Nepotismo é o termo utilizado para designar o favorecimento

e parentes(ou amigos próximos) em detrimento de pessoas mais qualificadas,

especialmente no que diz respeito à nomeação ou elevação de cargos.

Nepotism is the term used to designate the favoritism and relatives (or

close friends) over more qualified people, especially with regard to the

appointment or elevation positions.

Nepotismo ocorre quando, por exemplo, um funcionário é promovido por ter

relações de parentesco com aquele que o promove, havendo pessoas mais qualificadas

e mais merecedoras da promoção.

Nepotism occurs when, for example, an employee is promoted by having

kinship with him that promotes, with more qualified and more deserving of promotion

people.

A ConstituiçãoFederal, através do artigo 37,prega que os princípios dalegalidade, impessoalidade,moralidade, publicidade eeficiência devem ser seguidosna contratação de funcionáriosno serviço público. Atravésdeste artigo, fica explícito ocaráter inconstitucional donepotismo. No entanto, issonão impede que os municípioscriem suas próprias leis parareforçar a proibição da prática.

The Constitution, in

Article 37, which preaches the

principles of legality, impersonality,

morality, publicity and efficiency

should be followed in the hiring of employees in the public service. Through this

article, is explicit the unconstitutional nature of nepotism. However, this does not

prevent municipalities to create their own laws to enforce the prohibition of the

practice.

A palavra “nepotismo” surgiu para expressar as relações de concessão

de privilégios entre o Papa e seus familiares. No período do Renascimento, os

papas e outras autoridades da Igreja Católica, por não terem filhos, protegiam

seus sobrinhos, nomeando-os a cargos importantes dentro da Igreja.

The word "nepotism" came to express the relations of granting privileges

between the Pope and his family. In the period of the Renaissance, popes and

other authorities of the Catholic Church, not having children, his nephews

protected by appointing them to important positions within the Church.
