“primum non nocere” - Primum non nocere é uma Latina

frase que significa " em primeiro lugar, não causar dano . "

A frase é por vezes registadas como nocere nil primum .

Não-maleficência , que é derivada da máxima, é um dos

principais preceitos da ética médica que todos os

estudantes de medicina são ensinados na escola de

medicina e é um princípio fundamental para serviços de

emergência médica em todo o mundo. Outra maneira de

afirmar é que, "dado um problema existente, pode ser

melhor não fazer alguma coisa, ou até mesmo para não

fazer nada, do que correr o risco de causar mais mal do

que bem." Ele lembra o médico e outros profissionais de

saúde que deve considerar o possível prejuízo que

qualquer intervenção poderia fazer. Ele é invocado quando

se debate o uso de uma intervenção que acarreta um risco

evidente de dano, mas a menos certa chance de benefício.

Não-maleficência é frequentemente contrastado com seucorolário, a beneficência. Primum non nocere - Diz por

isso que " primum non nocere "não é, na verdade, a partir

de Hipócrates, mas é uma frase nas epidemias - "A origem

auto" é uma Latina liminar, pedindo médicos para cuidar e

curar-se primeiro, antes de lidar com os pacientes. Cura teipsum ficou famoso na tradução latina da Bíblia, a Vulgata

“O provérbio foi citado por Jesus”...” Médico, cura-te a ti

mesmo”, como registrado no Evangelho de Lucas,

capítulo 04:23. Lucas Evangelista foi ele próprio um

médico.

Bem-vindo ao presente e-book, que se determina e auto afirma-se como: FarmacologiaClínica: Medicamentos e seu uso na Clínica Médica. Esperamos dar uma

contribuição teórica para os alunos do 7º e 8º períodos dos Cursos de Medicina das

Universidades que compoe o PROJETO OCW. A ideia nesse livro e abordar a

Conhecendo o Projeto OCW.

Em 2012, o autor ingressou atráves do INESPEC na Plataforma OCW destinado a

publicar para o mundo acadêmico. Já são várias obras acadêmicas, entre Neurociência e

Farmacologia (Lista no final do livro, e-book). Assim, sinto-me a vontade para declarar

em público a importância mundial deste projeto para a sociedade e para o autor (que em

todos os seus livros publicados na rede virtual já foi lido aproximadamente por mais de

150.000 leitores em língua espanhola, inglesa, entre outras).

OpenCourseWare, também identificado com a sigla OCW, é um termo aplicado aos

conteúdos, gerados pelas universidades, e compartilhado livremente para todos pela

internet. O movimento OCW foi liderado pelo próprio MIT em outubro de 2002 pelolançamento do MIT OpenCourseWare. A partir deste movimento do MIT, várias outras

universidades começaram a criar os seus próprios projetos OCW. Hoje já existem mais

de 200 universidades do mundo trabalhando neste novo conceito de liberar o

conhecimento gerado na academia para todos. Uma perfeita socialização do

conhecimento disponibilizando-o tanto para professores, alunos e autodidatas do mundo

REA no Brasil foi adotada pela UNESCO/COL: "Os REA são materiais de ensino,

aprendizado e pesquisa em qualquer suporte ou mídia que estão sob domínio público ou

são licenciados de maneira aberta, permitindo que sejam acessados, utilizados,

adaptados e redistribuídos por terceiros. O uso de formatos técnicos abertos facilita o

acesso e reúso potencial dos recursos. Os REA podem incluir cursos completos, partes

de cursos, módulos, guias para estudantes, anotações, livros didáticos, artigos de

pesquisa, vídeos, instrumentos de avaliação, recursos interativos como simulações e

jogos de interpretação, bancos de dados, software, aplicativos (incluindo versões para

dispositivos móveis) e qualquer outro recurso educacional de utilidade. O movimento

REA não é sinônimo de aprendizado on-line, EaD ou educação por meio de dispositivos

móveis. Muitos REA – mesmo que possam ser compartilhados por meio de formatos

digitais – também podem ser impressos." Inclusive o presente trabalho. Não há umaúnica definição sobre o que constitui um recurso educacional aberto. No entanto,

definição mais recente e com participação de atores dos mais diversos países e área de

estudo tem ajudado a construir uma definição mais robusta para o movimento. Em

evento organizado pela UNESCO em Julho de 2012, a "Declaração REA de Paris"

define REA como: "os materiais de ensino, aprendizagem e investigação em quaisquer

suportes, digitais ou outros, que se situem no domínio público ou que tenham sido

divulgados sob licença aberta que permite acesso, uso, adaptação e redistribuiçãogratuitas por terceiros, mediante nenhuma restrição ou poucas restrições. O

licenciamento aberto é construído no âmbito da estrutura existente dos direitos de

propriedade intelectual, tais como se encontram definidos por convenções internacionais

pertinentes, e respeita a autoria da obra". A Fundação William e Flora Hewlett propõem

a seguinte definição para os REA: "REA são recursos para o ensino, a aprendizagem e a

pesquisa que residem no domínio público ou foram publicados sob uma licença de

propriedade intelectual que permite seu livre uso e remixagem por outros. Os REA

incluem cursos completos, conteúdo para cursos, módulos, livros, vídeos, testes,

softwares e quaisquer outras ferramentas, materiais ou técnicas usadas que suportem e

permitam o acesso ao conhecimento." Um relatório, o OLCOS Roadmap 2012, observa

que não existe uma definição estabelecida para os REA e prefere identificar três

atributos fundamentais a serem seguidos: Que o acesso ao conteúdo aberto (includindo

metadados) seja oferecido gratuitamente pelas instituições educacionais, provedores de

conteúdo e usuários finais como professores, estudantes e alunos livres; Que o conteúdo

seja licenciado de uma forma generosa para que possa ser reutilizado em atividades

educacionais e livre de restrições que o impeçam de ser modificado, combinado e

remixado. Conseqüentemente, esse conteúdo deverá ter um design ideal para fácil reuso

dentro dos Standards e formatos livres que estão sendo empregados; Que os sistemas e

ferramentas usados tenham o código-fonte disponível (i.e. software livre) e que sejam

oferecidas Interfaces de Programação de Aplicativos (APIs abertas) e autorizações para

re-utilizar os serviços Web bem como os recursos (ex.: RSS para conteúdo

educacional). O universo REA contempla: Conteúdo: cursos completos, materiais de

cursos, tópicos de um conteúdo, temas de aprendizagem, coleções e periódicos, entre

outros. Ferramentas: software para auxiliar a criação, entrega uso e melhoria do

conteúdo de aprendizagem aberto, incluindo busca e organização do conteúdo, sistema

de gerenciamento de conteúdo e de aprendizagem, ferramentas de desenvolvimento de

conteúdo, e comunidades de aprendizado online. Recursos para implementação:licenças de propriedade intelectual para promover a publicação aberta de materiais,

estabelecerem princípios de design e localização de conteúdo. Práticas: narrativas de

uso, publicação, técnicas, métodos, processos, incentivos e distribuição. Diferentemente

da educação aberta e da educação à distância (EaD), os REA são focados nos recursos

em si e nas práticas associadas a estes.

CONCEITOS OPENCOURSEWARE E OCW SITE.

O conceito OperCourseWare.

OCW (OpenCourseWare) é uma iniciativa editorial eletrônica em grande escala, que

começou em abril de 2001, baseada em Internet e fundada de forma conjunta pelo MIT

(Instituto Tecnológico de Massachusetts, na sigla em inglês) em colaboração com a

Fundação William e Flora Hewlett e a Fundação Andrew W. Mellon.

O seu objetivo inicial é:

1. Proporcionar um acesso livre, simples e coerente aos

materiais docentes para educadores do setor não lucrativo,

estudantes e autodidatas do mundo todo.

O sucesso obtido fez possível o segundo objetivo:

2. Criar um movimento flexível baseado num modelo

eficiente que outras universidades possam imitar na horade publicar os seus próprios materiais pedagógicos

gerando sinergias e espaços de colaboração.

O que é um site OCW?

Espaço Web que contêm materiais docentes para serem usados na formação superior.

Estes matérias representam um conjunto de recursos (documentos, programas,

calendários,...) utilizados no processo de ensino-aprendizado das matérias que são

ministradas pelos professores.

Eles são oferecidos livremente e são acessíveis de forma universal pela rede.

Sua difusão não se encontra limitada por questões relacionadas com a propriedade

intelectual.

Seu uso, sua reutilização, sua adaptação e sua distribuição são permitidas com certas

restrições.

O que não é um site OCW?

Não é; um serviço de educação a distância e, por tanto, não autoriza nem abre a possibilidade de acessar, através dos conteúdos, aos professores - autores dos mesmos,

nem dá direito de reclamar qualquer crédito ou reconhecimento por parte da instituição.

Um site OCW não vai dispor, por tanto, de foros ou correio ou outros meios de

interação entre os professores e os alunos. Um site OCW nã o vai dispor, por tanto, de

Materiais depositados num site OCW.

Apresentam-se dois níveis de reutilização:

a) Estruturados e em combinação, todos eles compõem

uma proposta de estudo no contexto de uma matéria

documentos de estudos, mas também o conjunto de

materiais que um professor ou um aluno utiliza para cursar a matéria: Programa, Calendário, Guia docente, proposta

de atividades, etc;

b) Isoladamente, a cada documento de estudo meta-

dados são incorporados e se faz um pacote em "objeto

de aprendizado", com o objetivo de fazer parte de

outras "Bibliotecas Digitais", e serem reutilizados em

outros contextos.

os materiais de forma gratuita e sem fins comerciais; os materiais devem estar "limpos"

no que se refere a propriedade intelectual; publicar os materiais no OCW site implica

autorizar o seu uso, reutilização-adaptação, tradução e redistribuição para terceiros; O

OCW site deve ser universalmente acessível via Internet; Aderir ao Projeto.

Os materiais que estejam disponíveis sejam publicados por uma instituição e façam

parte de um OCW site devem estar sobe licença Creative Commons.

Propriedade intelectual.

Os materiais sobre licença Creative Commons são cedidos aos usuários para: Uso,

reutilização, tradução e adaptação a outros contextos. Os usuários se comprometem a:

Utilizar os materiais sem fins comerciais; Reconhecer a instituição que publica

originalmente os mesmos e se for o caso, o autor dos mesmos; O material resultante

depois de usado deve ficar para livre utilização por terceiros e está sujeito a estes

mesmos requisitos. Outros aspectos jurídicos na relação entre o professor e a

proprietários; A Universidade-OCW site assume a utilização de acordo com os

O GESTOR DE CONTEÚDOS.

O projeto OCW oferece às instituições integrantes assistência técnica para a utilização

da plataforma de gestão e publicação das matérias que fazem parte do OCW site de cada

Universidade.

EduCommons, um projeto Open Source desenvolvido pelo The Center for Open and

Sustainable Learning da Utah State University, especialmente para a criação de projetos

OCW.

OS ESCRITÓRIOS OCW NOS OCW SITES.MÉDICOS.

A experiência mostra que os escritórios OCW são um suporte necessário para as

instituições interessadas em promover um OCW site. Os serviços que o escritório

oferece são de vários tipos: docentes, técnicos, biblioteca e jurídicos.

Funções associadas ao escritório OCW:

1) Impulsionar a participação dos professores e

proporcionar-lhes a informação, formação e

assessoramento necessários.

Universidade e à concepção do projeto OCW-

multimídia, gravação de vídeos...

7) Procurar soluções eficientes que simplifiquem

9) Coordenar-se com outros OCW sites nacionais

e estrangeiros.

10) Elaborar reportes e propor melhorias aos

órgãos de governo da Universidade.

Knowing the OCW project .

In 2012, the plaintiff through INESPEC Platform OCW intended to publish to the

academic world. There are already several scholarly works , between Neuroscience and

Pharmacology ( list at the end of the book , e-book ) . Thus , I feel the urge to declare in public the global importance of this project for society and for the author (who in all his

books published in the virtual one has read about for more than 150,000 readers in

Spanish, English , among others).

OpenCourseWare also identified with the acronym OCW , is a term applied to the

contents generated by universities and shared freely all over the internet . The

movement was led by the OCW MIT in October 2002 by the launch of MIT

OpenCourseWare . From this movement of MIT , several other universities have started

creating their own designs OCW . Today there are more than 200 universities in the

world working on this new concept of releasing the knowledge generated in academia

for everyone. A perfect socialization of knowledge making it available both for teachers

, students and self-learners around the world. According to the OCW Consortium
