I. Problem and Drivers• Narrowing gap between road transport and IWT

regarding air emissions

• Drivers:- Lack of emission regulations for several decades compared to road

transport- Long serviceable lifetime of IWT engines compared to road transport- Small market for IWT engines

II. Major Challenges • Current legislation on emissions only applicable to new

IWT fleet

• Focus should be widened to legacy fleet (existing engines)

• 4 Major pollutants: - CO2- PM- SOx- NOx

• Emission reduction achieved by technical and/or operational measures

III. To be assessed • Business as usual

• Measures at other level or voluntary measures:o Differentiated port dues/feeso Green labellingo Speed limits in environmentally sensitive areaso Cruise control systemso Exchange of information on best practices

In parts already taking place

• Legislative measures:o More stringent standards for new engineso Set emission standards for existing engineso Set emission standards for both types of engineso Explore specific measures to soften financial impact
