Dear Delegates, entering a new millennium raises hopes. Ashas often been said the start of this millennium has coincided with newways of approaching knowledge and more than that with making knowledgeaccessible to as many people as possible. Its impact has been comparedto that of the printing press, although in another historical context. Giventhe change in the technology of communication - the use of the chip -and the many directions that this communication can take, accessibilityto knowledge should normally be taken for granted, provided theinfrastructure is in place. Accessibility has become a subject of discussionalthough the kind of knowledge to be accessed is less widely discussedand seems to me to be more important. But the millennium is not justa time marker. It is also symbolic of the coming of a Utopia. Utopiasalas, do not materialise from wishful thinking, but from a watchfulassessment of ideas and activities. The start of a millennium thereforeis a heightened moment for pause and for reflection.

Dear Delegates, you would agree that the system of educationas it exists, has been described as a kind of apartheid, separating theliterate from the non-literate. The simile is more than superficially aptsince it is the under-privileged for reasons of social identity and of genderthat are often denied literacy. The existing condition is continuouslyaggravated by rapid changes in the technology of communicating andacquiring knowledge, and by its becoming increasingly the preserveof the few. With more sophisticated technical requirements of education, the divide will become worse. Not only does the lag between the educatedand the non-literate in such circumstances become greater but evenliteracy by itself becomes inadequate and insufficient. As it stands, even if tomorrow, school education is made compulsory and available, there will still be an enormous distance between the literate and thoseproficient in the skills of modern education. It requires a far more thoughtfuleducation policy than has been proposed to make these skills morewidely available. And education is not merely about making millions literate. It is also about citizens realising their rights and their obligations, bothnecessary to democratic functioning.

I am aware that although our current obsession must be withthe challenges of today, we cannot ignore the new challenges as willface in the coming years and decades. While University of Mumbai shouldcontinue its valuable work on the problems of today, we cannot ignorethe fact that for tomorrow, the greatest challenge is how humankind canlive in harmony on this finite globe and establish sustainable relationshipsto its finite shrinking resources as well as with infinite space. How canwe accelerate the pace of economic development on an ecologicallysustainable basis?

Translational research is an important area which is worthy ofgreater attention in our Universities. Our Prime Minister, Dr ManmohanSingh, recently pointed out that while C V Raman won the Nobel Prizealmost ninety eighty years ago for the Raman Effect, most of theinstruments available in India today using this principle are imported.Translational Research will help to convert scientific findings intocommercially viable technology. While science advances the frontiersof knowledge, it is technology that converts scientific knowledge intoproducts and processes and thereby generates wealth.

Translational research is particularly needed in our Country inareas relevant to rural professions, including agriculture, where thegap between scientific know-how and field level do-how is widening.2010-2020 has been declared as the Decade of Innovation. The UnionMinister for Human Resource Development, Shri Kapil Sibal, has recentlyexpressed the hope that India will become an Innovation Super Powerby 2030. There are also frequent announcements about India becominga Knowledge Super Power. Unfortunately, those who make suchstatements as well as the Knowledge Commission seem to overlookthe substrate conditions necessary for our young people to becomemasters of innovation.

A recent report states that out of every 100 campus candidatesinterviewed last year by reputed companies only 10 to 20 have beenfound suitable. This points out the need for attention to the quality ofeducation and also to the creation of opportunities for integrating theoryand practice. Taking into account the uncommon opportunities providedby modern information communication technologies, we need to restructureand reform our teaching and training methods. We need a PedagogicRevolution and I am sure our University will soon become the leaderof this revolution, thereby triggering a learning revolution in the country.
