SHALE GAS AND LIGHT

TIGHT OIL

A hot topic in the

market over recent months

due to the heavy drop

in natural gas prices in

the United States, shale

gas is extracted from the

shale rock found in low

permeability sedimentary

formations.Different from

conventional gas, which

migrates from the rocks

where it was formed to the

reservoir rocks, this non-

conventional gas remains

captured, since the low

permeability makes it

hard for it to escape.This

characteristic made its

extraction impossible for

a long time, a challenge

that was only overcome

using the horizontal well

drilling technique (which

allows for the drilling of the

reserves spread throughout

large geographic areas)

and the advent of hydraulic

fracturing (pumping of a

mixture of water, sand and

chemical products inside

the exploration wells).

When the United States

achieved the technical

and economic feasibility

of the non-conventional

gas extraction, the price of

natural gas became more

competitive due to the

abundant offer.In Brazil,

for example, the price of

natural gas can cost five

times more than in the

United States.

Today, the production

of shale gas in the United

States corresponds to 23%

of the U.S. production

of natural gas and the

projection is that this figure

will reach 50% in 2030.As a

consequence, the increase

in offer causes a reduction

in the price of this raw

material in the market.If

this drop in price persists

for significant volumes

and for long periods, the

United States will attract

even more industries to its

territory that are seeking

to benefit from the low

cost of this product.Major

companies like Braskem,

Shell and Chevron Philips

have already announced

investments in the region of

Texas.

The large explorations of

shale gas are promoting the

recovery of the American

petrochemical industry,

once threatened by the

large low cost raw material

centers in the Middle East.

Besides the United States,

considered a pioneer in

the area, the process for

extracting this type of gas

began in Australia, Europe,

South Africa, South America

(Argentina) and Asia.China

is planning some major

investments in this area by

2015.

Analyzing the potential

of the Paraná River basin

alone, the International

Energy Agency (IEA),

classified Brazil as the 10th

largest shale gas reserve

worldwide.Besides this,

the country is home to the

basin of the São Francisco

River and Parnaíba River,

both sedimentary and with

the potential to turn Brazil

into a major producer of

shale gas.

Aiming to diversify the

supply of the raw material

and reduce price volatility,

Braskem signed a contract

with the U.S. company

Enterprise Products to

receive the raw material

originating from shale gas

in that country.Enterprise

Products will build a unit

for the treatment of shale

gas and its conversion into

petrochemical raw material.

The volume will be enough

to supply 20% to 30% of

the raw material needs at

the Braskem factories in the

United States by the third

quarter of 2015. Besides this

partnership, the company

is investing approximately

US$ 3 billion in the Ethylene

XXI Project in Mexico for

the production of ethylene

through natural gas.

Similarly to shale

gas, non-conventional

oil is also found in low

permeability sedimentary

formations.Examples of

non-conventional oil

include light tight oil (LTO),

shale oil and oil from the

pre-salt ultra-deep waters.

According to the IEA, the oil

corresponds to 33% of the

world’s energy matrix.The

maintenance of this product

as the main energy source

is directly related to the

growth of non-conventional

oil extraction until 2035.

The United States

make it economically

feasible to extract light

tight oil, a hard-to-access

oil that is found in low

permeability sedimentary

formations, where the

resource is captured, and

from where its adjective

“tight” comes from.Even

though not all sources of

non-conventional oil are

successfully explored, the

IEA estimates that this type

of oil should experience a

5% production growth per

year.

leaders and Members of

the Organization, their

clients participated in a

cocktail party and dinner

and had the chance

to learn more about

Odebrecht’s history and

its presence in Mexico

through panels and videos

presented by Mexican

Young Partners. Among

those present were

Bruno Ferrari, Mexico’s

Secretary of the Economy,

representing the Mexico’s

President, Felipe Calderón;

Javier Duarte, Veracruz

thanking everyone

In January 1992, the

countr y ’s National Water

Commission (CONAGUA)

launched the cal l for

tender for Los Huítes,

a project designed to

control the f looding from

the Fuer te R iver, promote

the irr igation of lands in

the State of Sinaloa and

generate electr ic energy.

During this period, some

of the Organization’s

of Mexico – Chihuahua,

Durango, Coahuila, Nuevo

El Torreón project was

completed for the Federal

Electricity Commission (CFE).

During 1998, in

association with CIGSA

Construcción S.A., the

company completed the

construction of four housing

rigs and the modernization

of another two designed

for the offshore lodging of

the workers from the state-

owned company Pemex

(Petróleos Mexicanos). The

contract, which is part

of the Cantarell Project,

consisted of the expansion

and modernization of Akal,

Mexico’s largest oil producer

field and one of the largest

in the entire world.

The refinery received

production capacity

reinauguration occurred

presence of Mexico’s

President, Felipe Calderón,

ceremony that the

complex will become the

most modern in Latin

America: “ The project

was more than a simple

remodeling, since it is a

new refinery,” said the

president.

Odebrecht: 20 Years of Operations in

Mexico

1992 1995 1998 20112005 2007Los Huítes DamThe first contract in Mexico was the construction of the Luis Donaldo Colosio Murrieta Dam, known as Los Huítes, in the State of Sinaloa in the country’s Northwest region.

The construction project was commissioned by the country’s National Water Commission (CONAGUA) to control the flooding of the Fuerte River and promote the better use of lands for agriculture. The project, which included irrigation channels and a hydroelectric power plant, transformed the semi-desert region into one of the country’s largest agricultural producers.

The partners on the project included Ingeníeros Civiles Asociados (ICA), Grupo Mexicano de Desarrollo (GMD) and La Nacional Compañía Constructora.

El Torreón Transmission LineFrom 1995 to 1997, Odebrecht worked in partnership with Siemens and OPSA to construct and expand 200 km of energy transmission lines in five states located in the country’s Northern region. The construction project was contracted by the Federal Electricity Commission (CFE).

Cantarell RigIn association with the company CIGSA Construcción S.A., Odebrecht built four housing rigs and modernized another two, designed for the offshore lodging of the Pemex workers.

The Cantarell Project consisted of the expansion and modernization of the production from Akal, Mexico’s largest oil production field and one of the largest in the entire world.

General Lázaro Cárdenas RefineryThe modernization of the refinery was completed from 2005 to 2011 in Minatitlán, in the State of Veracruz, to boost the oil refining capacity, designed to promote Mexican fuel production self-sufficiency.

Contracted by Pemex, the construction project was completed by the consortium formed by Odebrecht and by the companies Técnicas Reunidas and Río San Juan Construcciones (R Group).

Michoacán Hydroagricultural Project (PHM)PHM, completed from 2007 and 2011 for the Michoacán State Government in the country’s central region, was created to resolve the problem related to the irrigation of fertile terrains in an arid zone extending 12,500 hectares. The project helped boost the agricultural productivity and improve the living and work conditions of more than 15,000 families. The work included the construction of a dam, two channels and a hydroelectric center.

The project received the award for “Construction Project of the Year 2012,” granted by the magazine Obras, as one of the three most important developments from 2011.

Ethylene XXIThe Ethylene XXI Project, undertaken by the Braskem Idesa joint venture in Nanchital, located in the State of Veracruz, is the company’s largest investment abroad, with a value of US$ 3.3 billion.

The construction of the petrochemical complex – which will have a production capacity of more than 1 million tons of polyethylene – was initiated in 2011 and is under Odebrecht’s responsibility together with the companies Technip and ICA Fluor.

The startup of the complex – which consists of an ethane cracker plant, two high density polyethylene plants, one low density polyethylene plant and a utilities unit – will occur in 2015.

Michoacán Hydroagricultural Project (PHM)PHM, completed from 2007 and 2011 for the Michoacán State Government in the country’s central region, was created to resolve the problem related to the irrigation of fertile terrains in an arid zone extending 12,500 hectares. The project helped boost the agricultural productivity and improve the living and work conditions of more than 15,000 families. The work included the construction of a dam, two channels and a hydroelectric center.

The project received the award for “Construction Project of the Year 2012,” granted by the magazine Obras, as one of the three most important developments from 2011.

Ethylene XXIThe Ethylene XXI Project, undertaken by the Braskem Idesa joint venture in Nanchital, located in the State of Veracruz, is the company’s largest investment abroad, with a value of US$ 3.3 billion.

The construction of the petrochemical complex – which will have a production capacity of more than 1 million tons of polyethylene – was initiated in 2011 and is under Odebrecht’s responsibility together with the companies Technip and ICA Fluor.

The startup of the complex – which consists of an ethane cracker plant, two high density polyethylene plants, one low density polyethylene plant and a utilities unit – will occur in 2015.

On October 25, Odebrecht Angola

signed a contract for the construction

of a 125-house condominium in the

neighborhood of Talatona, in Luanda,

60 units of which are designed for Esso

Angola, a North American oil company,

and the remaining ones designed for sale

to other oil companies.

The houses will be installed on

a 140,000-m2 terrain located near a

shopping center and schools. “We are

pleased with the location, it is ideal,”

said the General Director of Esso Angola,

Stephane De Mahieu. “We appreciate the

fact that the company works with us.

I hope that together we can complete

some great work, and we are excited

about the next two years,” said De

Mahieu.

In addition to the 380-m2 houses,

the contract includes the construction

of gatehouses (social and service),

tennis courts, a party hall, fitness gym,

multisport court, adult and children’s

pools, a playground, running and bicycle

path, barbecue pit and green area that

extends 62,000 m2. The contract will be

concluded in February of 2016 and the

construction work will generate 2,000

direct job opportunities.

The development will also

revitalize a 4,200-m2 area

located on its terrain at the bank

replanting of 5,000 native plant

species at the site, including

mangrove, sand bar and swamp

species, the recovery will help

recover the vegetation that has

suffered urban intervention

over the past 30 years. The

With the conclusion of the “Big Lift” (hoisting of

the roof cables), the Fonte Nova Arena has 80%

of its work completed and is now beginning the

excavation to prepare for the planting of the grass.

The Bahia Governor, Jaques Wagner, accompanied

the transition from this stage of the project on

November 10.

The grass, of international quality and standard

and compatible with the equipment that will host

the 2013 Confederations Cup and the 2014, World

Cup, will have vacuum drainage and extend a total

of 9,000 m². The field will extend 105 m x 68 m,

with a distance of 10 m along the sidelines and

12.3 m along the back lines with relation to the

grandstands. The seats will be installed at the start

of December of this year.

Currently, there are 4,050 Members,

including workers, engineers, technicians and

subcontractors, who alternate in three shifts 22

hours per day. More than six service fronts work

at the same time: finishes, electrical, hydraulic

installations and Information Technology (IT) and

side access ramps, among others.

Also underway is the preparation for the

placement of the translucent roof membrane,

together with the construction of the Garage

Building, which currently has 95% of its

foundations finalized. The electrical, hydraulic,

IT and elevator installation phase is already 72%

complete, while the finishes are 81% complete for

the floors and 54% complete for the linings.

presented the contributions in different

areas toward the country’s development

during its 28 years of local operation. The

space received several different visitors,

including the Minister of Construction,

Fernando Fonseca, and Governor of

Luanda, Bento Bento. “Odebrecht is our

Eduardo Badin, Contract Director at the

Luanda Expressways Project, represented

the company at the “Angola: 10 Years

For the third consecutive year,

Braskem was elected one of the

21 model companies in corporate

social responsibility by the Exame

Sustainability Guide, during an event

held on November 7 in São Paulo. It

is the fourth time that the company

has been listed in the guide. During

the 13th edition of the award,

Braskem was the highlight for

assuming the challenge to reduce

the water consumption at its units

to a level below that verified in

2002.

The Exame Sustainability

Guide arrived to newsstands

on November 22, revealing the

figures that show the importance

of sustainability in the economy:

of the 170 companies that signed

up this year, 93% seek to engage

suppliers and clients with their social-

environmental responsibility activities;

91% adopt practices to eliminate

discrimination in the workplace; and

88% have a board position for dealing

with issues associated with the topic

with the presidency through a direct

channel.

For Jorge Soto, Sustainable

Development Director at Braskem,

being among the 20 model

companies for the fourth time is a

source of pride for everyone. “The

selection process, undertaken by

the Getúlio Vargas Foundation,

is rigorous in its evaluation and

very similar to the model used

by the BOVESPA to make up

the Corporate Sustainability

Index portfolio,” said Soto. “This

process, therefore, is important for

identifying where we can improve,

and in this way, developing actions

for consolidating our path toward

achieving global leadership in

sustainable chemistry,” he said. 

The main evaluation criteria

included: the economic dimension,

innovations that reduce negative

environmental and social impacts

and measures designed to fight

corruption; the social dimension,

commitments and practices for

eradicating child and forced labor

and the adoption of criteria for

qualifying, selecting and monitoring

suppliers; the environmental

dimension, environmental

management commitments and

practices; and the overall dimension,

commitment, governance, planning

and management in the area of

sustainability.

(occupational safety and health)

Standards through an audit

conducted at the Functional

Equipment Support - AFEq area

in Guarulhos, São Paulo.

The entity Bureau Veritas

Certification audited the

processes in September, when

it verified the conformity of

the processes included under

AFEq. The certification delivery

ceremony was held at the

area’s office and included the

presence of Members, Afonso

Concession.Cesena talked

about the Organization’s

concern with ensuring the

existence of solid business

both for construction as

well as concession, and if

necessary, an arbitration

between these two.“As much

as the topics are synergistic

between construction and

concession, we know that

during the day-to-day it

is necessary to decide on

a relationship that will

eventually benefit both

meeting, held in the United

States with aims of using

that country as reference,

Family Home, who has studied

Knowledge for Lifeat the institution for four years.

“I’m more motivated to continue

with my work and influence the

transformation of my region,” she

said. Pedro Assunção, who works

at the Casa Jovem State High

School Industry of Knowledge,

commented that the discussions

influenced his personal planning:

“Now it is easier to build by life and

career plan and know what steps

I should take to make it possible,”

said Assunção. “This was my

biggest gain.”

During its second edition,

completed in one year and a half,

PDJE included programming with

18 monthly modules on different

topics, such as leadership, time

management, communication,

social responsibility, rights and

citizenship and the elaboration

of projects. The last phase,

on November 10, was led by

Volney Fernandes, Leader of

the Environmental Service

Cooperative Alliance, with the

lecture “What Will We Do with

What We Learned?” in which

he highlighted that changes

are necessary for building life

histories.

For two days, 70 people listened to

presentations at the UN - Drilling and

the UN - Integrated Services, with a focus

on the main highlights and contract

Safety and Environment Department

at Brazil’s National Petroleum Agency

units, which recorded one year without

time loss accidents, as well as at the

Sustainability Seminar includes its

completion in two phases, each one

lasting two days. The second phase will

be completed during the first quarter

of 2013, with the same dynamics as the

besides physically gathering leaders and

team members within the spheres of

small and large companies, the seminar

also reinforces the commitment to the

With the expansion of new technologies,

the search for new resources and tools

from the digital era has also increased. In

Nacala, Mozambique, less than 1% of the

population has a mastery of IT. In order to

contribute toward increasing digital inclusion

in the region, in October of this year the

Nacala International Airport – developed by

Odebrecht – initiated Hit the Net.

The program, held at the company’s Training

Center and administered by Salvador Américo,

has a course load of 32 hours and focuses on

the use of the Office system and expanding

students’ vision of the world by exposing them

to the reality of other social, economic and

cultural contexts. Approximately 100 people

from 10 neighborhoods located near the

construction site have already been benefitted.

Antonio Lopes Mussa, age 24, had his first

contact with the computer during Hit the Net.

“I don’t have a computer at home and I came

here without knowing anything,” said Mussa.

“Today, I even know how to send e-mail.

With this opportunity, my chances of getting

a job will increase,” he said. Dedicated and

participative, Ester Kierene das Neves, age

20, is one of the students with a 100% score

in the Word, Excel and Internet modules.

Pleased with the result, she commented the

following: “The youth from Nacala are offered

a great opportunity, since the training is free

and will open up new horizons over the short

term,” said Neves.

According to Salvador Américo, access to IT

is a source of research and a work tool. “Hit the

Net is increasing knowledge and contributing

toward local development,” he said.

Entering the Digital Era

project, held in October, Engineer Erico Dantas,

from the Engineering, Equipment and Safety

Health and Environment area at Odebrecht

Infraestrutura for the Northeast and Central-

West region, presented the Permanent

Productivity Program. The objective behind the

initiative is to check and assess the factors that

influence productivity at the company’s projects.

The topic was featured in the October 2012

edition of the magazine Exame, which revealed

that the North American worker is capable of

producing more than five Brazilian workers put

together. The main reason behind this disparity

and an obstacle for Brazilian productivity,

according to Erico Dantas, is cultural. “The North

Americans are used to using tools that truly

assist with the work, while Brazilians are not,” said

Dantas. “In civil construction in Brazil, we use the

same tools as we did 50 years ago.”

In addition to equipment, technology also

influences productivity. The BubbleDeck, a

method for eliminating the volume of concrete

on roof slabs, is one of these. The system consists

of plastic spheres inserted uniformly between

two metal screens, significantly reducing the

weight of a slab. “Besides reducing the costs

of the construction work, the BubbleDeck is a

sustainable method, since it replaces concrete

with plastic and reduces the use of wood

with recycled shoring. The production of the

plastic releases less CO2 into the atmosphere

than concrete, which is one of the main things

responsible for releasing pollutants,” said Dantas.

For Monica Evangelista, Market Development

Manager at Braskem, the method is also

an example of transversality between the

professional practice with

academic theory, the Fonte

Nova Arena has received more

than 500 university students

during the two and a half years

of the construction project,

contributing toward the training

of the new professionals.

Students from the areas of

Engineering, Architecture

and Journalism, for example,

witnessed the grandeur of one

of the Confederations Cup

and World Cup stages and got

an up-close look at the arena

construction process.

Motta, was a member of

the Journalism of the Future

Program, which took 12

university students to the

construction projects on October

29. “During our first visit, we

appreciated, questioned and

shared different perspectives

about the most popular

construction in the city of

Salvador,” said Motta. “With their

different points of view, the

photo journalists, soccer lovers

and on-call news reporters

headed for the arena. Each one,

with their equipment at hand or

an idea in their head, explored

the environment differently.

facility that maintains a dialogue

with the city. Having an arena

that is able to balance all of this

is truly a very big gain for the

people of Salvador,” she said.

On November 13, the Moatize Expansion

Project – a Vale project developed by Odebrecht

in Mozambique – promoted the Day for Reflection

on Health and Safety, an event that is included on

the mining company’s annual calendar and which

occurs at the same time in all countries in which the

company is present.

Besides highlighting the issues of Health and

Safety, the event also proposed an analysis on the

daily attitudes adopted to mitigate risks and prevent

fatal accidents. The first edition took place in 2011,

mobilizing 25 countries and 138,000 people to focus

on valuing life.

In 2012, Odebrecht participated with the

involvement of the 2,600 Members of Moatize

Expansion Project. During the activities, the actions

to achieve the “Zero Accident” goal were highlighted

and there was a reinforcement of the importance

of adopting positive attitudes when it comes to

Health and Safety issues to multiply the culture of

preservation of life.

The General Civil Construction Manager, Marcos

Camargo, presented some incidents of unsafe

acts and asked the public for its help with the

identification of the same. “These situations

show us how important it is to conduct a prior

analysis of the risks of daily activities and follow

procedures to prevent accidents,” he said.

According to Osvaldo Adachi, Senior Leader of

Construction and Engineering at Vale, every day is a

day to reflect on the respect for life and the care to

be taken with health and safety. “It is a daily journey

with aims of multiplying safe behavior, both at

work as well as at our homes, for the benefit of the

communities and development of the country,” said

Adachi.

Through the Social Energy for

Local Sustainability Program,

promoted by ETH Bioenergia, the

municipality of Teodoro Sampaio,

in rural São Paulo, created a

new law for the integrated

management of solid waste in the

city. Municipal Law 1834/12 enacts

the Teodoro Sampaio Municipal

Solid Waste Code and defines the

principles and guidelines designed

to ensure the efficiency of the

public services offered to protect

the environment and promote

health and social inclusion. 

It represents a milestone in

public policy for integrated

environmental management in the

municipality and in terms of the

result of the program, generated

through a process of participative

construction in priority projects

for the population. The new law

resulted from the implementation

of the Integrated Solid Waste

Management Plan in the city.

Through Thematic Commissions

(CTs) and Community Boards (CCs),

the Solid Waste Management Plans

were considered priority for the

municipalities of Teodoro Sampaio

and Mirante do Paranapanema

(SP), Nova Alvorada do Sul (MS)

and Caçu and Cachoeira Alta (GO).

The participative construction

of the plans takes place during

different stages of work and

received the support of a company

specialized in the elaboration of

solid waste management plans.

A survey of the problems related

to waste in the municipality

and opinion poll with the

population were used to form

an initial diagnosis to receive

the contributions of the local

government and a support group

formed by civil society leaders

active in the city. It also involves

the joint definition of short,

medium and long term goals for

completing each one of the actions

covered in the plan. The document

is sent for public consultation to

receive any suggestions from the

population and then continues

onto the Community Channel until

it is transformed into law.

Braskem marked its presence

at the seventh edition of the

European Bioplastics Conference,

the largest European meeting

of the bioplastics sector. The

company is one of the sponsors

of the conference that was held in

Berlin, Germany, on November 6

and 7.

The highlight of the

participation was the topic of

“Green” Polyethylene, a polymer

of a renewable source produced

from sugarcane ethanol. In the

cycle of lectures, the “Green”

PE was the topic of three

presentations. At Braskem’s space,

some of the products made by its

clients using the biopolymer were

displayed for visitors.

On the second day of the

event, the consulting firms

E4Tech and LCA Works, which

are working in partnership with

Braskem to conduct the study

on the Lifecycle Analysis (LCA)

of “Green” PE, gave a lecture

on the topic. The study is part

of the company’s program

to substantiate the product’s

environmental performance,

and accordingly, provide its

clients with relevant information

for understanding and

communicating the performance

of its products. The other two

lectures were presented by

clients who addressed new

developments of products made

from “Green” PE.

“Offering increasingly more

sustainable products is one of

our pillars of operation for better

serving clients and society,”

said Marcelo Nunes, Director of

Renewable Chemistry Businesses

at Braskem. “Along these lines,

Braskem has intensified its

research focused on products

made from renewable raw

materials. We could not miss

this event, which offers a unique

platform of information on

the sector-related trends in a

market of high relevance and

also involves the participation

of important actors from the

industry,” said Nunes.
