

THE SCHOOL OF CHALLENGES AND THE TEACHING PROFESSION IN THE
CONTEXT OF CONTEMPORARY

Introduction

This article is the result Research Scientific Initiation held at the Faculty of Education at
the Federal University of Amazonas. This is an analysis of the challenges in the school system
and the teacher as subject important innovations in teaching strategies.
Highlights on the school culture influenced by several factors arising from political,
cultural and social conditions as well as the emerging technology that requires new languages
and customs. This implies changes in the curriculum, in the attitude of professionals involved in
the educational process in the quest to understand and minimize conflict, transgression and
narcissism.
The transgression is discussed taking as a guideline the current legislation, school work
and front efficiency to these needs in the school context and the related narcissism with how the
media has been used in the contemporary context. Such challenges instigate the question: Will
before the global social context, with a neoliberal policy is possible the consolidation of
educational legislation that meets the real educational needs or transgression continue to
materialize in breach of such legislation? What are the social function of the school system
before the narcissism and the era of media?
To answer these questions, it is considered as the focus of attention the public school
system, for being the place where the guidelines and actions of educational policy constitute
contradictory aspects as to guarantee the right to quality education as a fundamental principle for
the citizenship.
1. Educational challenges: between transgression and the consolidation of a quality public
education
Along the historical and socio-cultural context, the Brazilian education undergoes a series
of changes marked by contradictions between political discourse and the consolidation of a
oriented education for citizenship. It appears, in the early days of his rise to strong existence of a
power relationship, in which it outlines the expropriation of indigenous culture, the degradation
of its people, the appropriation of their knowledge on handling and life on earth hitherto

unknown as highlighted by Fonseca (2006) by emphasizing be the greatest interest of settlers
dominion over the earth and its riches.
Regarding education, the first form of organization was the missionary, after the royal
schools, and later followed by the guidelines of the Laws of Directives and Bases of National
Education (LDBEN): 4,024 / 61; 5.692 / 71 and 9.394 / 96, according to political and economic
interests represented by each period of the respective laws, with remnants of a traditional
education that marginalizes and excludes student with application of archaic methods and
decontextualized contents of contemporary life. In addition, there is the commanding presence of
teachers who consider themselves holders of knowledge, remarkable heritage of traditional
school culture.
The changes brought about by the reforms and educational legislation consubstantiated up
in the dichotomy of education for the rich (elite) and another for the poor (deprived of material
goods), demonstrating social inequalities, found also in schools. According to the UNICEF7
report (2011), the inequalities imply the disrespect humanity, violates the constitutional
provisions and that it is still an offense to the citizenship process.
Despite advances resulting from the reforms that have occurred in the education sector
since the 1990s, especially with the promulgation of the LDB (Law 9.394 / 96) there are still
many challenges regarding the changes that society has experienced. Think of change processes
is to think of quality of education and services provided to the company constantly changing and
it is neither quick nor easy, yet it is necessary and urgent.
When dealing about the quality of education, Gadotti (2010) points out that this term has
been discussed from various angles, the adequacy of better administrative and pedagogical
strategies to political, social, economic and cultural. This concept is dynamic and experienced
profound changes according to the time and the historical-cultural space.
Have Paro (2003), when referring to the quality of education, notes that the term has been
associated with the word utopia, meaning the place that does not exist; does not mean you can
not come into being. To the extent that there is, at the same time arises as desirable by the public
school system requires an awareness of the conditions and contradictions that point to the
viability of a quality public education, starting from some approaches, such as: democratization
of relations within the school, adequacy of public policies in education, definition of general

objectives of education and the appropriate methodology for implementation of which is
presented by hour, as a utopia.
Still on the quality of education, we might infer that it is a recurring term in Brazilian
history. Quality has become a dynamic concept in a world experiencing profound social and
economic changes. On the term, the document CONAE/MEC (2013) points out that:
Improving the quality of education and educational policy is intrinsically linked to the
creation of spaces for collective decision: the democratic management of education
systems and educational institutions is one of the dimensions that provide access to
quality education as a universal right. (CONAE, 2013, p. 12).
The document CONAE/MEC refers to the term quality of education, associating it with
the democratic management and evaluation. Signals no quality education without the
participation of society in discussions on improving the quality of education in the school
environment, becoming a collective deliberation space. Within this new approach, democracy
is an essential component of quality in education, because as highlighted Gentili (1995) that
"quality is not just quality, but privilege." (GENTILI, 1995, p. 177).
One of the challenges present in contemporary times it is the search for quality of
education as a political issue in favor of the disadvantaged class of material goods, with the
awareness that their interests are antagonistic to the elite class, with the premise that the latter
cannot be expected transformation initiative in favor of the former, no pressure from interested
parties. Thus, if the commitment of the public school system is with the underclass, so care must
be taken that the education meets their real interests, which requires the participation of the users
of the public school in the decisions in order to improve the quality of education, since the
collective movement strengthens the decisions and consolidation of its intentions.
Herself LDB (Law n⁰ 9.394 / 96), signed by President Fernando Henrique Cardoso along
with the Minister of Education, Paulo Renato, in 1996, was based on the principle of universal
law governing education for all, as well as a number of changes made to guarantee basic
education. The approval of Law provided advance in Brazilian education, valuing democracy,
respect, cultural diversity and the training of citizens. (BRAZIL, 1996).
This legislation made possible the right to education as a constitutional8 guarantee,
however, that right must not appear only in statistics of registration but be translated into the

inseparable right of access, retention and quality education, enabling students a successful track
record in schooling process. Another major challenge in basic education turns to the organization
of public schools, regarding the development of the political-pedagogical project of the School
(PPPE) involving all professionals who work in it.
In this respect, Paro (2003) points out that an articulated school management is important
to social transformation, based on representative educational goals of social interests, involving
subjects who know the reality of the school and its surroundings, as well as their local
specificities. In this sense, it is for the management team9 to involve all segments: teachers,
students, parents, staff and representatives of foreign school community, making possible the
participation from a process based on dialogue and findings in a creative, dynamic and driving
force behind strengthening education as a right for all.
After all, education is a fundamental human right, contributes to the development of
citizenship and society Low schooling is negative because it generates poverty and limits the
development of human beings. Regarding the aspect of poverty, statistics from UNICEF (2011)
reported that 13% of children and adolescents 10-14 years have higher education gap to a total of
2.3 million graduates from elementary school, they leave school early without complete primary
school. When trying to enter the labor market, cannot, because they have experience or
schooling.
Result of this context shows that children and adolescents with no education and no job
opportunities are in a situation that favors the grooming by organized crime networks, both drug
trafficking and sexual exploitation. Given this reality as permissive, there has been an immoral
and historical transgression situation which lies since the beginning of the colonization process.
One cannot deny, even at late steps, the Brazilian education has undergone changes
somewhat significant. Among the access, permanence and quality, the latter two are the major
challenges still present. Offering political a strategy to prevent upward mobility does not remain
restricted to small elite is necessary; rather, they must be transformed into benefits for society.
The movement to build a better society is precisely the rescue of a public school system
with quality educational proposals based on a consistent pedagogy, not the feeling of preparing
the individual to fit the social system, but to make so critical and conscious, he participates in the

social process, political and educational, with the protagonist of its history, citizens struggle to
exercise their rights and duties, able to overcome social inequalities.
In education, the marks of inequality in the school system can be seen from early
childhood education, first by lack of nurseries and pre-schools, according to the lack of learning
of children entering the public schools of basic education, many come to a university, but the
gaps are evident. Thus consolidating a socially relevant quality public education, as stated in the
review of the National Confederation of Workers in Education - CNTE (2014) by providing that:
The sanction of Law n⁰ 13.005/2014 is the result of arduous struggle of society for a
National Education Plan - PNE to answer the urgent demands of the Brazilian public
education, which requires is universal, free, secular, democratic and socially relevant
quality. (CNTE, 2014, p. 349)
The PNE approved by the House of Representatives in 2014 down 20 goals and 200
strategies for the next ten years. In general, the approved text determines that Brazil broadens
access to education and improves its quality by 2024. The fulfillment of your goals is important
for the advancement of education for all. This includes eradicating illiteracy, universal basic
education and schools offer full-time. Also part of the objectives, investing in continuing
education and increasing teacher salaries. The targets for the universalization of education and
eradication of illiteracy already in the previous NAP (2001-2010) and were not met, resulting in
social transgression due to the breach of the legislation.
For this new PNE, the expectations are high, given the forecast that by 2024 occurs
advances in investment in education with growth reaching the equivalent of 10% of GDP per
year, almost double practiced in the previous (5.3%). In this case, the prediction is that in the
fifth year of the plan, the value is already at 7%. The plan also provides complimentary sums
with 75% of the royalties10 obtained in the pre-salt exploration, with distribution among the 20
targets, according to pre-defined values for the bill.
For universal preschool, for example, investment in ten years will increase from 10.3
billion dollars to 16.8 billion dollars. Have to match teachers' salaries with those of other
graduates, the value will reach 40.9 billion.

In Brazilian society, the movement for the consolidation of educational policy endorsed by
intellectuals, politicians and civil society is part of a historic struggle. If this theoretical discourse
to consolidate the challenge of solving a historic debt with the Brazilian people, revise caused
transgressions will be a great milestone in the history of the country. This is likely to help
minimize the poverty rate and educating for a sustainable life, but that seems like a utopia for
those who are born in an underprivileged social class economically.
In this context, the quality category has to do with sustainable living to citizen rights and
duties in a fair and equitable manner. Here is not located the search for equality, but respect for
difference, for the individual, subject of his history. In this sense equal, as exposes Bobbio
(1996) is replaced by justice "(...) is the social good par excellence and in that sense, social
virtue." (BOBBIO, 1996, p. 16).
On the subject, Fleury (1994) explains that the liberal11 ideology all were equal to the
market interface level and the assumptions of equality and freedom opposed to the social
protection measures which was justified using the argument that protectionist measures reduce
the degree of freedom and could contribute to the return of "will servitude which will be
associated to protectionism." (FLEURY, 1994, p. 69).
In any case, what characterizes ideologies12 is that "admit this or that particular form of
equality, one of which deals with the requirement of equal material, as distinct from equality
before the law and equal opportunities." (BOBBIO, 1996, p. 15-35). Thus, the distribution of
income might be one way to minimize the situations of social and educational inequalities not
only in the Brazilian states, but in a globalized world.
Failure to humanity emerges when it comes precisely the distribution of income, as
stressed by Fleury:
The current situation presents itself as a clash in the main states fight for the
transformation of the legal system of income distribution and the consolidation
hegemony in the international system in an attempt to build political and economic
order that favors their interests. (FLEURY, 1994, p. 230).

Think of an income distribution fairly probably be the utopian dimension of the story. This
illusion is unveiled by Anderson (1995) to discuss the statement to an interview with the
conservative newspaper of Chile, El Mercurio, when representatives of neoliberalism stated that
"if I had to choose from a free market economy with a dictatorial government or an economy
with controls and regulations, but with a democratic state, no doubt choose the first option."
(ANDERSON, 1995, p. 10).
The author follows the speech emphasizing that this was the next option not only for the
new liberalism of the theoretical, but also by many governments of many countries, especially in
Latin America that followed such guidelines for the implementation of its reforms and political
referrals. That to affirm the validity of the production process, and "lawful" for them to sacrifice
anything. Thus, we see the hostility with which issues such as democracy and rights to quality
education are treated by capitalist ideology. (ANDERSON, 1995)
Notably, the Brazilian government followed such guidelines and in the late 1970's and
early 1980 comes into force the State Minimum freeing the strength of the market. Also occurs
cutting social spending and implements the deregulation of the economy, privatization,
increasing concentration of income favorable to the richest and boasts many historical eliminate
worker achievements.
Given the above, the question is: will this global social context, with a neoliberal policy is
possible the consolidation of a legal framework that meets the real needs of the people or
transgression continue to materialize in breach of educational law?
As for the consolidation and continuation of the offense for non-compliance of the legal
framework, reality itself shows noncompliance with the quality of education, so the CNTE
(2014) points out that, "although the current PNE has spent three and a half years delay, the
worst part deals with the regulation by Congress, the Legislative Assembly and municipal
councils, without which its objectives and targets will not be achieved "which will make clear
transgression. The bases for a new educational reality in the country are released. However, its
concreteness depends on the political commitment of the public and social mobilization officers
in the fight to enforce the rights won.
The mobilizing function is the one that puts the board in an effective action to mediate
between the government and society, stimulating and triggering strategies of participation and
commitment of all to the promotion of the educational rights of citizenship, that is, the quality of
education for all.

Also, the school is an environment where the guidelines and actions are consolidated,
constitutes instead of debates on relevant challenges to problems found in day-to-day, because
according Heloísa Lück (2010) the school is equipped with great strategic value in the
pedagogical dynamics and, in this context, the teacher emerges as a subject in important
methodological innovations. And also, as a space where the student brings new cultures and
languages which requires a new professional attitude, especially before the narcissism in the age
of media.
2. Narcissism in the age of media: challenges for teaching in contemporary
The recognition of the school's daily life, their culture and the narcissistic culture is a
variant that is the object of research still in its infancy, especially in the educational field. His
emphasis is on the field of psychology.
In the Psychology field of study, the narcissistic culture has been investigated, in most
literary productions in order to seek help with the clinical practice of psychotherapists,
psychiatrists and analysts on the pathological reality that translates narcissistic way. The
principle to explain a state of human psychic development has evolved over the years and the
term won personality disorder status and later was transformed into a concept that investigates
and defines the social processes, that is, the narcissistic culture. (ANDRADE, 2011).
In education, we seek to understand the concept of this narcissistic culture, its meaning, so
that professionals working in schools, especially teachers find strategic ways to respond to some
phenomena witnessed in society with strong influence of this culture in space school. In this
field, the concern has to do with the culture of narcissism in the age of media, since the role of
the media in contemporary society, and particularly in schools needs further study.
Note that the advance of information technology and communication recent decades has
been impacting the culture of the Brazilian people with implications in the educational field.
With the proliferation of digital technologies, the language of students becomes quick and
creative, create signs with fewer letters for dialogue, add handwritten drawings with meanings
that tend to ensure a dynamic communication, demonstrating a new culture between the
interlocutors.
This new culture within the school has caused heated debates among education
professionals, one of them returned to their influence in the school context. According to Pérez-

Gómez (2001) school culture has different concepts in different fields, which allows the
recognition of the influence of the general culture of the particular, as in the school, considers
culture as:
The set of meanings, expectations and behaviors shared by a particular social group,
which facilitates and orders, limits and enhance the social exchanges, the symbolic
productions and materials and the individual and collective achievements within a
certain time frame and space. (...). Expressed in meanings, values, feelings, customs,
rituals, institutions and objects, feelings (material and symbolic) that surround the
individual life and community news. (GÒMEZ PÈREZ, 2001, p. 17).
The narcissistic culture in the age of media fits there standards imposed by the capitalist
system and in doing so, are adapting, obeying and identifying with something external to them,
so as it did for centuries, becoming docile, submissive and obedient to all walk as the capital
want, and with it, losing their individuality, their uniqueness, their essence. Chaui (2006), in his
book "Drill and Power: A media analysis" is a study on how the media portrays the ruling class
and how easily reproduce this system, because the ideas that predominate in society are the
holder of the class of material goods.
An example of this submission is identified in the use of media such as: internet, chat,
blog, orkut, twitter, messager (msn), whatsapp, television, cinema, among others. With the use of
these media, it is evident in contemporary society, a trend towards loss of interpersonal
interactions to a paranoid virtual interaction in which young people learn with the media and
these include cultural goods with the promotion of products, images and electronic media
communication as a way to meet consumer interest. (SETTON, 2011)
In this context, the school is no longer the undisputed reference. Ironically, the moment in
history when it seems to have democratized is put on the sidelines. The students, mostly up may
be present in the classroom every day, but that does not necessarily implies increasing influence
on them.
This implies the need for changes in the curriculum, in the posture of the professionals
involved in the educational process in the quest to understand and minimize conflict within the
school and narcissism in the age of media. Thus, the seriousness of the implications it enables
the school to plan new educational strategies to deal with this social context, whose major
teaching challenge is to articulate the previous experience and knowledge of students to the

development of student autonomy in order to form a collective intelligence that promotes
democratization knowledge and the full exercise of citizenship.
Final considerations
In the analysis, it became clear the importance of quality education in order to improve the
academic life of students and hence raise the Brazilian social development. It is understood that
education is quality when it is emancipatory as necessary and urgent human right in a country
like Brazil marked by diversity, social exclusion and inequality.
Therefore, guaranteeing the right to quality education is a fundamental principle for policy
and management of the school system. Despite advances, there are still major challenges, among
them the fight for quality education as a political issue in favor of the disadvantaged class of
material goods, the permanence of students and success in academic life. This requires more
organic quality of educational policies, through the construction of the National Education
System (SNE) and the PNE as state policies, in view of the success of public schools to excel to
failure since the latter is one of the pillars of cause of poverty in Brazil and this has to do largely
with the transgression that historically stands over the performance of educational legislation.
In the analysis of teachers' work, the challenge is the need for changes in the curriculum, in
the posture of the professionals involved in the educational process in the quest to understand
and minimize conflict within the school and narcissism in the age of media.
