    MOU on Cooperation between the Ministry of Public Works and Transportof the Lao PDR and the Ministry of Railways of the PR China

    was signed on 7 April 2010.

    MOU on Cooperation between the Ministry of Public Works and

    Transport of the Lao PDR and the Ministry of Railways of the PR China

    Cooperation Area:- Railway planning, financing, construction, operation and

    management, rolling stock maintenance and staff training.

    Cooperation Project:- To commence the railway link from Mohan/Boten to Vientiane

    first;- Then consider extending the line to Thakhek and further to Mu

    Gia. During an official visit of Mr. Liu Zhijun, the Minister of Railways of

    the PR China to the Lao PDR 45 October 2010, both parties haveconfirmed to develop the railway project on a joint investment forconstruction, co-management and operation, mutual benefit andcommon development basis.

    Laos - Sino Railway Project

    Boten-Vientiane Railway is the shortest route from Singapore to Kunming

    Features

    Design for both passenger and freight traffic

    Total length: approx.420km; Tunnels: 190 km; Bridges: approx.90 km

    Design speed: 200 km/h (with 250km/h substructure condition reserved)

    and 120 km/h for passenger and freight trains respectively

    Tracks: single standard gauge (1,435 mm) line (with double track reserved)

    Traction: Electrical

    Main Stations: 5 (passing through Luangnamtha, Oudomxay, Luang-

    phrabang, Vientiane Provinces and the Capital City)

    Estimated construction period: 5 years

    Challenges:

    Only Vangvieng-Vientiane 80 km is plain, the other region is all mountains,

    most section of the railway cross the bridges and tunnels

    Complexity of geological conditions along the route

    Lack of existing supporting facilities (roads, power supply grid)

    Unexploded ordnance (UXO)

    High environmental requirements

    Significance of the Project

    the important section of Trans-Asia Railway Central Corridor;

    the necessary inter-connection between Laos and neighbor

    countries, which will considerably promote the countrys

    economic and cultural exchanges towards the world;

    a key infrastructure for socio-economic development of Lao

    PDR for the countrys economic taking-off;

    a powerful stimulator for market demand and employment

    when building up and operation of this railway which will

    increase the countrys GDP and peoples living standard

    to build a road will reduce the poverty, to build the railway

    will make Laos rich faster a nationwide consensus

    Bilateral Agreement

    - Agreement on Joint Traffic Working between the

    Lao PDR and the Kingdom of Thailand was signed

    1997;

    - Then renewed 30 March 2008.
