Question: When heat transfer calculations demonstrate that the temperature of a flange and its bolting is less than

the temperature of the adjacent vessel components, may the flange and bolting be considered as a zone in

accordance with Section VIII, Division 1, UG-20(d), and Section VIII, Division 2, 4.1.5.2(d)(3), which would

 permit a lower design temperature to be used for the flange and bolting than that used for the adjacent components?

against local failure to limit the potential for fracture under applied design loads.” Do the applied design loadsinclude the test condition?
