A Direcção em funções no triénio 2015-2017, na prossecução do seu Programa de Candidaturae do Plano de Actividades para 2015 e tendo em conta as orientações do Conselho Gerale da Assembleia Geral realizada em 11 de Fevereiro de 2015, desenvolveu em 2015 diversasactividades que se descrevem em seguida, organizadas de acordo com os objectivos traçadospor esta Direcção.

1. Objectivo I: aumentar a sensibilização pública para a Estatística e a visibili-dade da SPE na sociedade.

• Prémios Estatístico JúniorDecorreu a edição dos Prémios Estatístico Júnior 2015 com o patrocínio da PortoEditora. A edição PEJ 2015 tinha sido iniciada pela Direcção anterior, e à presenteDirecção coube essencialmente a comunicação dos resultados e a organização dasessão de entrega que decorreu em Outubro na FNAC de Santa Catarina no Porto.A sessão contou com a presença de dois oradores convidados: José Paulo Viana e anossa colega Irene Oliveira. Faltou à cerimónia apenas um dos grupos premiados.Esteve exposto um módulo da Explorística para alunos e Professores experimen-tarem. Foi feito um cartaz com fotografias da sessão que esteve exposto duranteo XXII Congresso da SPE em Olhão. O programa da sessão, o cartaz e a lista depremiados encontra-se em anexo. O Júri foi constituído por Maria Eugénia GraçaMartins e Manuela Neves. Deu-se início à próxima edição dos Prémios EstatísticoJúnior 2016, mais uma vez com o patrocínio da Porto Editora e com a possibilidadede um patrocínio da FNAC.

• AEVAEAs actividades da iniciativa “A Estatística Vai à Escola” contam agora com a cola-boração das colegas Carla Henriques, Fátima Brilhante e Sandra Mendonça. Foramrealizadas 5 palestras que se encontram descritas na página web desta iniciativa.

• ExplorísticaA equipa desta iniciativa foi reforçada e o Pedro Campos, coordenador, conta agoracom a colaboração de mais dois colegas, Conceição Rocha no Porto e Paulo Infanteem Évora. A Explorística ganhou mais um prémio internacional, Best CooperativeProject Award in Statistical Literacy 2015, atribuído pelo International StatisticalLiteracy Project e International Association for Statistical Education. A entregado prémio teve lugar durante o 60th ISI World Statistics Congress, Rio de Janeiro.

Foi completada a versão em língua Inglesa tendo já seguido para a Irlanda. AExplorística esteve exposta na Galiza com tanto sucesso que a SGAPEIO pretendeuma versão em Espanhol.

• OutrosFoi feito um esforço para reforçar a presença da SPE na Newsletter do INE, sendoo Carlos Marcelo o responsável pela ligação entre as duas instituições.

2. Objectivo II: aumentar a coesão interna da sociedade e apoiar o desenvolvi-mento da Estatística em Portugal

• Prémio Carreira- SPE 2015Atribuído à Professora Maria Antónia Amaral Turkman em reconhecimento pelassuas contribuições relevantes no desenvolvimento científico, pedagógico e de divul-gação da Estatística em Portugal. O processo de atribuição do Prémio Carreira2015 foi iniciado pela anterior Direcção, cabendo à actual Direcção a honra da orga-nização e condução da sessão de entrega do Prémio que decorreu no XXII Congressoda SPE.

• Incentivo à investigação– Prémio SPE 2015. O Prémio SPE 2015 foi atribuído a Ana Isabel Coelho

Borges com o trabalho intitulado Modelação Conjunta de Dados Longitudinaise de Sobrevivência de Cancro da Mama. A cerimónia de entrega do prémioque incluíu a apresentação do trabalho, teve lugar durante o XXII Congressoda SPE em Olhão. O trabalho será publicado nas respectivas Actas. O prémiofoi divulgado quer na Universidade do Minho, onde a premiada foi aluna deDoutoramento, quer no Jornal Diário do Minho, contribuindo também destaforma para o Objectivo I.

– Atribuíram-se 13 bolsas de participação no XXII Congresso da SPE a alunosde Mestrado e Doutoramento.

• XXII Congresso da SPEForam apoiados os trabalhos de preparação do XXII Congresso SPE que teve lugarem Faro de 7 a 10 de Outubro 2015 em Olhão. Um relatório detalhado sobre oCongresso encontra-se em anexo.

• Edições SPE“Estatística Bayesiana Computacional”, de Maria Antónia Amaral-Turkman e Car-los Daniel Paulino, manual do mini-curso do XXII Congresso da SPE.

• II Encontro Luso-Galaico de Biometria com aplicações à saúde, ecologia e ambienteEste Encontro terá lugar de 30 de Junho a 2 de Julho de 2016 em Santiago deCompostela. Foram nomeadas as Comissões Organizadora e Científica Portuguesase foram apoiados os trabalhos de preparação, nomeadamente no que diz respeitoa pedidos de financiamento. Os autores de trabalhos apresentados neste encontrotêm possibilidade de os submeter a números especiais das revistas Spatial Statisticse Biometrical Journal, em resultados dos esforços das colegas Raquel Menezes eCarmen Cadarso, Presidente da Comissão Científica Galega.

• Dia Mundial da Estatística 2015Na sequência das deliberações da Assembleia Geral Extraordinária de 9 de Outubro,

– foi escrita uma Carta à Presidente da FCT– foi elaborado um Comunicado de Imprensa que foi enviado a diversos órgãos

de comunicação social, elementos que podem ser consultados em anexo– foi concedida uma entrevista pela Presidente à revista “Pontos de Vista” em

anexo.

• BoletimO editor Fernando Rosado assegurou a publicação dos dois números previstos (Pri-mavera e Outono).

• Colaboração com organizações nacionais ou internacionais

– DStatG- Sociedade Alemã de EstatísticaA SPE foi abordada pelo Presidente da DStatG, Wolfgang Schmit, a fim deestabelecer um protocolo de colaboração entre as duas sociedades. Ao abrigodesse Protocolo os membros de cada sociedade podem usufruir do valor deinscrição de sócio nos eventos da outra sociedade. Será ainda organizada umasessão conjunta anual no Congresso da SPE, nos anos em que este decorrer,anos ímpares, e no Congresso da DStatG nos anos pares. Ficou já acordadauma sessão conjunta sobre Robustez, a ter lugar em 2016 no Congresso daDStatG. A co-organizadora Portuguesa será Rosário Oliveira. Mais a DStatGdisponibilizou uma verba de 1000 euros para a deslocação dos colegas Portu-gueses ao seu Congresso em 2016. As linhas gerais do Protocolo encontram-seem anexo.

Salienta-sea designação de 20 de Outubro como Dia Europeu da Estatística (ESD)a celebrar nos anos em que não se celebra o Dia Mundial da Estatística(WSD). O primeiro ESD será em 2016.

Actividades administrativas Desde o início do mandato foram enfrentados constrangimen-tos sérios no serviço administrativo que dificultaram a actividade da Direcção no ano emapreço. O primeiro problema surgiu com a avaria do computador portátil que afectou todasas actividades administrativas incluindo o tratamento do correio electrónico e actualização dospagamentos de quotas dos sócios. Decidiu-se então comprar um PC de secretária para servir

de backup ao portátil e permitir realizar as tarefas administrativas. O segundo problemasurgiu quando a secretária pediu licença de 1 mês, seguida de licença de 2 meses, seguida depedido de rescisão de contrato em pleno período de inscrição no Congresso. Cremos que aausência da secretária e da sua eventual experiência anterior, dificultou muitíssimo a aberturade uma conta bancária associada ao Congresso. Estas dificuldades só foram ultrapassadasgraças ao empenho da nossa colega Patricia de Zea Bermudez. Para evitar problemas futuroscom contas do Congresso existe agora uma conta associada a uma das contas da SPE e quedeve ser usada para organização de Congressos e Encontros. A actual secretária, Ana Pon-sard, iniciou a sua colaboração com a SPE em Setembro. Após o Congresso foi iniciado oprocesso de actualização da base de dados dos sócios quer no que diz respeito a quotas quera outros dados como moradas e endereços de correio electrónico. É um processo moroso eque foi despoletado depois de se ter verificado que muita correspondência, quer Boletins querConvocatórias para AG e Eleições dos Corpos Sociais tem sido devolvida sistemáticamente.Foi também feita uma reformulação da página web da Sociedade.

Finalmente, na sequência das diligências da anterior Direção, foi possível proceder ao fecho decontas do Congresso SPE de 2009.

de XXII Congresso da Sociedade Portuguesa de

O resumo do Congresso O XXII Congresso da Sociedade Portuguesa de Estatística (SPE), organizado em conjunto com a Universidade do Algarve, que se realizou de 07 a 10 de Outubro de 2015, no Centro de Congressos Ria Formosa sediado no Real Marina Hotel & SPA, em Olhão, decorreu de forma excelente, tendo reunido perto de 200 participantes, na grande maioria portugueses mas também com a presença de outras nacionalidades.

O programa científico contemplou 4 sessões plenárias, 7 sessões temáticas com 21 comunicações orais, 82 comunicações orais livres e 30 posters. Para as sessões plenárias foram convidados os oradores Luzia Gonçalves, da Universidade Nova de Lisboa, James W. Taylor, da Universidade de Oxford, Manuel Scotto, da Universidade de Lisboa e Peter Müller, da Universidade do Texas, Austin.

Dia 1: No dia 7, o início dos trabalhos foi precedido pelo habitual minicurso do congresso da SPE, este ano, intitulado " Estatística Bayesiana Computacional - uma introdução", e lecionado por Maria Antónia Amaral Turkman (CEAUL & FCUL) e por Carlos Daniel Paulino (CEAUL & IST).

A sessão de abertura do congresso decorreu ao fim da tarde, com a presença de Conceição Ribeiro e Clara Cordeiro (comissão organizadora), António Miguel Pina, presidente da Câmara Municipal de Olhão, Maria de Lurdes Cristiano (em representação do Reitor da UAlg e diretora da Faculdade de Ciências e Tecnologia), Maria Eduarda Silva (presidente da SPE), Carlos Daniel Paulino (presidente cessante da SPE) e Carlos Marcelo (representante do Instituto Nacional de Estatística).

Após a sessão de abertura seguiu-se a primeira plenária, intitulada "A Bayesian Feature Allocation Model for Tumor Heterogeneity", proferida por Peter Müller, da Universidade do Texas.

O primeiro dia terminou com a Receção de Boas-Vindas, no Chalé João Lúcio, cortesia da Câmara Municipal de Olhão. O ambiente foi sempre animado, tendo contribuído para isso, o local, a boa disposição dos participantes e as diversas iguarias da região, tudo muito bem confecionado e apresentado pelos alunos da Escola Básica 2,3 Ciclos João da Rosa, de Olhão.

Dia 2: No dia 8, a manhã foi preenchida por diferentes sessões de comunicações orais temáticas e livres, uma sessão de posters, e pela segunda sessão plenária, proferida por James Taylor, da Universidade de Oxford, e intitulada “Predicting the expected shortfall corresponding to value at risk forecasts produced by quantile models”. À tarde decorreu a atribuição do Prémio SPE 2015 à aluna do Doutoramento em Ciências - especialidade em Matemática da Escola de Ciências da Universidade do Minho, Ana Isabel Borges, com o trabalho “Modelação Conjunta de Dados Longitudinais e de Sobrevivência de Cancro da Mama”. O Prémio SPE é atribuído anualmente e tem por objetivo estimular a atividade de estudo e investigação científica em Probabilidades e Estatística entre os jovens que trabalham nestas áreas.

O 2º dia do congresso terminou com o passeio. Tendo o congresso sido organizado em Olhão, e uma vez que o tempo ajudou, realizou-se um passeio de barco pela ria Formosa. As características ambientais e paisagísticas inerentes à ria conferem-lhe um elevado valor científico, cultural, social e económico que se tem preservado ao longo do tempo. Para além uma visita geral pela ria, efetuaram-se duas paragens; a primeira à ilha da Armona, seguindo-se a ilha do Farol. Apesar das 3 horas de viagem os participantes estiveram sempre muito animados, inspirados pela beleza do local. Dia 3: No dia 9, decorreu mais uma manhã preenchida por diferentes sessões de comunicações orais temáticas e livres, uma sessão de posters, e Luzia Gonçalves, do Instituto de Higiene e Medicina Tropical da Universidade Nova de Lisboa foi a oradora convidada na terceira sessão plenária intitulada "Dados, Ética e Modelos na Saúde Tropical: Constrangimentos e Desafios".

Um dos momentos mais marcantes deste dia do XXII Congresso da SPE foi a atribuição do prémio Carreira SPE a Maria Antónia Amaral Turkman, pela sua obra científica e dedicação ao desenvolvimento e divulgação da Estatística em Portugal.

À noite decorreu o jantar do congresso que juntou todos os participantes e acompanhantes num serão de boa disposição e excelente convívio, animado pelo Rancho Folclórico de Santo Estevão, Tavira. Dia 4: No dia 10, dia de encerramento do XXII Congresso da Sociedade Portuguesa de Estatística, Manuel Scotto, do Instituto Superior Técnico da Universidade de Lisboa, falou sobre "O Operador Thinning na Modelação de Séries Temporais de Valores Inteiros", na última sessão plenária, durante mais uma manhã preenchida por diferentes sessões de comunicações orais temáticas e livres.

A sessão de encerramento do evento decorreu às 13h30, tendo a presidente da SPE tecido grandes elogios à comissão organizadora do congresso pelo excelente trabalho desenvolvido para concretizar o XXII Congresso da SPE. Desta forma, foi possível, mais uma vez, fomentar o desenvolvimento da investigação na área da Probabilidade e da Estatística, promover a sua implantação junto da sociedade civil e o intercâmbio científico através do diálogo e colaboração entre os seus participantes. Outro marco extremamente importante alcançado neste evento, foi a vincada divulgação de Portugal, da região do Algarve, da Universidade do Algarve e, em particular, da cidade de Olhão.

 A  Assembleia  Geral  da  Sociedade  Portuguesa  de  Estatística  apela  à  Fundação  para  a  Ciência  e    a  Tecnologia  por  medidas  urgentes  de  apoio  à  inovação  e  investigação  em  estatística  de  modo  a  que  o  país  possa  corresponder  aos  ambiciosos  desafios  colocados  pela  Agenda  para  o  Desenvolvimento  Mundial  2016-­‐2030.  

Organizações  mundiais,  entre  as  quais  a  Royal  Statistical  Society,  a  American  Statistical  Society  e  o  International  Statistical  Institute,    apelaram  a  uma  “revolução  nos  dados  estatísticos”  para  que  os  objetivos  da  agenda  para  o  desenvolvimento  da  ONU  sejam  atingidos.  A  ciência  estatística  é  hoje  unanimemente  reconhecida  como  fundamental  para  o  progresso  da  Ciência  e  da  Tecnologia  em  todas  as  áreas  de  conhecimento.  

Reconhecendo  a  importância  dos  dados  estatísticos  como  instrumento  indispensável  à  elaboração  de  políticas  com  vista  ao  desenvolvimento  sustentável  das  nações  e  à  erradicação  da  pobreza,  a  Assembleia  Geral  das  Nações  Unidas  proclamou  o  dia  20  de  outubro  de  2015  como  Dia  Mundial  da  Estatística.    

Maria  Eduarda  Silva,  Presidente  da  Sociedade  Portuguesa  de  Estatística,  disse:  “A  Sociedade  Portuguesa  de  Estatística  (SPE),  em  representação  dos  seus  cerca  de  800  associados,  participa  na  divulgação  do  Dia  Mundial  da  Estatística  2015,  subscrevendo  e  partilhando  um  comunicado  conjunto  das  sociedades  congéneres  de  todo  o  mundo.  Esse  documento  alerta  para  a  necessidade  da  consolidação  dos  sistemas  estatísticos  nacionais  e  da  profissão  de  estatístico.    

Em  particular  a  declaração  apela:  • Ao  financiamento  dos  sistemas  estatísticos  oficiais    • Ao  reforço  do  investimento  em  investigação  e  formação  em  estatística    • Ao  acesso  a  novas  ferramentas  e  tecnologias    • Ao  apoio  à  recolha  de  informação  e  à  sua  transformação  em  informação  útil  e  usável.”  

 

Maria  Antónia  Turkman,  Presidente  da  Assembleia  Geral  da  SPE  disse:  “Em  Portugal  tem  sido  notável  o  esforço  feito  pelo  Instituto  Nacional  de  Estatística  (INE)  no  sentido  de  construir  e  fortalecer  a  capacidade  do  sistema  nacional  de  estatística,  desde  o  lançamento  dos  Objetivos  de  Desenvolvimento  do  Milénio  em  2000  à  recente  criação  no  seu  seio  da  carreira  de  especialista  estatístico.    

A  SPE  e  a  comunidade  científica,  bem  como  o  INE,  o  Ciência  Viva  e  outras  instituições,  têm  tido  ainda  a  preocupação  de  contribuir  para  a  literacia  estatística  da  população,  um  instrumento  essencial  da  cidadania,  e  para  a  atração  de  jovens  talentos  para  a  Estatística,  tendo  algumas  iniciativas  de  divulgação  junto  dos  jovens  merecido  altos  galardões  internacionais.    As  instituições  de  ensino  superior  e  os  centros  de  investigação  têm  também  garantido  a  formação  avançada  de  mais  especialistas  e  contribuído  para  o  progresso  da  investigação  e  dos  avanços  metodológicos”.      E,  acrescenta,  Maria  Antónia  Amaral  Turkman  “têm-­‐no  feito  com  um  nível  de  qualidade  reconhecido  internacionalmente,  incluindo  o  desempenho  por  cientistas  estatísticos  portugueses  das  mais  elevadas  funções  em  sociedades  científicas  internacionais.  No  entanto,  do  ponto  de  vista  do  indispensável  apoio  à  investigação  em  estatística,  tem-­‐se  observado  nos  últimos  anos  um  perigoso  retrocesso  por  parte  da  Fundação  para  a  Ciência  e  Tecnologia  (FCT).  Com  as  novas  políticas  de  financiamento  da  investigação,  os  cortes  atingiram  de  forma  especialmente  gravosa  e  discriminatória  os  orçamentos  de  investigação  da  área  da  Estatística,  não  sabemos  se  devido  a  opção  deliberada  ou  à  ausência  de  especialistas  da  área  nos  painéis  de  avaliação  da  FCT.    Na  área  da  Estatística,  houve  mesmo  grupos  de  investigação  de  excelência  que  não  foram  de  todo  financiados,  com  a  agravante  de  que  também  o  mesmo  sucedeu  aos  projetos  de  investigação  e  às  bolsas  para  doutoramento.  “  

A  Assembleia  Geral  da  Sociedade  Portuguesa  de  Estatística,  reunida  no  dia  6  de  outubro,  ao  associar-­‐se  às  comemorações  do  Dia  Mundial  da  Estatística  2015,  deliberou  unanimemente  tornar  público  o  seu  apelo  à  Fundação  para  a  Ciência  e  Tecnologia,  tutelada  pelo  Ministério  da  Educação  e  Ciência,  para  que  implemente  medidas  urgentes  de  retoma  do  apoio  à  inovação  e  investigação  nesta  área  pois  só  assim  poderá  Portugal  travar  o  inevitável  desmoronar  dos  notáveis  progressos  alcançados  nesta  área  e  corresponder  aos  ambiciosos  desafios  colocados  pela  Agenda  para  o  Desenvolvimento  Mundial  2016-­‐2030.

A  SPE  foi  fundada  em  1980  e  tem  por  objectivo  promover,  cultivar  e  desenvolver,  em  Portugal,  o  estudo  da  Estatística,  suas  aplicações  e  ciências  afins.  É  tambémpropósito  da  SPE  unir  todos  os  estatísticos  e  juntar  pessoas  trabalhando  em  diferentes  áreas  da  estatística  nas  universidades,  no  sector  privado  e  na  administração  pública.  Entre  as  principais  actividades  da  SPE  destacam-­‐se  a  realização  de  um  congresso  anual,  a  publicação  do  Boletim  Informativo  da  SPE  e  a  organização  regular  de  seminários  e  actividades  direccionadas  a  estudantes  do  ensino  básico  e  secundário,  tais  como  o  Prémio  Estatístico  Júnior,  Explorística  e  A  Estatística  VAi  Escola.

• Organizar sessões conjuntas nos Congressos nacionais. A proposta é ter dois co-chairs(um alemão e outro português), que organizarão uma sessão com uma temática comume com intervenção de colegas portugueses e alemães.

Comissão Nacional de Matemática (CNM)

Breve resumo da reunião

1. PT-MATH-IN

Os Centros de Investigação e Sociedades foram contactadas e pronunciaram-se a

favor de existir uma secção autónoma dentro da SPM. Assim o PT-MATH-IN está a

ser implementado como uma secção autónoma da SPM.

2. MathSciNet e AMS

Existem vários consórcios para o acesso ao MathSciNet, com diferentes preços. A

CNM, através do colega Fábio Chalub (CMA/FCT/UNL), assessurado por Ana

Jacinta Soares (CMAT), José Francisco Rodrigues (CMAF-CIO) e Carlos Tenreiro

(biblioteca da FCUC), vai tentar negociar a inclusão dos jornais da MAS no B-On,

juntamente com a base de dados do MathSciNet.

3. ICMIO (incluindo o EMeLP)

O EMeLP (Espaço matemático em Língua Portuguesa) vai ser estabelecido como

uma rede com sede na Universidade de CaboVerde.

O contacto com o ICMI (International Comissiono n Mathematical Instruction) está,

de momento, assegurado por um delegado, o colega José Francisco (CMAF-CIO) .

De futuro será criada uma subcomissão do CNM; para a sua constituição ficou

acordado enviarem-se de nomes para os colegas Maria Manuel Clementino (CMUC)

e José Francisco (CMAF-CIO).

4. Concursos da FCT

Com respeito aos projectos, foi notado que apenas oito em 101 destes (área de Mat

emática) foram aprovados. A distribuição foi a seguinte: 2 para CMUL, 2 para

CMUC, 3 para IST e 1 para CMAF.

No que diz respeito às bolsas individuais existiram poucos candidatos nas áreas da

Matemática e da Física, devido às novas regras da FCT. Por um lado, esta obriga

que todos os candidatos registem o seu grau numa universidade portuguesa, mes-

mo no caso da equivalência ser automática. Por outro lado também exluíu os

candidatos portugueses que ainda não tivessem concluído o grau à data do

concurso, mesmo estando em fase de conclusão.

5. Open Access

Foi chamada a atenção para os seguintes pontos constantes na declaração para a

política sobre o Acesso Aberto:

" 3.1. Todas as publicações sujeitas a arbitragem por pares ou a outros processos

de revisão ou validação científica que incluam resultados de I&D financiados total

ou parcialmente pela FCT devem se obrigatoriamente depositadas pelos autores,

em versão final, pelo menos num repositório integrante da rede RCAAP –

Repositório Científico de Acesso Aberto de Portugal, sem prejuízo do seu possível

depósito em outros repositórios, como PubMed Central, ArXiv ou outros. "

" São autorizados períodos de embargo ao Acesso Aberto de duração máxima de 12

meses para as publicações nas áreas das ciências sociais, humanidades ou artes e

de 6 meses para as publicações das restantes áreas científicas."

6. Outros assuntos

Uma colega do Porto disponibilizou-se para fazer a pagina web da CNM, com um

acesso restrito para associados. Foi falada na necessidade de se fazer a atualização

das equipas e nos 4 indicadores para o período 2010-2014, exigidos pela FCT;

assim como os colaboradores terem de estar a 30% para poderem ser financiados.

Activities between FENStatS, Eurostat, and ESAC(1); Activities of promotion of Statistics To foster the major modernisation process of the European Statistics, ESAC in the meeting of 1.7.2015 endorsed a policy approach based on the need to create stronger engagement with statistics by users and especially by new potential users. The alliance between (potential) users of statistics and those who produce statistics has to be founded on the trust that users have in official statistics and in the Statistical Science and on the high perception of usability of the statistics. Thus, there is a need for greater awareness among citizens that official statistics can enhance their capacity to decide for themselves in their daily life and provide them with a better understanding of the complex and fast evolving reality at global level. However, this awareness can only be achieved in practice if the potential statistics stakeholders and citizens in general receive a basic training in data handling (The Data Manifesto of RSS 2015), that is, have a basic education in the types of quantitative methods necessary to read and understand statistics (information-processing skills, PIAAC OECD 2013). During the meeting of ESAC we strongly recognise the need to create an alliance among producers, users and the scientific community (statistics stakeholders) to ensure that statistics is a key competence of a modern education, and becomes an important element in up-skilling courses for lifelong learning. 3.1 Celebration of the World Statistics Day 20.10.2015 (approved by ESAC and Eurostat) In occasion of the second World Statistics Day. Ineke Stoop, Maurizio Vichi, Frances Ruande, M.J Rosa Valente, Executive Board of ESAC will start to write a Data Manifesto a declaration that will show that the alliance is broadly supportive of the efforts to improve statistical literacy as a major factor in innovation, productivity and competitiveness, proposing Statistics as a key competence

being particularly necessary for personal and social inclusion in the knowledge society, active citizenship and employment. The declaration should propose Statistics as a language necessary to read interpret and manage information produced in the European digital agenda. The declaration should also position European citizens and their needs for information at the centre of the activities of the European Statistics. The translation of the declaration, to guarantee a wider spread of the message, in all European languages should be encouraged. ESAC in the meeting on the 1 July 2015, where also the Director-general and the Vice-Director-general of EUROSTAT were present, approved this proposal. The president asks FENStatS to support the Data Manifesto initiative and contribute to its definition and diffusion. After the discussion the Council unanimously approved this initiative. 3.2. The "European Statistics Day", from 2016 (approved by ESAC and Eurostat) To be successful, and in order to obtain concrete results, this cultural campaign and the connected actions need to be systematically repeated. Thus, a continuous cadence (on an annual basis) of cultural events is suggested. The President of FENStatS in the ESAC meeting proposed the Celebration of a European Statistics Day, starting from 2016, in the years when there is not the World Statistics Day, with the specific objective of developing the awareness of European citizens (institutional and non-institutional) to the importance and relevance of the statistics and in particular of the official statistics. ESAC in the meeting on the 1 July 2015, where also the Director-general and the Vice-Director-general of EUROSTAT were present, approved this proposal. The president asks FENStatS to discuss and emend this item and eventually approve. It was observed to position the first European Statistics Day the 20 October 2016. After the positive comments on this initiative the Council unanimously approved. 3.3. Creation of Memorandum of Understanding for a Strategic Collaboration between Official Statistics and Statistics Research Community (approved by ESAC and to be discussed with EUROSTAT) The European Statistical System Committee (formed by the Presidents of the National Statistical Institutes) has identified two technical key areas for the modernisation of the European Statistics ¾ New Data Sources in order to base production both on traditional surveys and newer

sources, including administrative data, geospatial and, where possible, big data. ¾ Efficient and Robust Statistical Processes by implementing standards for statistical

production For these technical areas ESAC observes that a strong, systematic and specific collaboration between producers of statistics and the scientific users of statistics (methodologists and researchers) is essential and is likely to have the strong support of the key Institutions (international organisations, government administrations). In the meeting of Rome the Council of FENStatS decided to increase collaboration with official Statistics proposing a second CESS 2016 meeting and in the Statistics Café, organized during the conference of Rome, to create occasions of collaboration. The president has proposed in ESAC to create a Memorandum of understanding for a Strategic Collaboration between Official Statistics and Statistics Research Community. The Statistics research community is represented by FENStatS. The Memorandum will guide a common approach towards the definition of a set of principles based on the Code of Practice and on the Open Science (open data, open methodology, open source), to be

adopted by FENStatS and EUROSTAT. This new level of collaboration would need to be translated into a concrete action plan to be proposed to and later recognised and endorsed by the policy-makers at national, European level. The Memorandum should be prepared by ESAC, Eurostat, FENStatS and other European Institutions having statistics research interests (e.g., JRC) in official statistics, and launched in the CESS 2016 conference, including concrete proposals of collaboration based on European projects already prioritized (for example, Big Data, Digital Communication) The memorandum should also cover topics such as: a. impartial (open) access to the data for the research community; b. the agreement to use “sound methodology”, and the best methodological practices (benchmarking); and c. the cooperation with scientific community to improve methodology. Thus, the memorandum has also the intent to help to operationalize the EUROSTAT’s Quality Assurance Framework as regards indicators 7.2 and 7.7. EUROSTAT informed ESAC that they have required to the European Commission to increase the number of projects dedicated to statistics as it was requested in the CESS 2014 meeting in Rome to foster collaboration among Universities and National Statistical Institutes in the European research framework Horizon 2020. It seems that these new lines of research dedicated to statistics will be accepted; thus, FENStatS will represent one of the collectors which will be used to facilitate the organization of projects. ESAC in the meeting on the 1 July 2015, where also the Director-general and the Vice-Director-general of EUROSTAT were present, approved this proposal.

The president is thinking to base the MOU on the following

- Include linkages in the websites of EUROSTAT and FENStatS; - Exchange information of conferences and other activities in websites;

Cooperation - Propose research projects on topics of common interest (projects of the type of European cost action2); - Propose common activities of promotion of Statistical literacy; - Define the framework for the impartial access of research scientists to data; - Define the framework of collaboration on the EUROSTAT Quality Assurance Framework (Principle 4, Commitment to quality, Indicator 4.4; Principle 7, Sound Statistics, Indicator 7.2; Principle 7, Sound Statistics, Indicator 7.7) - Organize Summer Schools and/or training courses on topics of common interest;

The Council considered the proposal interesting and gave the mandate to the President to prepare a MOU on the basis of the key interest above defined.

2 Actions are a flexible, fast, effective and efficient networking instrument for researchers, engineers and scholars to cooperate and coordinate nationally funded research activities. COST Actions allow European researchers to jointly develop their own ideas in any science and technology field. COST Actions are bottom-up science and technology networks, open to researchers and stakeholders with a duration of four years. They are active through a range of networking tools, such as workshops, conferences, training schools, short-term scientific missions (STSMs), and dissemination activities. COST does not fund research itself. Every COST Action has an objective, defined goals and clear deliverables. These are described in a Memorandum of Understanding, accepted by at least five participating COST Member Countries.

3.4 Conference of European Statistics Stakeholders, 2016. Organization of the Conference of European Statistics Stakeholders (CESS 2016), after the large participation to CESS 2014 of methodologists, producers and users of statistics. (The first CESS 2014 conference was held in Rome, November 23-24 2014 with the co-organization of ESAC, Eurostat and the Federation of European Statistical Societies (FENStatS), CESS 2014 had about 450 participants and about 200 presented papers). EUROSTAT that together with FENStatS and ESAC are co-organizers of the conference proposed to connect the conference with the European Semester that in 2016 will be in Slovakia. However, this approach was not successful because The National Statistical Office which was contacted by EUROSTAT responded that was not able to organize the meeting. This information arrived to me in the ESAC meeting of 1.7.2015. ESAC decided to finance the organization of CESS 2016 with 20.000 euros. The Royal Statistical Society (RSS) proposed to organize the meeting jointly with their annual meeting that will be in Manchester 5-8 September 2016. Also the Hungarian Statistical Association gave the availability to organize CESS 2016 in Budapest positioning the conference in November as it was in Rome. The Council and the president thanks the two Associations for their proposals that were considered both excellent. It was noted that September is a month already crowded of scientific initiatives for the 2016. However, it was decided unanimously to verify with the RSS the possibility to organize the conference taking also in consideration the proposal of the HAS in case there will be impediments. The Society that will not have the possibility to organize CESS 2016 will be considered a valid candidate for the conference of CESS 2018. 4. Individual Professional accreditation 4.1 State of the art in the Statistics Societies on the Professional accreditation. In the Council of Hong Kong after a profitable discussion, at which all the members participated, we confirmed the great appreciation for the program of accreditation of the RSS. FENStatS endorsed the idea to create a European program of accreditation with a standard based on the program of accreditation of the RSS. We therefore suggested creating national programs of accreditation similar to the one of the RSS in order to create the basis for the European program of accreditation. A round table for information on the national initiatives of accreditations was done. 4.2 Characteristics of a European accreditation The European system of Statistics Accreditation should be based on the following principles: European Individual Statistical Accreditation (EISA): Professional Statistician (corresponding to the Chartered Statistician of the RSS)

x At least five years approved professional training and experience, plus x a bachelor's degree in statistics (typically 180–240 ECTS credits)

and/or a master's degree in statistics (typically 90–120 ECTS credits);

x a bachelor's degree and/or a master's degree not in statistics with a relevant (45-50) number of ECTS in statistics with a substantial coverage of statistical theory, methods and practice (5 modules: including: Probability, Statistical Inference, Time series and Stochastic Processes, Design of the experiments, Applied Statistics);

x Validity of the accreditation 5 years; x Continuous Training to revalidate EISA after 5 years (2 ECTS per year).

An individual statistical accreditation based on the above principles and awarded by a European National Statistical Society will be recognized by FENStatS as a European Individual Statistical Accreditation. I would like to establish the Committee of European Statistics Accreditation that discusses the above criteria and arrives to a final proposal to be approved by the Council of FENStatS. All the interested National Societies are requested to indicate candidates for this Committee. The RSS is invited to lead this Committee. The proposal was unanimously approved. 5. European Accreditation of Masters; 5.1 European Master in Official Statistics (for information) The main objective of the European Master in Official Statistics (EMOS) is to establish the EMOS label for Master programmes dealing with Official Statistics at the European level. EMOS is a joint project of universities and data producers in Europe. Following the favourable opinion of the European Statistical System Committee (ESSC) in its meeting of 14 May 2014, Eurostat published the 1st EMOS call in summer 2014. A total of twelve Master programmes successfully passed the evaluation process and were awarded the EMOS label by the ESSC in its meeting of 20 May 2015 (see the list below). After the successful first round of EMOS, the second EMOS call for applications is being launched. All universities from an EU Member State, EU candidate country or EFTA country are welcome to respond to this call for applications. All interested universities offering Master programmes which are in line with the Bologna process and the EMOS requirements are invited to submit their full application form with all accompanying documents by Friday, 29 January 2016, 18:00 CET (Central European Time - Brussels time). Before then, the 4th EMOS workshop will take place in Luxembourg on 15 and 16 October 2015, and it is expected that this will set the scene for bringing together the successful labelled programmes with those universities and NSIs interested in EMOS, in particular those who intend to participate at the 2nd EMOS Call. The president is in the EMOS Board as representative of ESAC and consequently FENStatS. This is an interesting initiative of accreditation because it is a project sustained by Universities which train students according to the needs of Producers of European Statistics, which will possibly employ these students. Statistical Societies which have not National Universities participating to EMOS can make a call for proposals. 6. Publications of the Federation 6.1 Series of Research Books Springer has in its catalogue Studies in Theoretical and Applied Statistics Series A: Advances Studies.

This is a line of books dedicated to the research in the field of statistics. It wishes to offers constant up-to-date information on the most recent developments and methods in the fields of theoretical statistics and applied statistics. I proposed this book series when I was president of the Italian Statistical Society together with the French Statistical Society, the Portuguese Statistical Society and the Spanish Statistical Society and Operation Research. The idea was to solicit a constant cooperation among statistical societies, showing in the proposed books a high-level authorship formed by teams preferably from different groups so as to integrate different research perspectives. Springer recently asked me to extend the participation of this Book series to all Statistical Associations of FENStatS in order to involve a larger scientific community and to start to activate this initiative. There is no cost for the Societies of the Federation to join the Book Series. Each National Statistical Society willing to participate to this book series will appoint a book Series Editor, who will participate to the Editorial Board. The Editorial Board, jointly with the approval of Springer, will approve the publication of each book in the series. The Editor of Each National Statistical Society will solicit in her/his statistical community the preparation of research books. A preference of authorship formed by team from different statistical associations is of course welcome in order to increase collaboration among societies of the Federation. The president is now the chief-editor of this series, but after that he will receive the appointed Editors of the Societies willing to participate to this book series and therefore the new Editorial Board will be formed, he will step down in order to have a renewed chief-editor to be appointed by the Editorial Board. 7. Activities of collaboration within the Federation and collaboration with other Societies 7.1. Collaboration within the Federation Maria Eduarda Silva has suggested the intensification of bilateral co-operation and interchange between the Statistical Societies. As you know these activities are the reasons to create FENStats. I wish to recall points 3 of article 2 of our statute. “3. The Federation encourages crossed participations in national events to increase international exchanges of experiences and research and to organize joint meetings on specific topics of interest for at least two European member Societies.” Thus, the president fully agrees to foster this initiative. Examples of bilateral agreements: participation of members of a Society in the National Congress of another society at the lowest fee; joint organization of sessions in National Congresses. Karl Mosler in a message to the Council appropriately suggests collecting information about activities of bilateral or multilateral agreements.

The president believes it is necessary to establish a Committee that proposes, solicits, coordinates and synchronizes bilateral and multilateral activities within FENStatS. It will be useful to discuss possible benefits and costs that can be standardized for the different agreements. This will be the called Committee of internal cooperation. Member Societies are requested to present candidatures for participating to this Committee. The Council approved unanimously this initiative. 7.2. Collaboration ISI – FENStatS In the Council meeting of Hong Kong we invited the President of ISI Jae C. Lee and we discussed with him: ISI – FENStatS, activities to propose (see minutes of the Council of HongKong, August 26 2013). “Examining the strategic plan of activities of ISI for the period 2011-2013, there are three points where we can propose a collaboration between ISI and FENStatS: 3.1.1 Activities of coordination FENStatS will generally propose to organize a Council meeting during each ISI World Statistics Congress inviting the President of ISI and the President-Elect in order to discuss possible activities of coordination and synchronization between ISI and FENStatS. 3.1.2 Activities of participation to the World Statistics Congress FENStatS, under request, is available to help in increasing the participation to the World Statistics Congress by organizing invited sessions and special topic sessions directly or soliciting the organization of some sessions among European National Statistical Societies. FENStatS, under request, is available to help to organize or promote the organization of Satellite Meetings of the World Statistics Congress. If ISI is interested to offer the members of the national statistical societies the possibility to become "regular member" of the ISI at a reduced rate, FENStatS is available to help in this direction and relays it in order to encourage national societies. President ISI considered that the first order of business was to establish a proper status of FENStatS within the ISI. The item in 3.1.1 and 3.1.2 are the typical entailments of an affiliated member so there are no difficulties for these options, but others are possible. This is a new initiative also for ISI and it is necessary figuring out the appropriate status for FENStatS. The president of FENStatS and the vice-president will discuss extensively this with the president, president elect and director of ISI and will present a proposal to the Council.” FENStatS wishes to propose a Memorandum of Understanding to ISI

The 28 July 2016 the president Maurizio Vichi, the vice-president Jean-Michel Poggi, met the president of ISI Vijar Nair, the president Elect Pedro Silva, and Helen Mac Gillivray, Ada Van Krimpen. The above memorandum of understanding was discussed. FENStatS in the “cooperation” asked to have a member of the Federation in the Scientific Programme Committee of the World Statistics Congress. This was the only problematic point for ISI. At the end of the meeting we conveyed to consider a modified version of the memorandum and to include in it a form of appropriate cooperation of FENStatS for the WSC to be proposed by ISI. Ada Van Krimpen will send to FENStatS a modified version of the memorandum proposed by FENStatS. The Council underlined that the collaboration between FENStatS and ISI is very important and approved the key interests of collaboration. 7.3. Collaboration ENBIS – FENStatS Jean-Michel Poggi proposes to foster the relationships between the Federation and European Network for Business and Industrial Statistics (ENBIS). The ENBIS network promotes the dissemination of statistical methods and tools in the economic and industrial world, intending to bridge practices in statistics and academic research. Mimicking an agreement between the French Statistical Society (SFdS) and ENBIS formalized when J-M. Poggi was President of the SFdS, each entity organizes a scientific session during the main meeting of the other entity, an agreement with ENBIS could help the Federation in many other topics including: summer schools in industrial statistics, accreditation or promotion of statistics in the economic and industrial world.

The Council approved toask Jean-Michel Poggi to formalize this collaboration.

8. ECAS Activities and organs Maurizio Vichi informs the Council that Anne Ruiz Gazen Chair of ECAS has the intention to resign from her position. I wish to thank Anne Ruiz Gazen together with Ricardo Cao for the work done in ECAS that favored the strong association of ECAS with FENStatS. The candidature for the new ECAS president is open. Proposals of candidates and statements of interest should be directed to Maurizio Vichi by the end of October 2015. Karl Mosler in a message to the Council recalls that ECAS is organizing a course on statistical analysis of network data (Herrsching, Germany, Sept 28 - Oct 2, 2015). The course is supported by the German Statistical Society. Jean-Michel Poggi recalls that ECAS is now stronger since all the associations in the FENStatS federation have a member in ECAS, and all associations would like to contribute to the ECAS activities. This so large number of new associations opens new perspectives for ECAS and then an objective could be to increase the frequency of schools, improve forward predictability and offer some organizational support and possibly some financial supports. More precisely, we could consider three schools per year: one rather mathematical statistics/computational statistics oriented (for advanced students), another towards official statistics (for statisticians involved in official organisms) and finally the third to industrial statistics (for statisticians in industry and marginally for students). We could in this way properly associate ECAS and NSS of course but also the ISI associations (IASC, Bernoulli, TIES,…) and European federations like ENBIS or IFCS for example and various organisms like ESAC, Eurostat but also EMS or companies for supporting such actions. The idea is that that for any given society it is very difficult to propose doctoral courses with a sufficiently high frequency and with a sufficient horizon to determine courses for PhD students or collaborators. A proposition is that FENStatS co-organizes some of these events together with ECAS and makes the coordination of these all these specialized schools and to enlarge the offer by proposing some common resources (website and connections with national societies). In the Council of FENStatS in Hong Kong we underlined that ECAS for FENStatS represents the Committee of the Federation devoted to Education and Training in Statistics at European Level. In Hong Kong we proposed that together with the classical activity of organizing advanced courses of statistics ECAS should start new actions on the following activity: activate a network among PhD doctorates and prost-doctorates in statistics. It is necessary to contact the entire PhD Statistics program Coordinators of the European countries. Each representative in ECAS will asks information on doctorates for the country he/she represents. All this information will be assembled in the website of FENStatS forming a network. This network will be monitored and contacted by ECAS to identify topics where advanced courses are most needed, and consequently to find students interested in these courses. Courses could be organized by ECAS and/or also in cooperation between ECAS and PhD programs or by PhD programs with the scientific sponsorship of ECAS/FENStatS. So the president wishes to confirm the intention of FENStatS to foster these activities of ECAS. These are so important for Federation that he would like to ask two members of the Executive Committee of FENStatS the Vice-President Jean-Michel Poggi and Karl Mosler to help to make ECAS fully operative in accord with the new ECAS president, starting also activities indicated in Hong Kong. 9. Other Items Maurizio Vichi mentions some open points related to the internal organization of the Federation to be discussed next year: - next elections of the Executive Committee; - legal existence of FENStatS eventually in Roma; - update of the statutes; - additional members in the Council / members of the Executive Committee.
