PALAVRA DO PRESIDENTE A WORD FROM THE PRESIDENT

Olhando para esta edição histórica da Revista

refletindo sobre a fantástica jornada de 40 anos da

Embraer, lembrei-me de muitos dos momentos que

vivi aqui na Empresa, e sinto-me privilegiado e agradecido pelos

25 anos de convívio e trabalho desde que nela ingressei, em feve-

reiro de 1984.

Por mais que se tenha tornado uma cena relativamente coti-

diana, ver um avião projetado e fabricado pela Embraer em ope-

ração nos principais aeroportos do mundo ainda é causa de gran-

de emoção e orgulho para todos nós da Empresa e, tenho certeza,

para muitos brasileiros que compartilham desse sonho.

Nestes 40 anos de existência, a Embraer não viveu apenas mo-

mentos de glória e de sucesso, mas também de crise e apreensão.

Indubitavelmente o período mais difícil da vida da Companhia

foi a primeira metade da década de 1990, quando teve de lutar

arduamente para sobreviver, o que possivelmente não teria ocor-

rido sem sua privatização, em dezembro de 1994.

A partir de 1995, sob a liderança de Maurício Botelho, a Em-

presa deu início a um processo de recuperação sem precedentes

na indústria aeronáutica mundial e, para isso, contou com o su-

porte efetivo e incondicional de seus novos acionistas controla-

dores – Previ, Sistel e Cia. Bozano.

While thinking about this historic issue of Bandeirante maga-zine and reflecting on Embraer’s fantastic 40-year journey, I remembered many moments I experienced here in the Com-

pany, and I feel privileged and grateful for my 25 years of work and ca-maraderie, since joining it in February 1984.

Although it has become a relatively common sight, seeing an air-plane designed and manufactured by Embraer operating in the world’s main airports still brings a thrill of pride to all of us at the Company and, I’m certain, to many Brazilians who share this dream.

Over these 40 years, Embraer has not only experienced moments of glory and success, but also of crisis and apprehensiveness. There is no doubt that the most difficult time in the Company’s life was during the first half of the 1990s, when it fought with heart and soul to survive, which probably would not have occurred without its privatization, in December 1994.

In 1995, under the leadership of Maurício Botelho, the Company be-gan a recovery process unprecedented in the world’s aeronautics indus-try, during which it had the solid and unconditional support of its new

Atualmente, com uma base de capital pulverizada e global,

praticando os mais altos níveis de governança corporativa e com

Esta edição da Revista traz dois depoimentos his-

tóricos, com os Brigadeiros Sócrates da Costa Monteiro e Lélio

Viana Lôbo, ambos tendo exercido o cargo de Ministro da Aero-

náutica durante o processo de desestatização da Embraer, para o

qual contribuíram de forma decisiva e em grande medida ajuda-

ram a assegurar seu sucesso.

A Embraer entregou, na última semana de maio, a aeronave de número 1.100 da família ERJ 145. O avião é um jato executivo Legacy 600, modelo baseado na plataforma do ERJ 135, que possui mais de 170 unidades voando com clientes de 26 países desde a entrada em serviço, em 2002. O jato ERJ 145 é o primeiro integrante de uma diversificada família de aeronaves, que possui versões para os segmentos de aviação comercial (ERJ 135 e ERJ 140), executiva (Legacy 600) e defesa (aeronaves de Inteligência, Vigilância e Reconhecimento – Intelligence, Surveillance and Reconnaissance – ISR, em inglês). Desde a entrada em operação, em 1996, a família ERJ 145 acumula mais de 15 milhões de horas de vôo.

More jets flying in BrazilTRIP Linhas Aéreas is the newest E-Jets operator in Brazil. The airline has been using the 86-seat EMBRAER 175 on regional routes, since June. TRIP is the second company in Brazil to use the EMBRAER 170/190 family of jets. The first was Azul Linhas Aéreas

Brasileiras, which operates the EMBRAER 190 and EMBRAER 195. The 50-seat ERJ 145 returned to commercial aviation in Brazil with Passaredo Linhas Aéreas. In the business aviation segment, Embraer delivered the first three Phenom 100 executive jets to Brazilian customers.

Mais jatos voando no Brasil A TRIP Linhas Aéreas é a mais nova operadora dos E-Jets no Brasil. Desde junho, a empresa utiliza o EMBRAER 175, com capacidade para 86 passageiros, em rotas regionais. A TRIP é a segunda companhia do País a utilizar a família de jatos EMBRAER 170/190. A primeira foi a Azul Linhas Aéreas Brasileiras, que opera os modelos EMBRAER 190 e EMBRAER 195. Por outro lado, o ERJ 145, com 50 lugares, voltou a voar comercialmente no Brasil com a Passaredo Linhas Aéreas. Já no segmento de aviação executiva, a Embraer entregou as três primeiras unidades do jato Phenom 100 para clientes brasileiros.

A Embraer entregou em maio a 100ª aeronave Super Tucano. Coube à Força Aérea Brasileira (FAB) receber a unidade comemorativa do turboélice, por ela designada como A-29. A FAB, que estabeleceu os requisitos técnico-operacionais para este avançado avião, tem uma encomenda de 99 unidades do modelo.

In the last week of May, Embraer delivered the 1,100th aircraft of the ERJ 145 family. The airplane is a Legacy 600 executive jet, which is based on the ERJ 135 platform. More than 170 of these airplanes are flying for customers in 26 countries, since it entered service in 2002. The ERJ 145 jet is the first member of a diversified aircraft family that has versions for commercial (ERJ 135 and ERJ 140), executive (Legacy 600), and defense aviation (Intelligence, Surveillance and Reconnaissance – ISR aircraft). Since going into operation in 1996, the ERJ 145 family has accumulated over 15 million flight hours.

Embraer delivered the 100th Super Tucano aircraft in May. The Brazilian Air Force (Força Aérea Brasileira – FAB) received the historic turboprop, which it calls the A-29. The FAB established the technical and operational requirements for this advanced airplane, and has 99 on order.

Plantio de árvoresEm 5 de junho, a Embraer celebrou o Dia Mundial do Meio Ambiente plantando 40 árvores em cada uma das seis unidades da Empresa no Brasil, três na cidade de São José dos Campos e as outras em Botucatu, Gavião Peixoto e Taubaté, todas no interior do Estado de São Paulo. O plantio foi feito pelos 40 empregados mais antigos de cada unidade. Iniciativa similar foi realizada por alunos do Colégio Engenheiro Juarez Wanderley, criado e mantido pelo Instituto Embraer de Educação e Pesquisa.

Exposição itinerante e portal do Centro HistóricoAinda no mês de julho, com o intuito de difundir a história da aviação e da própria Embraer, a Companhia iniciou uma exposição itinerante que passará por alguns aeroportos e cidades do Brasil. Em paralelo, está disponível na Internet o “Portal do Centro Histórico Embraer”, que possibilita navegar pela história da Empresa. Itinerant exhibit and portal of the Embraer Historical CenterFor the purpose of presenting the history of aviation and of Embraer, itself, the Company put together an itinerant exhibit, in July, that will go to several airports and cities around Brazil. At the same time, the portal of the Embraer Historical Center will be available on the Internet, making it possible to navigate throughout the history of the Company. The portal can be visited at http://www.centrohistoricoembraer.com.br

On June 5, Embraer celebrated World Environment Day by planting 40 trees at each of its six units in Brazil, three units in the city of São José dos Campos, and the others in Botucatu, Gavião Peixoto, and Taubaté, all of which are in outstate São Paulo. The planting was done by the 40 employees who have worked the longest at each unit. A similar initiative was carried out by students of Engineer Juarez Wanderley High School, which was founded and is maintained by the Embraer Education and Research Institute.

Concurso de pinturaRecentemente, a Embraer realizou um concurso com os empregados, tanto do Brasil como do exterior, para a pintura de uma maquete do avião EMBRAER 190 com o tema “40 Anos da Embraer”. O vencedor foi Angelo Ramos, da Unidade de Fort Lauderdale, que se inspirou na presença global da Companhia para criar o trabalho ganhador. O segundo colocado foi Marcos Vinicius, de São José dos Campos. Mario César Manuel Alves, da Unidade Botucatu, fi cou com a terceira colocação.

Painting contestRecently, Embraer held a contest among its employees, in Brazil and abroad, for painting a model of the EMBRAER 190 with the theme “40 Years of Embraer”. Os primórdios remontam à década de 1940. Nessa época

ocorreu a fundação do CTA - Centro Técnico da Aeronáutica

(atualmente, Comando-Geral de Tecnologia Aeroespacial)

Nearly 600 E-Jets delivered; 1,100 aircraft of the ERJ 145 family produced; 170 super midsize Legacy 600 executive jets flying; 169 Super Tucano airplanes sold; an ambitious US$ 1.3 billion

project arising out of the launch of the KC-390 program, in a partner-ship with the Brazilian Air Force (FAB); more than 17,000 employees worldwide, with offices, industrial facilities, and customer service cen-ters on five continents: in such countries as Brazil, the United States, France, Portugal, China, and Singapore. These impressive numbers are only some of the milestones achieved by Embraer this year, in which it celebrates four decades of existence.

The background of this success story of struggling and overcoming, from the beginning of the production of the first Bandeirante airplanes to the current E-Jets, challenges even the most fertile imagination. This only became feasible with the great interest shown by the then-Ministry of Aeronautics in developing a strategic project for creating an aeronautics industry in Brazil.

TOPLEVEL SCHOOL AND INDUSTRYThe early days go back to the 1940s. At that time, the Aeronautics Techni-

cal Center, which is now called the Aerospace Technology General Command (CTA), with the approval of the “CTA Creation Plan”, on November 16, 1945, also known as the “Smith-Montenegro Plan”, because it arose from the ideas and proposals of professor Richard H. Smith, head of the United States’ Mas-sachusetts Institute of Technology’s (MIT) Aeronautical Engineering Depart-ment, and Brigadier Casimiro Montenegro Filho, then head of the Technical Subdirectorship of Aeronautics of the Ministry of Aeronautics. Both men pro-posed the creation of a high-level engineering school, that became Aeronau-tics Technological Institute (ITA – Instituto Tecnológico de Aeronáutica), and of an aeronautics industry to develop airplanes.

The idea behind all this was that ITA would supply the intellectual critical mass, by which the CTA would be supported, and that fi nally occurred. A crucial historical mo-ment was the creation, in 1953, of CTA’s Research and Development Institute (IPD), for the purpose of developing projects and experiments in the aeronautics fi eld.

engenheiros de alto nível, que seria o Instituto Tecnológico de

Aeronáutica (ITA), e de uma indústria aeronáutica para de-

senvolver aviões.

A idéia era que o ITA forneceria a massa crítica intelectual,

sobre a qual se apoiaria o CTA, o que efetivamente acabou ocor-

rendo. Um momento crucial na história foi a criação, em 1953,

do Instituto de Pesquisa e Desenvolvimento (IPD) do CTA, para

desenvolver projetos e experimentos no campo aeronáutico.

BANDEIRANTE, O PRIMEIRO PROTÓTIPO

Em 1964, o Ministério da Aeronáutica pediu ao CTA o estu-

do de viabilidade para a criação de uma linha de produção de

aviões para o transporte de passageiros. Era importante que o

novo produto incorporasse os mais modernos conceitos de qua-

lidade, desempenho e economia condizentes com o mercado

da aviação regional da época. A prioridade era o transporte de

pessoal e cargas da FAB.

O programa, denominado IPD-6504, foi aprovado pelo Mi-

nistro da Aeronáutica em junho de 1965, e o primeiro protóti-

po do Bandeirante voou em 22 de outubro de 1968.

Dois contratos com o Ministério da Aeronáutica deram vida e

trabalho à Empresa. O primeiro previa a compra de 80 aviões Ban-

deirante, e o segundo cobria a fabricação de 112 unidades do Xa-

vante. Outros desenvolvimentos que marcaram o início das ativi-

dades foram o planador de alto desempenho EMB 400 Urupema e

a aeronave agrícola EMB 200 Ipanema, estes dois últimos também

projetos iniciados no CTA.

DECOLAGEM A PARTIR DA PRIVATIZAÇÃO

Depois de tanto sucesso, a Empresa enfrentou uma prolongada

crise financeira no início da década de 1990, retardando o desen-

volvimento do EMB 145 e cancelando o projeto do CBA 123 Vector.

Finalmente, após longo processo, a Embraer foi privatizada em 7 de

dezembro de 1994.

A partir daquele momento, sob o comando de Maurício Bote-

lho, a Companhia embarcou em profunda transformação cultural

e empresarial, impulsionada pelo jato regional ERJ 145. Nos anos

seguintes, com a entrada no mercado de aviação executiva e o iní-

BANDEIRANTE, THE FIRST PROTOTYPEIn 1964, the Ministry of Aeronautics asked CTA to study the feasibility of cre-

ating a production line for passenger airplanes. It was important that the new product incorporate the most modern concepts of quality, performance, and economy in line with the regional aviation market at that time. The priority was transporting personnel and cargo of the Brazilian Air Force (FAB).

The program, called IPD-6504, was approved by the Ministry of Aeronautics in June 1965, and the first prototype of the Bandeirante flew on October 22, 1968.

EMBRAER IS BORNEmbraer, which was created as a mixed capital company, controlled by

the Federal government for the purpose of manufacturing the new twin-turboprop EMB 110 Bandeirante, was founded on August 19, 1969, and be-gan operations on January 2, 1970. The first President of the Company was Lieutenant Colonel and Engineer Ozires Silva, who was one of the creators of the IPD-6504.

Two contracts with the Ministry of Aeronautics gave life to the Company. The first provided for the purchase of 80 Bandeirante airplanes, and the second contract was for manufacturing 112 units of the Xavante. Other developments that marked the beginning of Embraer’s activities were the high-performance

TAKING OFF, AFTER PRIVATIZATIONAfter so much success, the Company faced a prolonged financial crisis at

the beginning of the ’90s, slowing the development of the EMB 145 and can-celing the project of the CBA 123 Vector. Finally, after a long process, Embraer was privatized, on December 7, 1994.

From that moment on, under the command of Maurício Botelho, the Company began a wide-ranging cultural and corporate transformation, boosted by the 50-seat ERJ 145 regional jet. Over the following years, with the entrance to the busi-ness aviation market, and the beginning of the EMBRAER 170/190 family of com-mercial jets, Embraer expanded even more its involvement in the aviation market.

But it was the solid base created by CTA and ITA that provided conditions for the engineering area to be the Company´s distinctive difference, giving the air-planes a “heritage” of quality, robustness, performance and economy, a special and recurrent calling shown with each new model. This is because the systems components, such as engines, avionics, and electroelectronics, are repeated by brand and origin. Forming them into intelligent cells, to grace the skies of the world, is another story, the story of Embraer, itself.

From the very beginning, Embraer has main-tained unaltered its original commitment to Brazilian air power, as well as the alliance

with its main partner, the Brazilian Air Force (FAB). Now, at 40 years of age, the Company, which has also become known for creating defense systems and solutions, is called upon to handle a new task: develop and manufacture the KC-390 cargo plane, that is coming into being with good commercial perspectives, and will also perform mid-air and ground-based refueling.

“The Defense sector develops products with high added value. The companies in this field of activity generate cutting-edge technologies that meet the sector’s needs, as well as give incentive to new and revolutionary knowledge for civilian products – the so-called spin-off effect,” explains Orlando Ferreira Neto, Embraer Executive Vice President, Defense Market.

TAILORMADE AIRCRAFTOne of the main objectives of the strategic part-

nership with the FAB was to acquire the technolo-gical maturity that allowed the Company to take on a broad range of military aviation sectors.

In May 1970, the Company signed two con-tracts with the Ministry of Aeronautics: one for producing the Bandeirante and another for manu-facturing the MB-326G, under license from Italy’s Aeronautica Macchi, and the aircraft was called the EMB 326GB Xavante.

In 1977, Embraer presented the EMB 111, known in Brazil as the “Bandeirulha”, which was an adaptation of the Bandeirante for coastal sur-veillance, search, rescue, and navigation missions, as well as for preparing FAB weather charts.

FROM THE FAB TO THE WORLDAt the end of the 1970s, Embraer signed a con-

tract with the Ministry of Aeronautics to produce the EMB 312, under its military designation as the

T-27, which was later named the “Tucano”. Pro-duction in series began in 1982, and deliveries began the following year, to the country’s fa-mous Smoke Squadron (Esquadrão de Demons-tração Aérea – EDA).

The Tucano was well received internationally, and was used by 14 air forces, in such countries as the United Kingdom, France, Egypt, and several others in Latin America and Africa.

At the beginning of the 1980s, Embraer re-ceived incentive from the government to par-ticipate in developing and manufacturing the subsonic AMX jet, in a partnership with Aeritalia (now called Alenia) and Aermacchi, of Italy.

“The knowledge acquired with the AMX pro-gram allowed Embraer to take a significant tech-nological leap, serving as the launching pad for developing a whole series of regional and execu-tive jets that have been successful on the interna-tional market,” stated Aeronautics Commander, Air Force General Juniti Saito, who joined the FAB

craft for the Amazon Surveillance System (SIVAM -Sistema de Vigilância da Amazônia), using the platform of the regional ERJ 145 jet, and it devel-oped the Super Tucano training and light attack turboprop.

SYSTEMS AND SOLUTIONSCurrently, the Company is modernizing the

FAB (F-5 and AMX) and Navy (AF-1) aircraft, as well as producing jets for carrying public and mili-tary officials, and with configurations for special missions (MEDEVAC); Intelligence, Surveillance and Reconnaissance (ISR); training and light at-tack (Super Tucano); and, now, tactical transpor-tation (KC-390).

Notable highlights from defense solutions in-clude C4ISR and Link BR2 data link systems, as well as advanced support for training and operations (simulators and mission debriefing stations).

DA FAB PARA O MUNDO

Ainda no fi nal da década de 1970, a Embraer fechou contra-

“Os conhecimentos adquiridos no programa AMX permiti-

ram à Embraer experimentar um notável salto tecnológico, e

serviram de rampa de decolagem para o desenvolvimento de

toda a série de jatos regionais e executivos que têm sido suces-

so no mercado internacional”, declarou o Comandante da Ae-

ronáutica, Tenente Brigadeiro-do-Ar Juniti Saito, que ingressou

na FAB há quase 50 anos.

Na década de 1990, a Embraer criou os aviões inteligentes do

SIVAM (Sistema de Vigilância da Amazônia), usando a plataforma

do jato regional ERJ 145, além de desenvolver o turboélice de

treinamento e ataque leve Super Tucano.

SISTEMAS E SOLUÇÕES

Atualmente, a Empresa ainda trabalha na modernização de ae-

ronaves da FAB (F-5 e AMX) e da Marinha (AF-1), além da produ-

ção de jatos para transporte de autoridades e com confi gurações

para missões especiais (MEDEVAC); aeronaves de Inteligência,

Vigilância e Reconhecimento (ISR); ataque leve e treinamento

(Super Tucano); e, agora, na aviação de transporte tático (KC-390).

Como pontos notáveis, entre as soluções de defesa, desta-

cam-se os sistemas C4ISR, enlace de dados digitais como Link

BR2 e sistemas avançados de suporte ao treinamento e opera-

A presença crescente dos jatos da Embraer em aeropor-

tos de países como os Estados Unidos, a Austrália ou a

China, passando pela Ucrânia e a Arábia Saudita, muitas

vezes nas cores de algumas das mais importantes companhias

aéreas do mundo, se tornou algo rotineiro. Presença que deve au-

mentar ainda mais quando a família de jatos EMBRAER 170/190,

os chamados E-Jets, se aproxima da entrega da aeronave de nú-

mero 600 em apenas cinco anos de operação.

A grande aceitação da mais recente linha de jatos comerciais da

Embraer representa a continuidade natural do que ocorreu com os

turboélices Bandeirante na década de 70; Brasilia, na década se-

guinte; e com o jato ERJ 145, nos anos 90. Este consolidou, defi niti-

vamente, o conceito de aviação regional no mundo, complementan-

ESTRÉIA DO BANDEIRANTE

A história de sucesso internacional começou, de certa forma,

em 1977, quando a Embraer apresentou seu bimotor turboéli-

ce Bandeirante, com capacidade para 19 passageiros, no Salão

Aeronáutico de Paris, em Le Bourget. A aeronave foi objeto das

mais severas análises e agitou operadores em vias de embarcar,

ou já ativos, na aviação regional – aliás um termo que ainda não

se havia consolidado.

A pequena e fechada confraria de fabricantes de aeronaves co-

merciais já conhecia a importância e o desempenho do Bandeirante,

sendo em missões da FAB ou como a aeronave a unir cidades brasi-

leiras, operadas então pela VASP, Transbrasil, Votec e outras.

O moderno avião brasileiro tornou-se uma das estrelas de edi-

ção de 1977 em Le Bourget. Foi a empresa Air Littoral, da França, o

All of the models, each in their own decade, became bestsellers, and led Embraer to its position as the world’s primary manufacturer of passenger airplanes with 30 to 120 seats.

DEBUT OF THE BANDEIRANTEThis international success story began, so to

speak, in 1977, when Embraer presented its twin turboprop Bandeirante, with a capacity for 19 pas-sengers, at the Paris Air Show, in Le Bourget. The aircraft was the focus of very rigorous analyses and inspired operators who were about to begin, or were already active in, regional aviation – a term that, in fact, had not yet been established.

The small and closed brotherhood of com-mercial aircraft manufacturers already knew the importance and performance of the Bandeirante, whether on missions with the Brazilian Air Force (FAB) or uniting Brazilian cities, then operated by VASP, Transbrasil, Votec, and others.

The modern Brazilian airplane was one of the stars of the 1977 edition of Le Bourget. France’s

Air Littoral was the fi rst European customer of the airplane. In all, 498 of this model were sold and 300 are still fl ying.

FROM THE BRASILIA TO THE EMBRAER 170/190 FAMILY

The trail blazed by the Bandeirante was fol-lowed by the EMB 120 Brasilia that enjoyed similar success around the world. Initially called Araguaia, the name of the aircraft was changed in 1979. While the Bandeirante began its career in Brazil, and was later exported, the Brasilia went directly into operation abroad. Even before the fi rst delivery, the airplane was already selling very well, with over 350 produced.

After the Brasilia, Embraer, in a partnership with the Fábrica Militar de Aviones (FAMA), from Argentina, developed the CBA 123, a turboprop for 19 passengers. The aircraft took its fi rst fl ight in July 1990, but sales were not confi rmed, and the program was deactivated in 1992.

DO BRASILIA À FAMÍLIA EMBRAER 170/190

A trilha aberta pelo Bandeirante foi seguida pelo EMB 120 Brasilia,

que desfrutou um sucesso similar em todo o mundo. Inicial-

mente chamado de Araguaia, o nome da aeronave foi alterado

em 1979. No entanto, enquanto o Bandeirante iniciou a carreira

no Brasil para depois ser exportado, o Brasilia entrou direta-

mente em operação no exterior. Antes mesmo da primeira en-

trega, o avião já era um grande sucesso de vendas, chegando a

mais de 350 exemplares produzidos.

Após o Brasilia, a Embraer desenvolveu, em parceria com a

Fábrica Militar de Aviones (FAMA), da Argentina, o CBA 123,

passengers. When the Company was privatized, in 1994, the project, which was its first commercial aviation jet, moved forward with new investors, and the airplane became the Company’s biggest commercial success, so far, with nearly 900 aircraft operating throughout the world.

At the end of the ‘90s, Embraer caught a vision of a new commercial aviation market niche, and launched the EMBRAER 170/190 family of E-Jets, which is a new generation of jets for 70 to 122 passengers.

“In my opinion, the birth of the EMBRAER 190 is the biggest success story in commercial aviation. Azul and Embraer is a marriage made in Heaven” said David Neeleman, Chairman of the Board of Azul Linhas Aéreas Brasileiras, which began operations at the end of 2008.

The E-Jets have won the world, and have reached many regions where not even the ERJ 145 family had enjoyed so much success, such as Asia, Africa, Latin America, and Oceania, with customers in 53 airlines and 35 countries on five continents.

rida em 1994, o projeto – primeiro da Empresa na aviação a jato

na área comercial – seguiu adiante com os novos investidores e

o avião tornou-se o maior sucesso comercial da Companhia até

hoje, com quase 900 aeronaves operando em todo o mundo.

No final da década de 1990, a Embraer vislumbrou um novo

nicho de mercado na aviação comercial, lançando a família EM-

BRAER 170/190, uma nova geração de jatos com capacidade de

70 a 122 passageiros.

“Em minha opinião, o nascimento do EMBRAER 190 é o

maior sucesso da história da aviação comercial. É um casamen-

to feito no céu, o da Azul com a Embraer”, disse David Neeleman,

Presidente do Conselho de Administração da Azul Linhas Aére-

No fi nal de 2008, a Embraer certifi cou o jato executi-

vo Phenom 100 e entregou as primeiras unidades do

modelo. Entregar aviões é uma tarefa corriqueira para

a quarta maior indústria aeronáutica do mundo, mas o desen-

volvimento do Phenom 100 tem um signifi cado especial. Afi nal,

trata-se do primeiro jato da Empresa projetado exclusivamente

para uso executivo, já que o Legacy 600 e o Lineage 1000 utilizam

plataformas de jatos comerciais.

Mesmo com a crise enfrentada pelo segmento de aviação exe-

cutiva em todo o mundo neste ano de 2009, o desenvolvimento

dos modelos Phenom 100 e Phenom 300 representam, também,

o compromisso da Embraer com o mercado executivo, estabele-

cido em 2000, quando a Empresa lançou o projeto do Legacy 600,

disposta a se tornar uma das maiores nesse segmento. Hoje, me-

nos de uma década depois, a Embraer possui aviões em operação

em todos os continentes do planeta, e a linha executiva é uma das

mais modernas e efi cientes da indústria.

“Atualmente, temos três modelos em produção e entrega, o

que deve aumentar para quatro até o fi nal de 2009, com a certi-

fi cação do Phenom 300”, diz Luís Carlos Aff onso, Vice-Presiden-

te Executivo da Embraer para o Mercado de Aviação Executiva.

“Desde 2005, quando lançamos a família Phenom, trabalhamos

para mostrar ao mercado o nosso compromisso de ser um gran-

rante executivo recebeu a

matrícula PT-GJA. Era, basicamen-

te, um EMB 110C com a cabine remodela-

da para seis a oito passageiros, melhor isolamento

acústico e aviônicos modifi cados. Pouco tempo depois

surgiu a versão EMB 110J, que incorporava modifi cações e me-

lhorias, mas com motorização e desempenho similares.

Porém, foi o turboélice EMB 121 Xingu o primeiro avião da

Embraer destinado ao mercado de transporte executivo, a pri-

meira aeronave pressurizada construída e projetada no Brasil.

Na França, por exemplo, o Xingu é usado desde 1983 para trei-

namento de pilotos, e a Força Aérea Francesa prolongará a vida

operacional até 2025, com a modernização de sistemas eletrôni-

cos. Isso manterá o avião em operação por 42 anos consecutivos,

demonstrando a qualidade dos produtos da Embraer.

“Herança” de robustez e confi abilidade passada aos produtos

da nova geração de aviões e que é uma das chaves do sucesso dos

jatos executivos da Embraer em todo o mundo.

EXPERIÊNCIA ANTERIOR

Mas é preciso lembrar que a

At the end of 2008, Embraer certifi ed the Phenom 100 executive jet and delivered the fi rst units of the model. Delivering airplanes is an every-day aff air for the world’s fourth largest aircraft manufacturer, but the

development of the Phenom 100 has special meaning. After all, it is the Com-pany’s fi rst jet to be designed exclusively for executive use, since the Legacy 600 and the Lineage 1000 are based on commercial jet platforms.

Even with the crisis faced by the business aviation segment, worldwide, in 2009, the development of the Phenom 100 and Phenom 300 models also represent Embraer’s com-mitment to the executive market, which was estab-lished in 2000, when the Company launched the Legacy 600 project, with the aim of becoming one of the biggest manufac-turers in this segment. Today, less than a decade later, Embraer airplanes are operating throughout the world, and the execu-

tive line is one of the most modern and effi cient in the industry.“At the present time, we have three models in production and being deliv-

ered, which should increase to four, by the end of 2009, with the certifi cation of the Phenom 300,” says Luís Carlos Aff onso, Embraer Executive Vice President, Ex-ecutive Jets. “Since 2005, when we launched the Phenom family, we have worked to show the market that we are committed to being a major player by 2015, when we will have six products being manufactured, covering practically all of the seg-ments of executive aviation.”

The portfolio of executive jets includes small aircraft for short fl ights, up to airplanes that have a range of over 7,700 km, like the Lineage 1000. The big diff erential of these jets is that they off er maximum comfort, performance, and effi ciency in each category. Proof of Embraer’s success is refl ected in its order book, which has accumulated hundreds of orders for the Phenom 100 and Phenom 300 jets.

“The economy of using a corporate airplane has been of essential impor-tance. Embraer’s family of Phenom jets off ers low operating cost and excellent comfort characteristics and features,” says Keith Plumb, President and COO of Executive AirShare, a fractional aircraft ownership company in the United States that has fi rm orders for the Phenom 100 and the Phenom 300.

The new Legacy 500 and Legacy 450 models, both in the midsize category,

will carry from eight to 12 passengers and should enter service in 2012 and 2013, respectively.

Always focused on customer satisfaction and on supporting the growing fl eet, Embraer invested US$ 100 million in building an extensive network of Company-owned and authorized service and training centers around the world, as well as in creating support programs for operators.

PREVIOUS EXPERIENCEBut it must be remembered that this involvement with executive avia-

tion is nothing new. Actually, it goes back to Embraer’s fi rst commercial success: the EMB 110 Bandeirante. In the mid-1970s, when it began to off er a civilian version of the airplane, Embraer began studies of new versions of the twin-engine aircraft, which included an executive transportation model, called the EMB 110E. The fi rst executive Bandeirante was registered as PT-GJA. It was, basically, an EMB 110C with a cabin remodeled for six to eight passengers, better soundproofi ng and modifi ed avionics. Shortly after, the EMB 110J version incorporated modifi cations and improvements, but with similar engines and performance.

However, the EMB 121 Xingu turboprop was the fi rst Embraer airplane for the executive transportation market, the fi rst pressurized aircraft de-signed and built in Brazil. In France, for example, the Xingu has been used since 1983 to train pilots and the French Air Force will extend their opera-tional life until 2025, by modernizing the electronic systems. This will keep the airplane in operation for 42 consecutive years, in demonstration of the quality of Embraer products.

A “heritage” of robustness and reliability is passed on to products of the new generation of airplanes, and it is one of the keys to success of Embraer’s executive jets around the world.

Its contingent of highly qualified personnel is one of the main reasons for Embraer’s success story. Throughout these 40 years, the Company has been recognized for both its aggregate high-technology products

and its professionals, who are considered to be its differential. Hiring talent and investing in qualifying people and in career development are a means of ensuring the perpetuity of the business in the competitive world market.

One of Embraer’s practices is to form its staff by people who feel attract-ed to the world of aviation and identify with the values and career develop-ment policies of the Company. The work atmosphere is one of the focuses of the actions for building the future of Embraer. “Our strategic objective is to be one of the best companies to work for, attracting and retaining talent, in order to guarantee that we will be competitive,” points out Eunice Rios, Embraer Vice President, Human Resources.

That is the case of future engineer Felipe Henrique Gouvêa, 23, structural assembly mechanic: “My project is to grow with the Company.” In four years at Embraer, he has worked on the central II fuselage assembly of the EM-BRAER 170/190 family of E-Jets. “When I was at SENAI (Serviço Nacional de Aprendizagem Industrial), I became interested in the structural area and, at Embraer, I have had the opportunity to gain hands-on knowledge regarding airplanes, procedures, and standards. Then I wanted to study engineering,” says the mechanic who is in the third year of Materials Engineering.

Before he was hired, Gouvêa had worked for two years on the produc-tion line, as a SENAI apprentice. Six months after his contract ran out, he was called back, and is the youngest of three siblings who have joined the Embraer family. Gouvêa was hired at the same time as his brother, Luciano Thiago Gouvêa, 27, who graduates this year in Engineering and works in the Cell Assembly management area of the EMBRAER 170/190 family of jets. His sister, Roselaine Aparecida Gouvêa, 31, also works at Embraer. Their father retired from Company, in 1997.

dois anos na linha de produção como aprendiz do SENAI. Seis

meses depois do término do contrato, foi chamado de volta.

Ele é o mais novo de três irmãos e se tornou mais um inte-

grante da família a trabalhar na Embraer. Gouvêa conta que

foi contratado na mesma época que o irmão, Luciano Thiago

Gouvêa, 27 anos, que se forma este ano em engenharia e tra-

balha na Gerência de Montagem da Célula dos jatos da famí-

lia EMBRAER 170/190. A irmã, Roselaine Aparecida Gouvêa,

31 anos, também trabalha na Embraer. O pai deles se aposen-

tou pela Companhia, em 1997.

GESTÃO OU “CARREIRA Y”

Na Embraer, as carreiras também podem evoluir na área

técnica, além da evolução tradicional, por meio da ascensão

do profissional aos cargos de gestão. “Alguns profissionais se

identificam mais com gestão e outros com a área técnica, na

qual temos os nossos grandes especialistas nas tecnologias da

Empresa”, comenta Eunice. A evolução das carreiras dos en-

genheiros é básica até o módulo quatro. A partir do módulo

cinco, elas se dividem em gestão ou “carreira Y”.

“A Empresa investe na educação e no desenvolvimento de

suas pessoas e isso faz parte do seu DNA”, explica a executiva.

Formado em Engenharia Elétrica pela

Universidade Estadual de Campinas

(Unicamp), ele foi aluno do Programa

de Especialização em Engenharia (PEE),

outra iniciativa da Embraer, em parce-

ria com o Instituto Tecnológico de Ae-

ronáutica (ITA), na busca da excelência

profissional, e optou pela especialização

na área eletroeletrônica. “Os alunos pas-

sam a ter uma visão ampla do produto,

das tecnologias envolvidas e do negócio,

além da cultura aeronáutica”, diz o enge-

nheiro, que está há pouco mais de sete

anos na Empresa.

Desde 2004, Ferreira trabalha na Di-

retoria de Projetos Avançados, na qual

realiza pesquisas sobre a viabilidade téc-

nica de novos produtos. Ele atuou nos

estudos dos jatos Phenom 100, Phenom

300, Lineage 1000, Legacy 450 e Legacy

500. Hoje, faz parte da equipe que desen-

volve os estudos preliminares do avião

de transporte KC-390, como responsável

pelo sistema aviônico do novo avião. O

KC-390 pode vir a incorporar uma série

de novas tecnologias e representar mais

um grande avanço tecnológico para a

Embraer, segundo o engenheiro.

The preparation process begins with the identification of employees with a potential for a manage-ment career, who go through the program for Preparing New and Future Leaders. EXEMPLO E INSPIRAÇÃO

Para ambos, a carreira do engenheiro Acir Luiz de Almeida

Padilha Júnior, Diretor de Marketing e Vendas para o Merca-

do de Defesa, pode servir de exemplo e inspiração. A trajetória

dele tem em comum com a da Embraer o histórico de cresci-

mento, busca constante de novos desafios e a capacidade de

adaptação às novas necessidades e cenários.

Padilha, que está há 20 anos na Empresa, foi contratado

quando concluía o mestrado em engenharia mecânica-aero-

náutica, para trabalhar na área de Engenharia de Sistemas. “Me

senti atraído pela possibilidade de criar e desenvolver novos

projetos”, conta o profissional. Em 1989, a Embraer estava de-

senvolvendo o turboélice CBA 123, um projeto de avião revolu-

cionário, ousado e inovador, mas que comercialmente não foi

bem-sucedido. Depois do CBA 123, ele participou do projeto do

ERJ 145 e de todos os que se seguiram.

Em 1996, a Embraer formou uma equipe, liderada por Padi-

lha, para desenvolver a complexa tecnologia de proteção contra

a formação de gelo em aeronaves. “As asas têm perfil aerodinâ-

mico, o gelo altera esse perfil e pode causar acidentes”, explica

o engenheiro.

Na fase de desenvolvimento do Legacy, Padilha foi para a

Gerência de Engenharia de Sistemas Ambientais Interiores,

além de atuar no programa de melhorias do avião. Quando o

jato EMBRAER 170 estava na fase de testes e certificação, foi no-

meado para a Gerência de Desenvolvimento do Produto, atuan-

do até a certificação do avião e entrada em serviço, o primeiro da

nova família, que exigiu extrema dedicação das equipes.

Em 2004, assumiu como responsável geral da então Neiva,

em Botucatu, no interior do Estado de São Paulo. Lá, liderou o

final da certificação do Ipanema a álcool, primeira aeronave no

mundo certificada para voar com o combustível. Liderou tam-

bém a reestruturação que transformou a antiga Neiva na Uni-

dade Botucatu da Embraer.

A experiência acumulada levou Padilha de volta à sede da

Embraer, em São José dos Campos, como Diretor de Suporte ao

Cliente da Aviação Comercial, cargo que exerceu por dois anos

e três meses, e antecedeu o atual.

One of the students in the first group of the program for Preparing New and Fu-ture Leaders, begun in April 2006, Júlio César Bolzani de Campos Ferreira, 31, who is a product development engineer, highlights the strong points of the program as being the humanities content and business vision. “Such subjects as self-knowl-edge and interpersonal relationships are very important to leadership training, as well as a business and strategic vision and the decision-making process.”

With a degree in Electrical Engineering from the State University of Campinas (UNICAMP), he was a student in the Engineering Specialization Program (ESP), which is another initiative of Embraer, in a partnership with the Aeronautics Technological Institute (ITA – Instituto Tecnológico de Aeronáutica), in its pur-suit of professional excellence, and he chose a specialization in electro electron-ics. “The students gain a broad view of the product, the technologies involved and the business, as well as the aeronautics culture,” said the engineer, who has been with the Company for a little over seven years.

Since 2004, Ferreira has worked in the area of Advanced Projects, where he researches the technical feasibility of new products. He was involved in the studies for the Phenom 100, Phenom 300, Lineage 1000, Legacy 450 and Legacy 500 jets. Today, he is on the team that performs the preliminary stud-ies of the KC-390 military transport plane, and is responsible for the avionics of the new airplane. The KC-390 could incorporate a whole series of new tech-nologies and represent a big technological advance for Embraer, according to the engineer.

EXAMPLE AND INSPIRATIONThe career of engineer Acir Luiz de Almeida Padilha Júnior, Embraer Vice

President, Marketing and Sales, Defense Market, can be an example and inspi-ration for both of them. His career path has a history of growth, the pursuit of new challenges, and the capacity of adapting to new needs and scenarios, in common with that of Embraer.

Padilha, who has been with the Company for 20 years, was hired when he concluded a Masters in Aeronautical-mechanical Engineering to work in the area of Engineering Systems. “I was attracted by the possibility of creating and developing new projects,” he says. In 1989, Embraer was developing the CBA 123 turboprop, which was a revolutionary, bold and innovative airplane design, but that was not commercially successful. After the CBA 123, he par-ticipated in the ERJ 145 project and in all of those that came afterwards.

In 1996, Embraer formed a team led by Padilha, to develop the complex technology to protect against ice formation on aircraft. “The wings have an aero-

SONHO DE VOAR

Trabalhar com aviação é muitas vezes

a realização de um sonho de criança, pelo

sentimento lúdico que o avião desperta em

quase todos nessa idade: a vontade de voar.

Para Gouvêa, esse elo com a indústria

aeronáutica também remonta à infância.

Ele conta que fazia parte de um time de

futebol formado por filhos de empregados

e disputava um campeonato na Embraer.

“Nessa época, eu ouvia muitas histórias

que os colegas do meu pai contavam. O

símbolo do time na camisa do uniforme

era um aviãozinho. Tudo isso criou em

mim uma vontade muito grande de traba-

lhar aqui”, relembra Gouvêa.

“Quando criança, sempre me interessei

por aeronáutica e espaço, e cheguei a mon-

tar alguns planadores; no PEE esse senti-

mento voltou”, conta Ferreira, e acrescenta:

“o orgulho de trabalhar na Embraer existe, é

muito forte e representa uma parcela muito

grande na satisfação de todos.”

During the development stage of the Legacy, Padilha went to the Interior Environ-ment Engineering Systems management area, besides working on improvement programs for the airplane. When the EMBRAER 170 jet was in the test and certification phase, he was named to the Product Development manage-ment area, and worked up to when the air-plane was certified and entered service, as the first of the new family that required extreme dedication from the teams.

In 2004, he took overall responsibility for what was then Neiva, in Botucatu, in outstate São Paulo. There, he led the final phase of the certification of the ethanol-powered Ipanema, which was the first aircraft in the world to be certified to fly with this fuel. He also led the restructuring that transformed the former Neiva into Embraer’s Botucatu Plant.

His accumulated experience brought Padilha back to Embraer’s headquarters, in São José dos Campos, as Director of Customer Support, Airline Market, a position he held for two years and three months, before taking his current position.

“I have always believed that by doing our best we will be recognized for our results, and opportunities will automatically arise. I left

one technical area and went through the other value chains of our customers. This path gave me greater understanding of the Company and our customers, thus helping in the decision-making process. Now, this new area presents an immense personal and professional challenge, because each sale means the development of new business,” Padilha summarizes.

THE DREAM OF FLYINGWorking in aviation is often the realization

of a child’s dream, the playful feeling that the airplane awakens in nearly everyone at that age: the desire to fly.

To Gouvêa, the connection with the aeronau-tics industry goes back to his childhood. He says that he was on a soccer team formed by the sons of employees and played in an Embraer league. “At that time, I heard many stories told by my father’s colleagues. The symbol printed on the team’s jersey was an airplane. All of this gave me a strong desire to work here,” he remembers.

“When a child, I was always interested in aero-nautics and outer space, and I even built a few model gliders; with the ESP all of these feelings came back,” Ferreira relates, and he adds: “pride of working at Embraer is there, it is very strong, and is a large part of the satisfaction of everyone.”

The privatization of Embraer opened the way for prosperity and for winningthe world with innovative products

Em 14 de janeiro de 1992, a Embraer entrava para o Pro-

grama Nacional de Desestatização (PND) do Governo

do Presidente Fernando Collor de Mello. Com a presen-

ça de autoridades e ministros, além do Presidente da Embraer à

época, Ozires Silva, o anúncio foi feito em rede nacional de tele-

visão. A Companhia foi privatizada em 7 de dezembro de 1994,

sendo arrematada por um consórcio liderado pela Cia. Bozano.

Para contar um pouco mais dessa história, a Bandeirante

esteve no Rio de Janeiro e em Brasília, onde conversou, respec-

tivamente, com o Tenente-Brigadeiro-do-Ar Sócrates da Costa

Monteiro e com o Tenente-Brigadeiro-do-Ar Lélio Viana Lôbo,

ambos ex-Ministros da Aeronáutica, que tiveram papel crucial

em levar adiante a privatização da Empresa.

Sócrates, que deu início ao processo, esteve à frente do

Ministério de março de 1990 a outubro de 1992, deixando o

cargo logo após o impeachment do Presidente Collor, sendo

substituído por Lôbo, que concluiu a tarefa. “Nunca tive dú-

vida de que Lôbo levaria a privatização adiante, porque nós

compartilhávamos as mesmas idéias sobre a Empresa”, conta

o ex-Ministro Sócrates.

“Tenho, hoje, muita satisfação e muito orgulho de ter par-

ticipado, na hora certa, daquilo que a Empresa é hoje”, diz o

Tenente-Brigadeiro-do-Ar Lélio Viana Lôbo, que assumiu o Mi-

nistério ainda em 1992 e nele permaneceu até o fi nal de 1994.

Nestes depoimentos, os dois destacam passagens interes-

Lôbo, who finished the task. “I never doubted that Lôbo would carry the privatization forward, because we shared the same ideas regarding the Company,” says former Minister Sócrates.

“Today, I am very happy and proud to have participated, at the right time, in that which the Company has become,” says Air Force General Lé-lio Viana Lôbo, who took over the Ministry in 1992 and remained there until the end of 1994.

In their personal experiences, both men tell interesting, and even curious, stories regarding the process. They shared a common satisfaction at seeing what the Company became, as well as words of appreciation, admiration and respect for Ozires Silva, the first President of Embraer – who had been their colleague at the Aeronautics School, in the Class of 1951.

AIR FORCE GENERAL SÓCRATES DA COSTA MONTEIRO:

“When I took over the Ministry of Aeronautics, the President of Embraer was Ozílio Carlos da Silva, who stayed until he resigned, at the end of 1990. At that time, the Company was going through a serious financial crisis. When Ozílio left, the then-Minister of the Treasury, Zélia Cardoso de Melo, named João Rodrigues da Cunha Neto to take over at Embraer. However, he was with the Company a very short time. It just didn’t work out.

“One day I was visited in my home by Ozires Silva, who had been my friend since our years at the Aeronautics School. He was concerned about the future of the Company, and said to me: ‘We must arrange a president for Embraer.’ I replied, ‘I already have a president.’ ‘Who?’ he asked. ‘You,’ I said! ‘Not me,’ he insisted. And I persisted, saying that if Embraer were to die, it would be his fault. After much persuasion, he said that he would only accept of the President of the Republic agreed with the nomination! Ozires didn’t know that the

COM A PALAVRA, O TENENTEBRIGADEIRODOAR

SÓCRATES DA COSTA MONTEIRO:

“Quando assumi o Ministério da Aeronáutica, o Presiden-

te da Embraer era Ozílio Carlos da Silva, que ficou até o final

de 1990 e pediu demissão. Como é sabido, naquele período a

Empresa passava por uma grave crise financeira. Com a saída

de Ozílio, a então Ministra da Fazenda, Zélia Cardoso de Melo,

indicou João Rodrigues da Cunha Neto para assumir o cargo na

Embraer. No entanto, ele ficou pouco tempo na Empresa. Sim-

plesmente não deu certo.

Um dia recebi em minha casa Ozires Silva, meu amigo de lon-

go data, desde os tempos da Escola de Aeronáutica. Ele estava

preocupado com o futuro da Empresa e me disse: ‘Temos de ar-

ranjar um presidente para a Embraer’. Eu rebati: ‘Eu já tenho o

presidente’. ‘Quem é?’, perguntou ele. ‘É você!’, respondi! ‘Eu não’,

me devolveu ele. Eu insisti, argumentando que se a Embraer

morresse era culpa dele. Ele, a muito custo, disse que só aceitava

se o Presidente da República concordasse com a nomeação. Mal

sabia o Ozires que o Presidente já havia concordado, porque ele

queria um homem de prestígio internacional, e esse homem era

o Ozires. Ainda relutante, ele disse que precisava consultar a sua

esposa, Teresinha. Assim que Ozires saiu de casa, liguei para

On January 14, 1992, Embraer entered the National Privatization Program (Programa Nacional de Desestatização – PND) of the

Administration of Brazilian President Fernando Col-lor de Mello. In the presence of public officials and Ministers, as well as Embraer’s then-President Ozires Silva, the announcement was made on national television. The Company was privatized on Decem-ber 7, 1994, by a consortium led by Cia. Bozano.

In order to fill out this story a little more, Bandeirante magazine went to Rio de Janeiro and Brasília, interviewing, respectively, Air Force Generals Sócrates da Costa Monteiro and Lélio Viana Lôbo, both of whom are former Aeronautics Ministers who played key roles in the advance of the Company’s privatization.

Sócrates, who initiated the process, was at the head of the Ministry from March 1990 to October 1992, leaving the position soon after the impeach-ment of President Collor, and was substituted by

Assim que Ozires assumiu a Embraer, fui até o Presidente

Collor e disse que agora que tínhamos colocado o homem, tí-

nhamos de mostrar ao mundo que ele tinha respaldo político e

cobertura do Governo, e por isso Collor tinha de ir a São José dos

Campos. O Collor na hora disse que iria. Mas eu o alertei: ‘Presi-

dente, tem mais! A Empresa precisa de US$ 407 milhões ou mor-

re. O senhor tem que levar um cheque nesse valor’. E ele levou.

Esse dinheiro era para pagar credores e mostrar credibilidade.

O Ozires, por outro lado, quando aceitou a presidência da

Empresa, já havia me alertado que só assumiria o cargo se fos-

se discutida a privatização, no que eu imediatamente disse que

também queria, porque era a única saída. Foi aí que eu fiz uma

reunião do Alto Comando da Aeronáutica e convidei Ozires e

também Eduardo Modiano, então Presidente do BNDES (Banco

Nacional de Desenvolvimento Econômico e Social) e do Progra-

ma Nacional de Desestatização, para apresentar a situação da

Empresa, a qual Ozires descreveu como crítica. O Alto Comando

votou por unanimidade pela privatização. O curioso é que Eduar-

do Modiano me contou, ao sair dessa reunião, que havia estado

com o Presidente Collor algumas semanas antes para discutir a

privatização da Embraer. ‘Nem tente, a Força Aérea não entrega a

Embraer a ninguém’, teria dito Collor a Modiano.

No mesmo dia, fui convocado ao Palácio do Planalto para

uma coletiva, quando o Presidente Collor, eu, o Modiano e o

Ozires anunciamos ao Brasil que a Embraer seria privatizada.

No dia em que a Embraer foi privatizada, eu estava na Suíça,

abri uma garrafa de champagne e comemorei. Nós nunca pen-

The President immediately said he would go. But I warned him: ‘Mr. President, there’s more! The Company needs US$ 407 million, or it will die! You must take a check in this amount’. And he took it. The money was to pay creditors and dem-onstrate credibility.

“Ozires, on the other hand, when he accepted the Presidency of the Company, had already

samos em outra hipótese que não fosse salvar a nossa Embraer.”

COM A PALAVRA, O TENENTEBRIGADEIRODOAR LÉLIO

VIANA LÔBO:

“Quando assumi o Ministério da Aeronáutica, estava a par

de todos os desdobramentos do processo, mesmo porque ha-

via sido Chefe do Estado Maior na gestão do Ministro Sócrates;

então, não houve necessidade de reavaliação. O meu primeiro

grande trabalho, e felizmente fui bem-sucedido, foi procurar

mostrar ao novo Presidente da República, Itamar Franco, que

seria absolutamente essencial nós levarmos adiante o progra-

ma de privatização da Embraer. Isso porque havia muita gente

que, por não conhecer a realidade e não viver os problemas da

Empresa, discordava, era contra a privatização. O Presidente

queria ter a certeza, estar consciente, de que se estava fazendo

uma coisa séria e de real interesse para o País. Isso porque a

Empresa estava saindo do controle direto do Governo, e você

não parte para uma empreitada dessa sem ter certeza do suces-

so; isso nós, da Aeronáutica, sempre tivemos.

O processo de privatização é demorado, e precisa de uma

grande quantidade de trabalhos técnicos, de natureza política,

de muita conversa na área financeira, porque você não pode

pura e simplesmente dizer: ‘privatiza’! Além disso, eu defendia

que o Governo não podia abrir mão de influir na Empresa. Nós

tínhamos que dar uma ‘liberdade gerencial vigiada’, eu diria, e

foi assim que surgiu a ‘Ação de Classe Especial’, também cha-

mada de ‘Golden Share’*. Além disso, nós defendíamos que um

percentual razoavelmente grande do capital investido na Em-

braer fosse nacional, já que estávamos soltando as rédeas da

Empresa e queríamos fazer isso com cautela.

O curioso é que foi feito um primeiro edital sem esse ponto, e

voltei ao Presidente Itamar, que determinou que ele fosse refei-

That was when I had a meeting with the Aeronautics High Command, Ozires, and Eduardo Modiano, who was then the President of the National Economic and Social Development Bank (Banco Nacional de Desenvolvimento Econômico e Social – BNDES) and of the National Privatization Program (Programa Nacional de Deses-tatização), to present the Company’s situation, which Ozires described as being critical. The High Command unanimously voted for privatization. An interesting thing is that Eduardo Modiano told me, upon leaving the meeting, that he had been with President Collor a few weeks earlier, to discuss the privatization of Embraer. ‘Don’t even try it, the Air Force will not hand Embraer over to anyone’, Collor is said to have told Modiano.

“That same day, I was called to the Palácio do Planalto for a press brief-ing, when President Collor, myself, Modiano, and Ozires announced to Brazil that Embraer would be privatized. of the outworkings of the process, because I had been Military Chief of Staff while Minister Sócrates was still in office; so, there was no need for reevalu-ating. My first big job, in which I was fortunately successful, was to attempt to show the new President of Brazil, Itamar Franco, that it was absolutely essential that we move ahead with the privatization program of Embraer. Many people, since they did not know the reality of the situation or experi-ence the Company’s problems, disagreed and were against privatization. The President wanted to be certain, and conscious, that we were doing some-thing serious and of true interest to the Nation, because the Company was coming out from under the direct control of the Government, and you don’t take on a tough assignment like this one without being sure of success. preocupação era de que quem a comprasse fizesse a Empresa

sobreviver com crescimento para o futuro, evitando que vies-

sem a atuar para transformá-la em um “não competidor”, e isso

era algo impensável para nós. Como medida preventiva, foi ve-

dada a participação, no leilão, de concorrentes da Embraer que

atuassem nos campos de suas atividades principais.

Nesse período houve atrasos na privatização e isso gerou

atraso na entrada de recursos na Embraer, agravado pelas difi-

culdades orçamentárias que vivíamos para cumprir os compro-

missos do Programa AMX. Tivemos que fazer muita engenharia

financeira para encontrar maneiras de repassar dinheiro, por-

que o Ozires muitas vezes não sabia como fecharia a folha de

pagamento mensal. Tivemos muitas conversas penosas, Ozires

e eu. Nós fomos colegas de turma de 1948 a 1951, e o Ozires foi

“The privatization process is slow, and needs a great amount of tech-nical work, of a political nature, and a lot of discussion in the financial area, because you can’t simply say, ‘privatize!’ Furthermore, I insisted that the Government could not abdicate its influence on the Company. We had to allow a ‘watchful managerial freedom’, as I saw it, and that’s how the ‘Golden Share’* came into being. Also, we emphasized that a reasonably large part of the capital invested in Embraer should be Brazilian, since we were loosening the reins of the Company and wanted to do this carefully.

“The strange thing is that the first public notice was prepared with-out including this point, and I returned to President Itamar Franco, who decided that it be redone, highlighting this issue. Foreign capital is wel-come, but should be treated with appropriate caution. One big concern was that whoever bought the Company would make it survive, while growing into the future, avoiding that they would work in such a way as to make it a ‘noncompetitor’, and this was unthinkable to us. As a preven-tive measure, it was prohibited that participants in the auction be com-petitors of Embraer, involved in fields related to its core activities.

“During this period, there were delays in the privatization process, and that delayed funds coming into Embraer, which was aggravated by the budget difficulties we experienced, in order to meet the commit-ments of the AMX Program. We had to do a lot of financial engineering, to find ways of forwarding funds, because Ozires often didn’t know if he would make the monthly payroll. We had many tough conversations, Ozires and I. We were colleagues in the class of 1948 to 1951, and Ozires went with me to Belém, Pará, where we began piloting together. We had an affective connection and much respect, and there were no secrets be-tween us. For that reason, we were able to overcome all of the numerous difficulties, such as, with the Government’s financial areas, who found it hard to understand that there was no other way for the Company. In this, the help of then-Minister of the Treasury, Fernando Henrique Cardoso, and his staff, was essential.

“I believe that if the Company had not been privatized, it might not have died, but it would be a ‘nobody’ company, a ‘little company’, and it

bem encaminhado –, esperando que me ligassem. Mesmo

porque, eu estava deixando o Ministério e queria entregar a

casa em ordem!”

No dia 23 de junho de 2009, o Instituto Embraer de Edu-

cação e Pesquisa foi homenageado pela Câmara Muni-

cipal de São José dos Campos com a Medalha Cassiano

Ricardo, pela relevância dos serviços prestados à comunidade

joseense. O reconhecimento se deve principalmente ao primeiro

lugar obtido pelo Colégio Engenheiro Juarez Wanderley, conce-

bido e mantido pelo Instituto, no Estado de São Paulo no Exame

Nacional do Ensino Médio (Enem) em 2008, e à oitava colocação

no ranking nacional.

De todos os projetos desenvolvidos pelo Instituto, o Colégio,

que atende 600 alunos de Ensino Médio, é o de maior destaque

e visibilidade. As marcas alcançadas nos últimos anos justificam

esse reconhecimento - além da classificação obtida no Enem

2008, no ano passado 100% dos alunos tiveram aprovação nos

vestibulares, sendo que 80% passaram em ao menos uma univer-

sidade estadual ou federal.

Entretanto, o Colégio é apenas uma parte do Instituto, que

vem investindo continuamente em outras ações sociais nas co-

munidades onde a Embraer desenvolve atividades industriais –

São José dos Campos, Botucatu e Gavião Peixoto, todas no Estado

de São Paulo.

Criado pela Embraer em 2001, em um compromisso para me-

lhorar a qualidade de vida onde atua e da sociedade como um

todo, o Instituto desenvolve projetos como o Programa Parceria

Social (PPS) e o Programa Ação na Escola (PAE), oferecido a esco-

On June 23, 2009, the Embraer Education and Research Institute was hon -ored by the City of São José dos Campos with the Cassiano Ricardo Medal,

for the relevance of its services to the local community. The recognition was mainly for the first place won by Engineer Juarez Wanderley High School (conceived of and maintained by the Institute) in the State of São Paulo on the National High School Exam (Exame Nacional do Ensino Médio – ENEM) in 2008, and its eighth place national ranking.

Of all the projects developed by the Institute, the High School that serves 600 students, is the biggest highlight and the most visible. The milestones achieved in recent years justify this recognition – besides the ranking obtained in ENEM 2008, last year 100% of the students were approved in college entrance exams, and 80% were approved by at least one State or Federal university.

COMMUNITY PROJECTSHowever, the High School is only one part of the Institute, which has con-

stantly invested in other social action in the communities where Embraer’s in-dustrial activities are carried on – São José dos Campos, Botucatu, and Gavião Peixoto, all in the State of São Paulo.

of the communities in which it is involved and of society in general, the Institute carries out such projects as the Social Partnership Program (Programa Parceria Social – PPS) and the Action in School Program (Programa Ação na Escola – PAE), which are offered to public schools. Investments are also made in qualify-ing people through digital inclusion and entrepreneurship courses.

“The projects supported by the Institute always have an educational focus and the objective of benefiting the communities where the Company is located, involving employee volunteers and making them participative and active,” com-ments Pedro Ferraz, Director of the Embraer Education and Research Institute.

The Social Partnership Program recognizes and supports projects by non-profit organizations that, in a partnership with Embraer employee volunteers, handle educational activities. Launched in May 2004, to give incentive to social and volunteer culture among Embraer employees, the program has received around R$ 2 million in investments for 48 social projects.

On the other hand, the Action in School Program stimulates community participation in school management and finances education projects that work to improve on problems identified by the institution’s leadership, teachers, par-ents, students, and volunteers. Since it was created, in 2006, the Program’s three editions have analyzed 159 proposals and supported 52.

O Programa Par ceria Social reconhece e

atividades voltadas para a Educação. Lançado

em maio de 2004 e criado para fomentar uma

cultura social e de voluntariado entre os em-

pregados da Embraer, já recebeu cerca de R$

2 milhões em investimento, contemplan do 48

projetos sociais.

Já o Programa Ação na Escola, por sua

vez, estimula a participação da comunidade

na gestão escolar e financia projetos ligados

à educação que visem melhorias a partir

de problemas identificados pela direção da

instituição, dos professores, dos pais e alu-

nos, e dos voluntários. Desde a criação, em

2006, foram analisadas, nas três edições do

Programa, 159 propostas e 52 apoiadas.

EXEMPLOS EXPORTADOS

Nos moldes do PPS, e seguindo os padrões estabelecidos

pelo Instituto, foi criado na Unidade Fort Lauderdale, no Estado

da Flórida, nos Estados Unidos, o “Programa de Parceria de Ca-

ridade”, que é o guia para todas as ações de voluntariado desen-

volvidas na Unidade. Detectada durante a Pesquisa de Clima, a

solicitação pelo programa partiu dos próprios empregados, que

agora podem submeter propostas todo semestre.

O programa foi lançado em junho de 2009, e os funcionários

já desenvolveram duas ações. Na primeira, foi realizada nas

EXAMPLES WORTH EXPORTINGLike the PPS, and following the standards set by the Institute, the North

America Unit, in Fort Lauderdale, created the “Charity Partnership Program” that is the guide for all charity and volunteer actions handled by the Unit. De-tected by an Employee Engagement Survey, the request for the program came from the employees, themselves, who can now submit their proposals every semester.

The program was launched in June 2009, and the employees have already developed two actions. The first was the Volunteer Fair, held at Embraer’s facili-ties, when organizations were invited to show the opportunities for volunteer actions that are available in the region. In the second, a group of the Unit’s em-ployees helped build a home during an event promoted by the NGO Habitat for Humanity® that foments community development by building homes all over the world.

EMBRAER AND THE ENVIRONMENTOn World Environment Day, last June 5, Embraer employees planted 40

trees of native species at each of the Brazilian units. The initiative, included in the Company’s 40th anniversary celebrations, was part of the in-company en-vironmental workshop that Embraer holds annually, with the participation of representatives of each of the international units in the United States, France, Portugal, China, and Singapore for the purpose of sharing the results obtained in activities related to the subject in each region.

grupo de empregados da Unidade ajudou a construir uma

namental “Habitat for Humanity®”, que promove o desenvol-

vimento comunitário por meio da construção de moradias

em todo o mundo.

A EMBRAER E O MEIO AMBIENTE

No último Dia Mundial do Meio Ambiente, em 5 de ju-

nho, os empregados da Embraer plantaram 40 árvores de

espécies nativas em cada uma das unidades no Brasil. A

iniciativa, inserida nas celebrações dos 40 anos da Empre-

sa, fez parte do Workshop Interno de Meio Ambiente, que a

Empresa realiza anualmente com a participação de repre-

sentantes de cada uma das unidades internacionais dos Es-

tados Unidos, França, Portugal, China e Cingapura, com o

objetivo de compartilhar resultados obtidos em atividades

relacionadas ao tema desenvolvidas em cada região.

“A Embraer foi a primeira empresa do setor aeroespacial

no mundo a receber a certificação ISO 14001, de corretas

práticas ambientais. Isso demonstra o grande compromisso

da Empresa para melhorar a eficiência de produtos e apri-

morar também os processos industriais”, diz Horacio Forjaz,

Vice-Presidente Executivo de Assuntos Corporativos de Em-

braer.

Ainda com o intuito de compensar o impacto das opera-

ções no meio ambiente e nas comunidades vizinhas, a Em-

braer vem desenvolvendo projetos voluntários ou por meio

de acordos com governos para mitigar esses efeitos. Entre as

iniciativas, estão o reflorestamento de 356 hectares na Unida-

de Gavião Peixoto por meio do plantio de 600 mil árvores; a

“adoção” de uma área de 3 hectares e o plantio de cerca de 5,5

mil árvores nos arredores da Unidade Botucatu; e a revitaliza-

ção do rio Paraíba do Sul e o plantio de mil mudas de plantas

em São José dos Campos.

Para integrar e consolidar as abrangentes ações de pro-

teção ambiental e disponibilizar informações ao público, a

Embraer lançou o Sistema Integrado de Gestão para o Meio

Ambiente, Segurança e Saúde no Trabalho e Qualidade (SIG-

MASSQ), em 2002.

Alguns projetos de destaque são a reciclagem de resíduos

perigosos e não-perigosos (em 2008, a Embraer reciclou 100%

de resíduos perigosos e 78% de resíduos não-perigosos, uma

referência na indústria de aviação) e a redução do consumo

de água e energia, por meio da Comissão Interna de Conser-

vação de Energia e Água (CICEA).

No ranking 2009 de sustentabilidade das 50 maiores empre-

sas latino-americanas, da empresa de consultoria Management

& Excellence (M&E), em parceria com a revista Latin Finance, a

Also with the goal of compensating the im-pact of its operations on the environment and on its neighboring communities, Embraer has been developing volunteer projects, or through agreements with governments, to alleviate these effects. Among these initia-tives are the reforestation of 356 hectares at the Gavião Peixoto plant by plant-ing 600,000 trees; the “adoption” of a three-hectare area and planting around 5,500 trees around the Botucatu plant; and revitalizing the Paraíba do Sul River and planting a thousand seedlings in São José dos Campos.

Preserving the history of a company is not merely remembering its origins, but it is also keeping the company’s own identity, its DNA, alive. With this plan in mind, in 2008, Embraer began the detailed restoration of historic aircraft that, at

O segundo protótipo do Bandeirante, que pertenceu originalmente à Força Aérea Brasileira (FAB), foi

restaurado por equipes compostas por empregados e ex-empregados, muitos dos quais trabalharam

The second prototype of the Bandeirante, that originally belonged to the Brazilian Air Force, was restored by teams consist-ing of employees and former employees, many of whom worked on the aircraft’s program in the 1970s. And all of the details were remembered. When restoring the interior, for example, that included the paneling, seats and cabinets were

fi nished in the same colors, shades and textures as the materials of that time, as were the green carpet and the beige curtain. The electrical system required special care to make it possible to reactivate the internal and external lighting. This Bandeirante airplane is part of the collection of the Santos Dumont Foundation (www.santosdumont.org.br). and now is on permanent display at the Brazilian Aerospace Memorial (Memorial Aeroespacial Brasileiro – MAB), located in São José dos Campos, Brazil.

Os dois protótipos do CBA 123 passaram por uma cuidadosa recuperação.

Em parceria com o Serviço Nacional de Aprendizagem Industrial (SENAI)

de São José dos Campos, de Jacareí e de Taubaté, o processo foi realizado

por 36 alunos do curso de mecânica geral. Coordenados por técnicos da

Embraer, os alunos, que adquirem conhecimentos em fabricação de aero-

naves, se dedicaram ao projeto em paralelo à rotina acadêmica do SENAI.

Durante o processo, várias partes da fuselagem, cabine e asas precisaram

ser reconstruídas com material composto. Recuperados, os aviões fi carão

em exposição no Museu Aeroespacial (MUSAL), no Rio de Janeiro, e no Me-

morial Aeroespacial Brasileiro (MAB), em São José dos Campos.

The two prototypes of the CBA 123 went through a careful restoration process. In a part-nership with the National Industrial Apprenticeship Service (Serviço Nacional de Apren-dizagem Industrial – SENAI) sections in São José dos Campos, Jacareí, and Taubaté, the process was carried out by 36 students from the general mechanics course. Coordinated by Embraer technical personnel, the students, who learned about aircraft manufacturing, worked on the project simultaneously to SENAI’s academic routine. During the process, several parts of the fuselage, cabin, and wings had to be rebuilt of composite materials. Once restored, the airplanes will be on exhibit at the Aerospace Museum (MUSAL), in Rio de Janeiro, and at the Brazilian Aerospace Memorial (MAB), in São José dos Campos.

Assim como ocorreu com os CBA 123, a recuperação do primeiro protótipo do EMB 121

Xingu, prefi xo PP-ZXI, também foi fruto do trabalho de alunos do SENAI de São José dos

Campos, Jacareí e Taubaté, com supervisão de técnicos da Embraer. Essa aeronave, que

voou pela primeira vez em 22 de outubro de 1976, se difere de todas as demais fabrica-

das, uma vez que teve sua cabine alongada para acomodação de um número maior de

passageiros e recebeu motores mais potentes. Essa versão não chegou a ser produzida

em série. Em 2009, o EMB 121 Xingu completa 30 anos de certifi cação.

Like what happened with the CBA 123, the restoration of the fi rst prototype of the EMB 121 Xingu, tail number PP-ZXI, was also the fruit of the work of SENAI students from São José dos Campos, Jacareí, and Taubaté, under the supervision of Embraer technical personnel. This aircraft, that fl ew for the fi rst time on October 22, 1976, diff ers from the others that were built, in that its cabin was lengthened to accom-modate more passengers and receive more powerful engines.
