MEGCIP GENERAL OBJECTIVES

The Mozambique eGovernment and Communications Infrastructure Project (MEGCIP)
was financed by the World Bank and implemented by the Ministry of Science and
Technology, Higher and Technic Professional Education and the Ministry of Transport
and Communications from January 2010 to June 2016.
Connectivity Development
Promotion of Good Governance and Transparency
Contribute in the reduction of data communication costs and on the extention of the geographical coverage of broadband networks in the country.
Contribute in the improvment of eficiency, eficay, and transparency in the governance process through the use of eGovernment Systems in the provision of public services.

Improve the capacity of national institutions to develop, implement, and monitor
policies, strategies, legislation, and regulation in the ICT area;
Ensure security and privacy in using electronic transactions in Mozambique; and
Introduce new telecommunications operators in the country.

Improve the ICTs technical capacity of government employees leading to
the improvement of their performance in providing public services using
ICTs in general and eGovernment services in particular;
Level of citizen satisfaction in the target areas (Land registration and civil
identification, and business registration) has improved;
Improve the capacity of Government IT personnel to develop and
manage eGovernment systems in the targeted areas.

53% of the population in Mozambique is now covered by
telecommunications networks and services; and
Significant reduction of the telecommunications costs.

1. Establishing the Legal
Entity of the Mozambique
Internet Exchange
(MOZIX) and Purchase IT
equipemnt for MOZIX
The MOZIX (Mozambique Internet
Exchange) Associatiion established;
Improvment of MOZIX Operating Environment
at the CIUEM (Center of Informatics) of the
Eduardo Mondlane University.
Segregation of Internet traffic at the national
level;
Improvement of the Internet access quality; e
Improvement of the eficiency and eficay of the
use of the Mozambique international
connections to the Internet.
2. Extension of GovNet to
25 districts and
improvement of the
GovNet data processing
and storage capacity.
IT and telecommunications equipement
installed in 25 districts as part of the GovNet
(Government Electronic Network);
IT and Storage Equipment Installed at the
GovNet NOC at INTIC.
More 25 districts, interconnect by GovNet,
totalizing 96 districts, with benefits to more than
567 Government institutions at the district level,
using eGovernment systems to improve public
services delivery.
3. Increase the GovNet
international data
coomunication capacity
Established two international links to the
Internet using the SEACOM submarine
cable totalizing 310 Mbps (155 Mbps for
each connection) for a period of 20 years
totalizing 465 Mbps.
Improve the capacity of more than 567
Government institutions at the district level to
access tthe Internet and to GovNet services;
Significant reduction of Internet access costs
to the Government;
International capacity available for 20 years.
4. Establishment of 29
CMCs and Design of the
CMCs Business Model
29 Community Multimé dia Centers (CMCs)
established in the same number of districts;
CMCs provide services to more than 6
million citizens, including Internet access.
Extend the ICTs services to rural areas;
Population at the rural areas with opportunities
to participate in the digital economy.
