SUBMISSION OF DIGITAL ENCLOSURES NOW ALLOWED BY TAX AUTHORITIES
TAX AUTHORITIES AT GRU NOW ALLOW ONLINE SUBMISSION OF DOCUMENTS ALONG WITH IMPORT STATEMENTS
Since March 2, customs brokers at GRU Airport Cargo
may enclose digital copies of support documents when
filing Import Statements (DI) at the Siscomex gateway.
Aside from allowing other functionalities, the tool,
launched in 2014 by the Federal Government, will
centralize access to government services and systems
by users who wish to secure authorizations, certificates
and licenses for import or export transactions. By access-
ing the Visão Integrada do Comércio Exterior (VICOMEX)
module, importers may now link invoices, air waybills and
packing lists to an electronic file that will eventually be
verified by all of the authorities involved in the process.
The procedure changes the way documents needed
for cargo clearance are received by the three verifica-
tion channels afforded by tax authorities (yellow, red
and grey), which are now automatic. Dropping the need
to submit hard copies of documents should considerably
expedite cargo clearance, said Import Tax Authority
team chief, Rodrigo Hiramuki, at a lecture delivered to
professional brokers at GRU Airport on March 10.
Submission of digital enclosures will be optional for
importers until June 31 and will then become mandatory
as of July 1. Until such date, the traditional submission
method will still be valid. “This interim period where both
submission options are accepted will serve as a test
phase that will be used for possible improvements, so it
is important for importers to start using the new
method as soon as possible,” said Hiramuki.
The new method arrived at GRU Airport Cargo as a
continuation to the pilot implementation project which
began at Juscelino Kubitschek Airport in Brasília (FD), and
at the Pecém (CE) and Paranaguá (PR) harbors. The
method is mandated by Normative Directive SRF
680/06 (as amended by IN RFB 1.532 of 12/19/2014)
and by Directive 107/15, issued by the General Coordi-
nation Department of the Customs Authority
(Coordenação Geral da Administração Aduaneira).
Due to current statutory provisions, procedures relat-
ing to airport management have not changed yet. GRU
Airport Cargo, as a trusted cargo depository, still
requires submission of hard copies of all documentary
support. Integration with the digital method, which will
gradually be expanded across the logistics chain, is
currently being negotiated with tax authorities. Further
details available at the Siscomex gateway at
portal.siscomex.gov.br.
Enclosures may be submitted by accessing the Sisco-mex gateway, a tool developed to facilitate document processing in foreign trade transactions.

TAM Cargo opens LATAM’s largest and most
advanced logistics terminal in Brazil at GRU Airport.
Intended exclusively for local cargo operations, the
new warehouse has a total area of 15 thousand m²
and a 630-ton storage capacity and daily operations
involving in excess of 630 tons. The vertical structure
is 11 meters high - the highest among all LATAM cargo
terminals in all of the countries where the group oper-
ates. The site has 14 merchandise entry docks
equipped with scales, all with rising platforms that can
be adjusted to suit variable truck heights.
During the opening ceremony on March 16, Tam
Cargo General Director Luis Quintiliano said the
positive results shown by GRU Airport during the past
years justify all investments made by the company.
GRU Airport president, Antonio Miguel Marques, said
that opening the warehouse is a clear demonstration
that the airline is confident about the airport’s new
management, at a time where the market is going
through difficult times. “It is pleasure to receive a
modern, high-quality structure. The trust that LATAM
has devoted bespeaks our efforts to consolidate GRU
Airport as a leader in terms of cargo air transport in
Brazil,” said the officer.
The new warehouse employs about 300 employees
and opens on a 24/7 basis. The facility offers clients
exclusive parking facilities (79 in all), with flexibility to
receive all types of vehicles. Peak hours at the terminal
range from 8:00 am through 01:00 pm for merchan-
dise collection and as of 05:00 pm for merchandise
dispatch. The terminal will service mainly markets in
the north and northeastern areas of Brazil and will
transport, among other products, electronic equip-
ment, car spare parts and machinery in general, in
addition to perishable goods.

Throughout last year, GRU Airport Cargo conquered over 8 thousand
new clients. It is a figure that helps consolidate GRU’s leadership on
the air transport mode, meaning an expansion to 36% of market share.
Among the several factors that contributed to such growth in
new client numbers, we may mention the company business
department’s efforts to seek new clients and business. The job
done by the business department allowed a closer relationship with
the market, and translated into more credibility and trust, thus
increasing the number of clients by 47% when compared to 2013.
Add to that the investments the Concession grantor made in
terms of improvements on infrastructure and in-house procedures,
which turned the operation more efficient, productive and able to
offer more competitive costs.
Another important aspect is greater flight availability: in addition
to the daily 830 passenger flight take-offs and landings, which
account for the greater part of cargo activities at GRU, four new
cargo flights were introduced in Guarulhos – one coming from Basel,
Switzerland, and another three weekly flights coming from Argen-
tina –, all on top of the already existing weekly route from Miami and
some other charter operations.

at GRU Airport on March 9. Boeing
747-400F, prefix number LX-UCV,
landed at 10:29 pm after trans-
porting an 18-ton helicopter. Flight
CLX-768 did the Luxemburg (LUX)
– Recife (REC) – Guarulhos (GRU)
route and took off again at 00:30
am on its way to Campinas (VCP).
Cargolux has regular flights to
Brazil and operates at cities such
as Campinas, Curitiba, Manaus and
Petrolina. The Guarulhos operation
is in line with GRU Airport’s com-
mercial strategy to expand the
offer of cargo flights at Brazil’s
largest airport.

From April 7 through 9, GRU Airport Cargo will be
present at the 2015 edition of Intermodal South Ameri-
ca, the most important logistics trade fair in the Ameri-
cas and one of the largest in the world for that line of
business. The event will bring together over 600 exhibi-
tors of all types of cargo transport modes and expects
to receive almost 48 thousand visitors. Over 30 coun-
tries will be represented at the fair.
As already done since it began to manage Guarulhos
Airport Logistics Terminal, GRU Airport Cargo will use
the event as a springboard to divulge investments made
and plans for next year, do new business and streng-
then customer relations. Intermodal will be held at Tran-
samerica Expo Center, in São Paulo, from 1:00 pm to
9:00 pm. Further details available at the event’s official

As of March 23, cargo operators needing to retag
parcels due to flaws or errors on the identification
tag may request correction timeframes from 09:00
am to 05:00 pm on business days. Formerly, the
procedure could only be applied for until 02:00 pm.
The change was authorized by Directive ALF/GRU Nº
109, published on the Federal Government’s Official
Gazette on 03/18/2015.
To such end, importer/exporter legal representa-
tives should file retagging applications at GRU
Airport Client Service Department (CAC) along with
the following documents: a copy of the air waybill,
the packing list, MAWB and/or HAWD labels, the
invoice and an application form specifying the
indented correction.
Some changes recently introduced on CAC’s internal
routines, such as expanded number of filings sent to
tax authorities seeking correction will also help cutting
down the time needed for such applications.
