Que o Espírito do Bom Deus iluminne as nossas mentes e aqueça os nossos corações para podermos ver, sentir e comovermo-nos com o que se passa à nossa volta! Há quase dois meses, em Roma, as palavras acima citadas constituiam o ponto de partida para a apresentação de teorias e princípios de orientação ou, então, serviam de palco para debates. 7th Caritas Africa Regional Conference - Rome 19-21 May 2011

Delegates from 36 African countries attended the Conference The 7th Caritas Africa Regional Conference was held on 19-21 May 2011 at the Villa Aurelia, Rome. The theme of the conference was “We are Caritas in Africa, in the Service of Reconciliation, Justice and Peace”. A total

of 67 delegates representing 36 national Caritas members in Africa participated in the Regional Assembly with 6 invited guests including representatives from the Sympo-sium of Episcopal Conferences of Africa and

Madagascar (SECAM). The invited guests who addressed the Assembly included HG

Delegates attending the 7th Caritas Africa Regional Conference - Viila Aurelia, Rome, 19-21 May 2011.

Fonds de solidarité de Caritas Africa

« Il est impératif de développer des relations de solidarité entre les diocèses et au sein des conférences épiscopales elles-mêmes. Ainsi, il est urgent d’éta-blir un fonds de solidarité entre les différents diocèses au niveau continen-tal à travers le réseau Caritas. » Tel est le souhait exprimé par les Pères Synodaux dans la Proposition 17 du message final émis à l’issue de la IIe Assemblée Spé-ciale pour l’Afrique du Synode des Évêques en novembre 2009.

Motivée par ce souhait clairement énoncé et désireuse de répondre effectivement aux urgences actuelles, Caritas Africa lance en ce mois de juillet 2011 un Fonds de Solidarité qui lui permettra de partici-

diferente e um apelo muito mais gritante. Hoje, a Reconciliação, a Justiça e a Paz não são mais matéria de simples retórica ou de puros desejos piedosos! Elas reclamam pela sua concretização! A Líbia, que é uma chaga viva aberta na pele do continente africano, precisa de Reconciliação, Justiça e Paz, agora e não num futuro longínquo! A Somália, que é socialmente um vulcão movediço e em contínua ebulição, tem necessidade de Reconciliação, Justiça e Paz, agora e não em futuros imagináveis! Que fazer e como fazer, perante tal realidade? A verdade é que, ao tomar como tema da sua 7ª Conferência, “Nós somos Caritas em África ao service da reconciliação, justice e paz”, a Caritas África prontificou-se e ofereceu-se para ser uma entre os possíveis implementa - dores do plano de trabalho traçado pela Segunda Assembleia Especial para a África do Sínodo dos Bispos. Uma vez assim, publicamente, comprometida, a Caritas África não pode continuar na simples contemplação da situação africana. Tem de procurar meios e mecanismos com que estar verdadeiramente "ao serviço da Reconciliação, Justiça e Paz", hoje e aqui! E quando

per dans les plus brefs délais aux actions de secours auprès des victimes des catastrophes, quelles qu’elles soient.

Au vu de la situation désastreuse causée par la grave sècheresse qui sévit en Afrique de l’Est et dans la Corne de l’Afrique et affectant plus de 10 millions de personnes en Somalie, Ethiopie, Ery-thrée et au Kenya, Caritas Africa met immédiatement, au nom des Caritas membres de la région Afrique, une somme de 25 000 euro à la disposition des Caritas nationales des pays con-cernés. Cette somme est en anticipation d’un éventuel appel d’urgence de Caritas Internationalis et sera canalisée via cette dernière qui veillera à la bonne utili-sation de l’aide apportée.

Caritas Africa lance par conséquent un appel à toutes les Caritas de la région Afrique les invitant à organiser des cam-pagnes de levées de fonds à tous les niveaux afin que chacun puisse contri-buer à la concrétisation du fonds de solidarité de Caritas Africa.

Souvent, les urgences ne préviennent pas. Il est nécessaire de les anticiper et de maintenir le fonds de solidarité afin que les interventions d’urgence puis-sent se faire dans les plus brefs délais.

digo hoje e aqui, quero chamar a atenção de todos para que se entenda bem que Caritas África é compreendida de todas as Caritas Nacionais existentes no Continente. Para dizer que, cada Caritas, a seu nível, nacional, zonal ou regional, tem o seu papel a desempenhar na nossa situação concreta de África. É a cada um desses níveis, localmente, que cada Caritas deve começar a tentar implementar o nosso estar "ao serviço da Reconciliação, Justiça e Paz". Claro está que a Caritas Líbia sozinha não pode atender à sua esmagadora situação! Nem pode a Caritas Somália, ou Eritrea, etc.. Daí o dever de, como Caritas África em coordenação, sabermos praticar a solidariedade umas para com as outras a nível de todo o continente. Assim fazendo, poderemos dizer con franqueza e de cabeça erguida: “Nós somos Caritas em África ao service da reconciliação, justice e paz”! Caritas Africa Solidarity Fund

“It is imperative to develop relations of solidarity between the dioceses and within the Episcopal conferences themselves. Thus, it is urgent to establish a solidarity fund between among the dioceses across the continent through the Caritas network.” This is the wish expressed by the Synod Fathers in the Proposition 17 of the final message delivered at the end of the IInd Special Assembly for Africa of the Synod of Bishops in November 2009.

Motivated by this clearly enunciated wish and willing to respond effectively to the existing emergencies, Caritas Africa is launching this month a Solidarity Fund so that it may participate in the shortest possible time in various relief actions.

In the light of the disastrous situation caused by the severe drought in East Africa and in the Horn of Africa and affecting more than 10 million people in Somalia, Ethiopia, Eritrea and Kenya, Caritas Africa, acting on behalf of the Caritas members of the Africa region, is providing a sum of 25 000 euro to sup-port the national Caritas organisations of the concerned countries. This sum is in anticipation of an eventual Caritas Internationalis emergency appeal and will be channelled through CI which will ensure the aid monitoring.

Solidariedade “É imperativo para desenvolver relações de solidariedade entre as dioceses e no seio da conferência Episcopal. Por isso, é urgente estabe-lecer um fundo de solidariedade entre entre as dioceses em todo o continente através da rede da Caritas.” É esse o desejo expresso por os Padres Sinodais no a Propositio 17 da mensagem final entregue no final da II Assembleia Especial para a África do Sínodo dos Bispos em Novembro de 2009.

Motivado por este claramente afirmada desejo e disposta a responder eficaz-mente às emergências já existentes, Caritas África está lançando este mês um Fundo de Solidariedade para que possa participar no menor tempo possível em diversas acções de ajuda.

Em função da situação de catástrofe causada por o grave seca na África Oriental e no Corno de África e que atinge mais de 10 milhões de pessoas na Somália, Etiópia, Eritreia e Quênia, Caritas África, em nome da Caritas membros da região Africana, está a proporcionar uma soma de 25 000 euros para apoiar a Caritas nacional organizações dos países em causa. Este montante é em antecipação de um possível Caritas Internal tionalis apelo de emergência e será canalizado pelo IC que irá garantir o acompanhamento ajuda.

CED Caritas Burundi

Au secours des vulnérables et rapatriés du Moso Le 8 juillet 2011, le CED Caritas Burundi a clôturé, à Bujumbura, le projet Cash For Work « CFW 5 » en sigle. Ce projet, à haute intensité de main-d’œuvre, vient de voler au secours de 2 120 personnes en

leur offrant du travail et en distribuant des vivres et des non vivres ainsi qu’à 100 autres personnes se trouvant dans l’inca-pacité de travailler. Ces personnes vivent dans la région du Moso à l’Est du

Burundi, qui est cycliquement classée dans une phase d’insécurité alimentaire chro-nique avec risque de détérioration. Comme c’est toujours les personnes les plus démunies qui subissent en premier les situations de ce genre, suivant son expérience en la matière, CED Caritas Burundi et ses partenaires locaux : les bureaux de développement diocésain l’ODECO à Rutana et SOPRAD à Ruyigi, ont mis en œuvre ce projet CFW 5, grâce à un financement reçu d’ECHO en partenariat avec Caritas Belgique Inter-national. Des personnes sont identifiées sur leurs caractères de vulnérabilités ou de rapatriés récents pour mettre en œuvre les activités prévues, sous le contrôle des équipes de techniciens, d’ingénieurs et une équipe de suivi-évaluation. Comme la dis-tribution gratuite n’éduque pas la popu-lation à l’amour du travail, elle est écartée et le projet offre des vivres et de l’argent contre un travail fourni et ainsi toute susceptibilité est respectée. Deux routes sont à réhabiliter : 11 km de route reliant le marché de Gakungu au marché de Giharo, et 11 km de route reliant la commune de Gisuru à celle de Cendajuru. En définitive, durant 110 jours de travail 2 100 personnes vulnérables et rapatriés perçoivent chacun 2 000 francs par jour

CED Caritas Burundi

Rescuing of the vulnerable and returnees from Moso

On 8 July 2011, CED Caritas Burundi terminated, in Bujum-bura, its Cash for Work Project. This high labour intensity project rescued 2 120 persons by offering them labour and distributing food and non-food as well to 100 other persons unable to work. These people live in the region of the Moso in Burundi, which is cyclically classified in a phase of chronic food insecurity with risk of deterioration.

Overall, 22 kilometres of road from Gakungu market to Giharo market and from Gisuru Common to Cendaruju Common have been rehabilitated in the course of this project, which lasted 110 days,

Em 8 julho de 2011, CED Caritas Burundi encerrado, nos Bujumbura, seu dinheiro para Projeto de Trabalho. Esta alta intensidade de trabalho projeto resgatados 2 120 pessoas, oferecendo-lhes do trabal-ho e distribuição de alimentos e de não-alimentar, bem como aos 100 outras pessoas não podem trabalhar. Estas pessoas vivem na região da Moso em Burundi, que é ciclicamente classificados em uma fase de insegurança alimentar crónica com risco de deterioração.

HG Archbishop John Onaiyekan was the keynote speaker at the 7th Caritas Africa Regional Conference, held in Rome from 19 to 21 May 2011. His address on the theme of the Conference: “We are Caritas in Africa in the service of Reconciliation, Justice and Peace” was most inspiring.

Hereafter are a few excerpts from his address, to be read and re-read very care-fully and reflected upon:

• We need to remind ourselves that our Caritas is much more than just an orga-nization for emergency assistance. It is above all an expression of an essential dimension of the mission of the Church, namely, the mission of love.

• It is (…) the mission of the Church to an-nounce to the whole world, both by words and deeds, the good news of God’s love for humanity and for the entire universe.

• The Church, as a family of God, has always been aware of the need for mutual support and generous sharing among her members.

• Our Caritas organisation (…) is to put structure and order into the spirit of love in the Church, promoting, coordinating and facilitating the various efforts in the Church to reach out to the needy.

• The African Church has now come of age, and is taking her place as a mature member of the Church Family of God on earth, witnessing to the love of God in our African environment.

• All over Africa, the Church is taking on the challenge of providing for itself not only funds and material resources but also personnel and ideas to sustain the growth and fruits that the Lord Himself is bringing about, often in mysterious ways.

• For a long time, Africa had been on the receiving end of Caritas interventions. We are used to being beneficiaries of funds, relief materials and personnel from abroad, especially from Europe and America, coming to our aid in times of emergencies. We have had more than our fair share of such emergencies, whether they are as a result of natural disasters like floods and drought, or more frequently self-inflicted by man-made calamities of wars and conflicts that produce famine, disease and refugees. For this, we are eternally grateful, not only for the help received, but above all for showing us the way to start reaching out to ourselves within and beyond our nations.

• The Church in Africa must not only boast of its growing numbers at home and mis-sionaries abroad. It must also be able to show evidence of sharing and mutual support which is of the very nature of the Church.

• We often lament the poverty of our people. But this is no excuse for doing nothing. The Church of the Acts of the Apostles was by no means an elite club of rich people. We must organise ourselves to give from the little that we have.

• This is perhaps the place to add that there are many people in Africa who are not poor. A well articulated Caritas program will find effective ways of challenging them to share the gifts that God has poured into their laps with those in need, instead of squandering their wealth in ostentatious living at home and abroad.

• It is very gratifying that Caritas Africa has in recent years been working towards ever greater co-ordination with the structures of SECAM, the Symposium of Episcopal Conferences of Africa and Madagascar.

• The role of SECAM in promoting conti-nental coordination is one of the propo-sitions passed at the Second African Synod. (Prop.4) SECAM already has a department of Justice and Peace with which Caritas Africa can easily liaise. The same linking of hands should also be worked out on the regional and national levels, where this has not yet already happened. In this way, it would be clear that Caritas Africa is the competent agen-cy of the Church in Africa for charitable activities on the continental level.

• In the encyclical Deus Caritas Est, (par. 31) Pope Benedict XVI makes specific mention of “Caritas, diocesan, national and inter-national” in the context of maintaining a specific profile of the charitable activities of the Church. In par. 30, the Pope had commended the fact that the modern mass media has promoted greater solidarity in the world. To the extent that we share the same objectives, we are to co-operate with others involved in helping people in need. But that must not blind us to the fact that often we need to distinguish ourselves, our aims and our methods from those of others with different ideologies and interests. It would appear that the Pope expects Caritas to be the flag bearer of the Catholic Church in these matters. Given its record of worldwide engagement in humanitarian interventions, and the respect it has earned from many quarters, including international agencies, I

believe that Caritas is very much in the position to play that role effectively.

• The Second African Synod, in its Proposition 31, makes the same point about the need to exercise discernment of the interventions of international aid agencies. Caritas Africa has a very important role in this regard. As is well known, our continent has become the dumping ground for all sorts of “aid”. In their poverty, our people are often not in the position to distinguish what is in their long term interest from what is only a short term palliative measure. (…) the Church remains one of the very few agencies able and ready to raise alarm in defence of our poor people. Caritas must be in the front line in this crusade, since it will not only condemn harmful practices but also supply the right alternative.

• There is no doubt that Caritas Africa has its task well cut out for it. It has to fulfil its mission in a continent that is negatively mar-ked by a variety of challenges. There is still widespread abject poverty in many nations. (…) it is certainly true that many are living in misery and below basic human dignity.

• But the story of Africa is not all negative. There are many positive elements which we need to retain and promote, among which are the following: a generally religious atti-tude to life, with deep faith in God, in the different ways that our people approach the same one God; a vibrant Church whose members show great enthusiasm about their faith; and precious cultural values like hospitality, sharing and solidarity, at least among members of the same group.

• “The Church in Africa in the service of reconciliation, justice and peace”. (…) The

Depuis le 5 juin 2011, Caritas Bénin organise des foires de denrées alimentaires dans les marchés des communes de Lokossa, Bopa, Comé et Grand Popo du département du Mono. Chaque semaine, des femmes s’approvisionnent en céréales, légumineuses et huiles pour une valeur de 6 250 Fr CFA. Elles les achètent sans argent, mais en remettant des « bons d’achat » aux vendeuses précédemment agrées. Le lendemain, ces vendeuses sont payées sur la base des bons qu’elles ont reçus lors des transactions. Selon M. Mounirou Abdoulaye « Project Manager », 38 foires ont été déjà organisées et les statistiques du 9 juillet 2011 révèlent que 292 422 350 Fr CFA ont été injectés

dans l’économie du département du Mono, sans provoquer d’inflation. Les effets induits sont déjà perceptibles. En effet, les ménages affectent leurs maigres ressources à d’autres dépenses: les parents payent sans hésitation les ordonnances et les frais de consultation des enfants; les femmes sont mieux vêtues, les pères ont moins de soucis.

La réalisation d’un bon chiffre d’affaire régulier a un effet bénéfique sur les ménages des vendeuses qui s’acquittent plus aisément des payement de leurs taxes. Ceci ne saurait déplaire aux autorités communales. A plus de 500 km de Lokossa, dans le nord du Bénin, les fournisseurs de vivres se réjouissent car plusieurs de leurs clientes du Mono ont augmenté leurs achats. Ces foires de denrées alimentaires sont organisées dans le cadre du projet HHELP dont l’objectif est d’apporter une assistance alimentaire aux ménages gravement touchés par les inondations de 2010.

Since 5th June 2011, Caritas Benin organizes foodstuffs fairs in the markets of Lokossa, Bopa, Como and Grand Popo commons of the Mono Department. Every week, the women buy cereals, vegetables and oil worth 6 250 CFA Francs. They buy the foodstuff without money, but by handing over "purchase coupons" to previously approved salespersons. The following day, these salespersons are paid on the basis of the "purchase coupons" that they have received during transactions.

Initiated by CRS-Benin, funded by USAID and implemented by Caritas Benin, this project will last for 6 months and will directly impact upon 50 000 people and indirectly influence the economy of several regions.

Iniciado por SIR-Benin, financiado pela USAID e implemen-tado pela Caritas Benin, este projecto terá a duração de 6 meses e, impacto directo sobre 50 000 pessoas e indi-rectamente influência da economia de diversas regiões.

Utiliza uma pedagogia parti-cipativa. Privilegia a formação a todos os níveis. Incentiva uma dinâmica em cadeia, como forma de atingir o maior número possível de pessoas. Valoriza e incentiva o espírito de

A Actividade de Promoção de Pequena Horta tem sido uma actividade com muito sucesso porque ajuda na melhoria da qualidade da dieta

alimentar das famílias, aumentando o consumo de legumes e folhas verdes, produzidos de maneira ecológica sem pesticidas nem adubos químicos. Ligada à pequena horta vem a forma-ção nutricional que proporciona às famílias e escolas uma formação teórica e prática sobre a produção e consumo alimentar. Cultivar uma pequena horta em casa é uma garantia de alimentação rica em vitaminas e minerais para a família, além de ser uma actividade sau-dável e que aproxima a pessoa da terra e da natureza, propiciando o prazer de consumir algo que produziu. Para além de promover a qualidade de vida da população através de boas práticas agrícolas, optimizar os espaços dispo-níveis de forma inteligente e promover a gestão da economia familiar.

Caritas centres its action on the person Caritas Cape Verde seeks to create the necessary conditions so that one and all become the actors of a fair and harmonious social and economic development, contributing to the improvement of the conditions of life of "human dimension", in which all participate responsibly. It uses a participatory pedagogy. It focuses on the training at all levels. It encourages a dynamic chain as a way to reach the largest possible number of people.

Caritas Cape Verde has developed over the years various activities to improve the quality of life and the empowerment of families. The activities include the promotion of small family and school vegetable gardens, the promotion of the environment, of women, children and youth training, social engagement and volunteerism, among many others.

The small vegetable gardens are made in the traditional way but also do make use of the drip irrigation system. They can also be of the hydroponic type (without land), using recycled material, such as boxes and old tyres. Through the Caritas National Coordination, with the support and encouragement of Dioceses and parishes, some 2 124 small family kitchen gardens and 25 school vegetable gardens have been supported from 2003 to 2010.

From 2006 to 2010, this project of Caritas Cape Verde has benefited from the support of the Secours Catholique Caritas France and Caritas Luxembourg and their respective Ministries of Foreign Affairs.

Caritas centre son action sur la personne Caritas Cap-Vert cherche à créer les conditions nécessaires pour que chacun et tous deviennent les acteurs d'un développement social et économique juste et harmonieux, contribuant à l'amélioration des conditions de vie de « taille humaine », dans lequel tous participent de manière responsable. Elle utilise une pédagogie participative. Elle met l’accent sur la formation à tous les niveaux. Elle encourage une chaîne dyna-mique comme un moyen d'atteindre le plus grand nombre possible de personnes.

Au fil des ans, Caritas Cap-Vert a développé diverses activités pour améliorer la qualité de la vie et à l'autonomisation des familles. Les activités comprennent la promotion des petites entreprises familiales et des jardins potagers scolaires, la promotion de l'environnement, la formation des femmes, des enfants et des jeunes, l'engagement social et le volontariat, parmi beaucoup d'autres.

Les petits jardins potagers sont faites de façon traditionnelle, mais utilisent également l'irrigation goutte à goutte. Il y a aussi la culture hydroponique type (sans terre), utilisant des matériaux recyclés, comme des boîtes et de vieux pneus. Caritas Uganda in partnership with Caritas Japan

Sustainable agricultural programmes in the dioceses of Fort-Portal, Kabale and Mbarara The partnership of Caritas Uganda with Caritas Japan has for the past three years concentrated on empowering and uplifting the socio economic conditions of the poor subsistence peasant farmers. It is quite encouraging to know that the rural poor are working harder to get out of poverty through the intervention of this partnership. Caritas Uganda has fulfilled its strategic goal of improving livelihoods in the communities of selected parishes in the Dioceses of Fort-Portal, Kabale and Mbarara dioceses. This has been inspired by the Caritas Uganda vision to ‘Have Life to its fullness’ (John 10.10) to ensure that all families in the operational areas register improvements in their standards of living through improved sustainable agriculture skills. The involved families have been encouraged to increase on food production to ensure food security and surplus for sale.

General objective The programme intended to assist 1000 people per parish, all in all 3000 people, for the period under review. The people have appreciated farming as a profession while reducing hunger and utmost poverty by managing their land sustainably and profitably. It is envisaged therefore that the specific objectives of the programme have been met and these are: provision of knowledge and skills to farmers to enable them manage the environment sustainably through sustainable agricultural practices; assisting the commu-nities in the target areas to improve on food security, increase income and produce adequate fuel wood; promotion of the active participation of children, women and men as a family unit for the improved family welfare by the end of the programme; and enabling farmers to access credit facilities, household farm implements and improved seed varieties.

Progress of the project The farmers who were involved in the programme were both the active poor who had some bit of land and animals plus those at poverty line who had very little land but not put to use, poor care of domestic

animals, had no kitchens, no toilets and no drying racks. After sensitization done and trainings through the programme, these farmers have learnt soil catchments and high food quality production. There has been encouragement of equal participation by family members. Even indirect beneficiaries have obtained the knowledge and are now using similar skills from the programme. Trainings in use of energy saving stoves, environmental conservation and income generating activities have enabled com-munities improve their livelihoods.

Groups have been formed and members are getting involved in groups’ savings to enable them access income and credit facilities. These groups have helped members remain in soli-darity and therefore live in harmony. Through these groups market of their products is quite easy and even makes it easy for various trainings to be carried on. Training pro-grammes have been done in: modern methods of farming; appropriate technology; hygiene, nutrition and sanitation; gender mainstreaming, tree planting and environmental conservation. It has made it easy for improved vegetable, seed distribution, distribution of farm implements, internal and external exposure visits and even monitoring has been made easy. As a result, the communities/beneficiaries have improved their farming skills, food scarcity has

been reduced, kitchen vegetable gardens have been set up and have helped a lot with proper nutrition, there is improved hygiene and sanita-tion, energy saving stoves have been used and thus protecting the environment. Common market of the products has been acquired especially for food items thus improving the income of families. Exposure visits have helped the groups to learn from others and realise their mistakes and therefore change accordingly and has created some competition among members resulting in improved quality and quantity of

products. Cleanliness has been improved in that now families have toilets, and drying racks on which their home utensils are kept to dry. Kitchens have been constructed and animal dens for the domestic animals. Stores have been set up for the food and seed security purposes. As a result extra food/seeds are kept safe and even have seeds safe to plant for the next rainy season.

Solidarity group dynamics Formation of solidarity groups have opened up ways of working together, sharing ideas and supporting one another in times when some individuals fail to pay. and promoted planning and peace in families. The women in the communities wish each other to prosper. The Parish Priests have participated in sensitizing and mobilizing solidarity groups. This has encouraged the people and has also made it easy for information flow.

Monitoring by Caritas Uganda Caritas National Director carried out moni-toring trips to all three partner dioceses. Caritas Uganda’s Coordination was physical sight visits, advise, telephone and e-mail coordination and follow-up meetings. Sometimes workshops were carried out with the benefiting communities (farmers). This involved addressing them to emphasise the root causes of their poverty and their ability to fight poverty. It was clearly shown that the communities still need a lot of training to acquire knowledge and skills.

Some of these monitoring trips are also carried out as exposure visits for other partner beneficiaries. Communities are wor-king together and involving the Parish Priests and local leaders. They have started creating solidarity groups among themselves but still need guidance especially to know their responsibility in democratic processes within their communities. Sight visits involved projects for proper sanitation, quality food production for better nutrition, livestock farming for manure-mixed farming, improved/better housing, among others.

Way forward and recommendations Caritas Uganda therefore plans that for the sustainability of the programme, particular emphasis should be put on the strength of beneficiary groups to ensure their ability for food security and strong leadership, and develop joint marketing strategies. Encou-rage development partners to work with Caritas farmer groups while at the same time assist the groups to access Savings and Credit facilities. Production of a farmers’ guide for improved agricultural technologies/methods should be published and made available for the groups. Application of the use of community agricultural training poster packs and market information is also vital to the farmers.

Le partenariat Caritas Ouganda et Caritas Japon a au cours des trois dernières années mis l’accent sur l’autonomisation et le rehaussement des conditions socio-économiques des la paysans pauvres. Il est très encourageant de constater que, grâce à l'intervention de ce partenariat, les pauvres des zones rurales font plus d’effort afin de sortir du cycle de la pauvreté.

Le programme a soutenu 1000 personnes dans 3 paroisses, soit 3000 personnes au total en 3 ans. Les personnes ont apprécié l'agriculture comme métier tout en réduisant l’insécurité alimentaire et l'extrême pauvreté par la gestion de leurs terres de manière durable et rentable.

Des groupes de solidarité au niveau communautaire ont aussi été créés, avec des effets bénéfiques au niveau social et par rapport à l’hygiène, à l’alimentation, à l’utilisation de tech-niques modernes de culture, à l’environnement, à l’élevage et à l’autonomisation des familles.

É muito encorajador notar que, graças à intervenção desta parceria, os pobres nas zonas rurais são mais esforço para sair do ciclo da pobreza.

O programa apoiou 1000 pessoas em 3 paróquias, 3000 pessoas no total em 3 anos. O povo que agricultura como profissão, reduzindo insegurança alimentar e pobreza extrema, até a gestão do seu terra de forma sustentável e lucrativa.

De grupos de solidariedade a nível comunitário também têm sido criado, com efeitos benéficos sobre o nível social, como em comparação com a higiene, alimentação, para a utilização de alta tecnologia t cnicas da cultura moderna, o meio ambiente, para o gado e o empoderamento de famílias.

The theme of the assembly, “One Human Family, Zero Poverty,” was discussed during the Study Sessions. The Statutory Sessions were partly devoted to discussions on the Statutes of Caritas Internationalis, which are being revised. Elections were also held: His Eminence Óscar Andrés Cardinal Rodríguez Maradiaga was re-elected President and Michel Roy Secretary General for the period 2011-2015.

OCDI - Caritas Togo

Contribution à la réponse nationale au VIH L’infection au VIH au Togo engendre des situations complexes qui ne peuvent laisser indifférente l’Eglise catholique. C’est dans ce contexte que l’Eglise Catholique s’est engagée dans la définition et l’élaboration de son Plan Sectoriel bien intégré dans la Stratégie Nationale de lutte contre le VIH/Sida afin d’apporter sa contribu-tion à la riposte nationale. Ainsi, entre 2004 et 2011, l’OCDI/Caritas Togo avec l’appui de ses par-tenaires, Catholic Relief Services, Caritas Allemagne, le Secours Catholique Caritas France et Maonos Unidas d’Espagne, a conçu et mis en œuvre des projets de prise en charge des per-sonnes vivant avec le VIH (PVVIH). Les actions se déroulent dans trois diocèses: Dapaong, Aného et Kara. Les activités portent sur la prise en charge médicale, psychosociale, pas-torale et spirituelle, et communautaire de ces personnes. Il y a de nombreux défis à surmonter. Ainsi, la prise en charge des orphelins et enfants vulné-rables (OEV), conséquence du Sida, devient de plus en plus importante alors que les moyens sont limités. Il faut amener les groupes communau-taires à s’impliquer dans la prise en charge des PVVIH et des OEV. Un autre défi consiste en la recherche d’autres partenaires humanitaires. Les contraintes sont aussi multiples: les nouvelles infections au VIH; le stress du personnel soignant, des volontaires de soins et la charge de travail élevée; l’auto stigmatisation des malades eux-mêmes, entre autres. Pour faire face à toutes ces difficultés, l’OCDI-Caritas Togo a recours à la subvention du traitement des infec-tions opportunistes et l’octroi des kits alimentaires aux malades démunis, les médicaments antirétroviraux (ARV) étant gratuits dans le pays. L’OCDI-Caritas Togo assure les con-sultations psychologiques pour le per-

sonnel soignant des centres et la prise en charge psychologique, pastorale et spirituelle des PVVIH. La prise en charge pastorale et spirituelle, la qualité de l’accueil, la discrétion, l’affection apportée aux malades constituent la spécificité de Caritas et favorisent un service de qualité, appré-cié par les malades et leurs familles.

Les résultats de la contribution de l’Eglise à la réponse nationale au VIH au Togo témoignent du travail engagé: 25 formations sanitaires de l’Eglise assurent le conseil dépistage volon-taire, 20 787 personnes ont été dépis-tées de 2007 à 2010, plus de 5 000 PVVIH sont sous ARV et 3 260 OEV ont été insérés dans des familles.

Support to the HIV national response

The Church participation to the HIV national response in Togo is coordinated by the OCDI-Caritas Togo with the help of its partners: Catholic Relief Services, Caritas Germany, the Secours Catholique Caritas France and Maonos Unidas

from Spain. The contribution consists in medical, psychosocial, pastoral and spiritual, and community support not only to HIV infected individuals but also to vulnerable orphans and children. Through the 25 Church health units, 20 787 individuals have been tested positive from 2007 to 2010, more than 5 000 HIV positive receive ARV treatment and 3 260 children and orphans have been adopted by families.

three tasks (…) very much overlap in con-crete life situations. It is not as if we have to finish with one and then move on to the other. Rather we often have to deal with all three at the same time. There is nevertheless some logical link between them. Reconci-liation is normally a response to a conflict situation. Such a conflict often derives from a fact or mere perception of injustice. This calls for action to install justice. The expec-ted outcome would be a well ordered socie-ty, living in harmony and peace. But all this is an ongoing project. As one conflict is resolved, new ones may crop up, which must be addressed, if the peace in the com-munity is to be maintained. If we now deci-de to treat these issues one after the other, it is mainly to put some order into our discussion.

• It has been the traditional field of activity of Caritas to move in to alleviate the sufferings of victims of conflict, often at great risk to its personnel. Many have died as martyrs of charity, as they share the insecurity and dangers of those whom they try to help. Their reward is great in heaven.

• It would seem however that Caritas has not been much involved in the processes for peace making, mediation and reconciliation in general. The Proposition 21 of the

Second African Synod recommends the setting up of “diocesan, national and regio-nal Peace Building Councils”, but this is to be within the context of the Justice and Peace Commissions. Caritas Africa should go beyond her traditional field of emergency assistance, and explore ways of contributing to conflict resolution efforts at all levels.

• Our concern about conflicts should go beyond openly violent ones. Many commu-nities in Africa are under non-violent con-flict, characterised by social tensions, com-munal antagonism and mutual suspicion. This is often as a result of rivalry and com-petition over limited scarce resources and control of political power. Such situations of tension need to be defused before they explode into open violence. It is certainly “charity” to be part of such preventive activity. How can Caritas Africa include this in its program?

• In his encyclical Deus Caritas Est, Pope Benedict XVI, in par. 26-29 discussed at length the relationship between justice and charity. In particular, he responded magisterially to the objection of those who accuse the Church of hiding behind “charity” to sustain a status quo of injustice and unjust systems. He affirms the importance of justice, which can be said to be the first stage of charity. True charity cannot ignore the demands of justice. But he further affirms that charity goes beyond justice, since it has to do with gratuitous and free giving, beyond the demand of justice.

• In the context of Africa where there is so much injustice and corruption, the Church will need to be clearly on the part of justice, especially in the defence of the poor and marginalized members of the society. But the Church should also witness to the justice of God which reconciles the guilty through forgiveness and mercy. It is not a matter of choosing between justice and charity. Rather it is elevating justice to a higher level. This is perhaps the competence of the Justice and Peace Commissions of the Church. But at some point, it would also concern Caritas.

• (…) it is good to give food to the hungry and clothes to the naked. But it is even more important to find out why people are hungry and naked and help them overcome their poverty.

• Pope John XXIII and Paul VI after him offered a (…) recipe for peace when they said: if you want peace, work for justice. Working for justice reduces grounds for anger and grievance, which in turn defuses tensions and conflicts. Pope John Paul II completes the picture by adding the element of love, mercy and forgiveness. There is profound wisdom in this addition. (…) If you want peace, learn to forgive!

• People will rather pursue vengeance in the name of justice, and thus feed the vicious cycle of hurt and revenge. But where the logic of love and forgiveness has been tried out, we find that it works.

La 7e conférence régionale de Caritas Africa s'est tenue du 19 au 21 mai 2011 à Rome. Le thème était: « Nous sommes Caritas en Afrique au service de la réconciliation, de la justice et de la paix ». Au total, 67 délégués représentant 36 Caritas nationales en Afrique y ont participé. Les invites comprenaient des repré-sentants du Symposium des Conférences Episcopales d'Afrique et de Madagascar (SCEAM). Les intervenants étaient SE Dr John Onaiyekan, Archevêque d’Abuja, Nigéria, qui a prononcé le discours d’ouverture, Son Éminence le Cardinal Robert Sarah, Président du Conseil Pontifical Cor Unum, qui a fait un exposé sur le thème: « L'identité et la mission de Caritas dans l'Église, » et Mme Lesley-Anne Knight, Secrétaire générale sortante de Caritas Internationalis, qui a fait un exposé sur le thème: « Nous sommes Caritas, unité et diversité au sein de la Confédération Caritas. »

Mgr Francisco João Silota, évêque de Chimoio au Mozambique et vice-president émérite du SCEAM, a été élu président. Les membres de la nouvelle commission régionale les Caritas suivantes: Bénin, Burundi, République Centrafricaine, Gambie, île Maurice, Ouganda et Zimbabwe. Les membres du Comité exécutif de Caritas Internationalis sont les suivants : Bénin, République Centrafricaine et Ouganda. Jacques Dinan a reconduit aux fonctions de secrétaire exécutif de Caritas Africa pour les quatre prochaines années.

A 7ª conferência regional da Caritas África foi realizada de 19 a 21 de Maio de 2011 em Roma. O tema era: "estamos a Caritas na África ao serviço da reconciliação, da justiça e da paz". No total, 67 delegados representando 36 Caritas nacionais em África têm participado. O participaram represen-tantes do Simpósio das Conferências Episcopais de África e Madagascar (SECAM). Os oradores foram Dr John Onaiyekan, Arcebispo de Abuja, Nigéria, que emitiu o discurso de abertura, o Cardeal Robert Sarah, Presidente do Pontifício Conselho Cor Unum, que fez uma apresentação sobre o tema: "a identidade e a missão da Caritas na Igreja, "e Ms. Lesley-anne Knight, Secretário-Geral saídos da Caritas Internationalis, que fez uma apresentação sobre o tema: "Nós som minha Caritas, unidade e a diversidade na confederação da Caritas. "

Mons Francisco João Silota, Bispo de Chimoio em Moçam-bique e vice-presidente emérito do SCEAM, foi eleito presi-dente. "We are Caritas in Africa in the service of reconciliation,

justice and peace" With these challenging words of the theme of the 7th Regional Conference of Caritas Africa, the new Regional Commission wants to greet all existing Caritas on the African continent! May the Spirit of the God illumine our minds and warm our hearts so that we can see, feel what is happening around us and be touched!

It is almost two months since, in Rome, the words quoted above constituted the starting point for the presentation of theories and guiding principles and served as basic points for discussion. Today, on the African soil and given the existing circumstances, these words already have a very different meaning and the appeal is much more striking. Today, reconciliation, justice and peace are no longer simple matters of mere rhetoric or pure pious wishes! They call for concrete action! Libya, which is an open sore on the skin of the African continent, is in need of reconciliation, justice and peace, now and not in the distant future! Somalia, which is socially an unstable volcano and in a continuously boiling state, is in need of reconciliation, justice and peace, now and not in an imaginable future! Faced with such a reality, what should we do and how?

The truth is that, by taking as the theme for its 7th Conference, “We are Caritas in Africa in the service of Reconciliation, justice and peace,” Caritas Africa has stepped forward and volunteered to be one of the possible implementers of the work plan outlined by the Second Special Assembly of the Synod of Bishops for Africa. Once so publicly committed, Caritas Africa cannot continue in simple contemplation of the African situation. It has to seek means and mechanisms to be truly “in the service of reconciliation, justice and peace”, here and now! And when I say here and now, I would like to draw the attention of all in order to understand well that Caritas Africa comprises all the existing national Caritas of the continent. This is to say that, each Caritas, at its level, national, zonal or regional, has a role to play in our concrete situation in Africa. It is at each of these levels, locally, that each Caritas must begin to try to implement our being “in the service of reconciliation, justice and peace”. It is clear that Caritas Libya alone cannot meet its overwhelming situation! Nor can Caritas Somalia, or Eritrea, etc. Hence the role of Caritas Africa to ensure coordination, knowing how to practice solidarity with each other at the level of the continent. By doing so, we will be able to say with honesty and head up: “We are Caritas in Africa in the service of Reconciliation, justice and peace!”

May the Lord accompany us in our efforts to search for the means and appropriate mechanisms!

« Nous sommes Caritas en Afrique au service de la réconciliation,

de la justice et de la paix » Avec ces mots provocateurs du thème de la 7e Conférence régionale de Caritas Africa, la nouvelle Commission régionale salue toutes les Caritas du continent africain! Que l'Esprit du Bon Dieu illumine nos esprits et réchauffe nos cœurs, afin que nous puissions voir, sentir ce qui se passe autour de nous et nous laisser touchés!

Il y a bientôt deux mois, à Rome, les mots cités ci-dessus constituaient le point de départ pour la présentation des théories et des principes directeurs et servaient de base pour les discussions. Aujourd'hui, sur le sol africain et étant donné les circonstances actuelles, ces mots ont déjà un sens très différent et l'appel est beaucoup plus frappant. Aujourd'hui, à la réconciliation, la justice et la paix ne sont plus de simples questions de pure rhétorique ou des vœux pieux! Ils appellent à une action concrète! La Libye, qui est une plaie ouverte sur la peau du continent africain, a besoin de réconciliation, de justice et de paix, maintenant et pas dans un avenir lointain! La Somalie, qui est socialement un volcan instable et dans un état d'ébullition permanente, a aussi besoin de réconciliation, de justice et de paix, maintenant et pas dans un avenir imaginable! Face à une telle réalité, que devons-nous faire et comment?

La vérité est que, en prenant comme thème de la 7e conférence, « Nous sommes Caritas en Afrique au service de la réconciliation, de la justice et de la paix, » Caritas Africa s’est positionnée et s’est portée volontaire pour être un des responsables possible de la mise en œuvre du plan de travail présenté par la Deuxième Assemblée Spéciale du Synode des Evêques pour l'Afrique. Une fois publi-quement engagée, Caritas Africa ne peut continuer à simplement contempler la situation en Afrique. Elle doit rechercher les moyens et mécanismes pour être véritablement «au service de la récon-ciliation, de la justice et de la paix, » ici et maintenant! Et quand je dis ici et maintenant, je voudrais attirer l'attention de tous afin de bien comprendre que Caritas Africa comprend toutes les Caritas nationale du continent. C'est-à-dire que, chaque Caritas, à son niveau, national, régional ou zonal, a un rôle à jouer dans notre situation concrète en Afrique. C'est à chacun de ces niveaux, localement, que chaque Caritas doit commencer à essayer de mettre en œuvre notre rôle d’être « au service de la réconciliation, la justice et la paix ». Il est clair que Caritas Libye ne peut à elle seule faire face à son écrasante situation! Caritas Somalie ne peut non plus, ou l'Érythrée, etc. C'est pourquoi le rôle de Caritas Africa est d’assurer la coordination, en sachant comment pratiquer la solidarité avec les autres au niveau du continent. Ce faisant, nous serons en mesure de dire avec honnêteté et gardant la tête haute: « Nous sommes Caritas en Afrique au service de la réconciliation, la justice et la paix! »

Caritas Centrafrique

Projets financés par les Nations Unies Caritas Centrafrique gère un projet d’« Appui à la redynamisation socio-économique des femmes et des jeunes affectés par les conflits dans la sous-préfecture de Markounda dans le Diocèse de Bossangoa ». Ce projet est financé par le Fonds des Nations Unies pour la Population (UNFPA) à travers le Fonds de Con-solidation de la Paix en République Centrafricaine. Le contrat a été signé le 8 septembre 2010 et le projet a effectivement démarré le 4 février 2011. Caritas Centrafrique gère aussi un projet avec l’UNICEF. C’est un projet de construction d’écoles dans la commune de Ndenga située dans le diocèse de Kaga Bandoro avec dotation en mobiliers scolaires. Construction d’écoles avec le soutien de l’UNICEF.

Caritas Central Africa manages a project to "Support the revitalization of the socio-economic status of women and young people affected by conflicts in the sub-prefecture of Markounda in the Diocese of Bossangoa". Partenariat et recrutement Premiers pas vers un partenariat

Du 25 juin au 3 juillet 2011, Caritas Comores a reçu les délégations du Secours Catholique de Mayotte et de l’île de La Réunion en vue d’établir un

projet de partenariat. En effet, du fait de leurs éloignements et de leurs spécificités propres, ces délégations vivent des difficultés que ne rencon-trent pas leurs homologues métropo-litains qui, plus proches les uns des autres, peuvent échanger sur leurs pratiques et recevoir un appui du siège national plus facilement. C’est ainsi que nos amis ont senti des besoins de collaboration et tissage de relations plus étroites entre des délégations d’une même zone géographique et avec des Caritas voisines en fonction de contexte particulier qui les lierait,

étant donné qu’ils partagent des réa-lités quasi identiques. Cette rencontre a permis aux trois entités de se connaître mutuellement, de partager leurs vécus et expériences et d’échan-ger sur les projets menés en vue de

consolider un partenariat triparti qui tienne compte des besoins et attentes des uns et des autres. Un réseau de liaison a été mis sur pied avec une personne référente pour chaque parte-naire afin de pérenniser les contacts. Recrutement d’une assistante sociale

Caritas Comores a recruté, depuis no-vembre 2010, une assistante sociale comorienne car la nécessité se faisait sentir de plus en plus face aux diffi-cultés rencontrées au niveau de la gestion et identification des indigents

qui sollicitaient l’aide de la Caritas au quotidien. Sa présence nous est très bénéfique, elle connaît la mentalité et comment vérifier et distinguer des vrais cas en faisant des descentes même au niveau dans les villages.

C’est elle également qui accompagne le nutritionniste du Centre dans l’accueil des enfants malnutris. Une trentaine de cas viennent régulière-ment, chaque samedi, pour le suivi ambulatoire. La santé mère-enfant et l’alimentation équilibrée constituent une des grandes préoccupations de Caritas Comores. L’ignorance et la négligence des mères causent ces mal-nutritions et Caritas se préoccupe pour voir comment mettre en place des animateurs villageois afin de mieux collaborer et aboutir à des résultats durables.

Partnership and recruitment

From 25 June to 3 July 2011, Caritas Comoros received the delegations from the Secours Catholique of Mayotte and Réunion Island to establish a partnership project. This meeting enabled the three entities to know each other, to share their experience on their activities with a view to consolidating a tripartite partnership that takes into account the needs and expectations of each other.

Caritas Comoros has recruited, since November 2010, a Comorian social worker to meet the increasing difficulties encountered in the management and identification of the poor who, on a daily basis, call upon Caritas looking for help.

De 25 de Junho a 3 Julho de 2011, Caritas Comores recebeu as delegações dos de Secours Catholique de Mayotte e Ilha da Reunião para estabelecer um projecto de parceria. Este encon-tro permitiu que as três entidades de saber cada um outro, a partilhar a sua experiência sobre as suas actividades com uma vista de consolidar uma parceria tripartida que tem em conta as necessidades e as expectativas de cada um dos outros.

Caritas Comores recrutou, desde Novembro de 2010, uma das Comores assistente social para responder à crescente dificuldades encontradas na gestão e identificação dos mais pobres que, no dia-a-dia, a Caritas olhando para ajudar.


Caritas île Maurice

Promouvoir l’autosuffisance alimentaire L’île Maurice, petite république insulaire, comptant 1,288 million d’habitants, importe la plupart des ses aliments alors qu’elle est une île agricole. Suite à la crise alimentaire, ressentie en 2007, les premiers touchées sont les plus pauvres. Aujourd’hui, après la crise financière internationale, nous res-sentons une flambée des prix qui, encore une fois, appauvrit ceux qui avaient tout juste le strict minimum pour survivre.

Depuis 2007, Caritas Ile Maurice avec l’aide de l’Union Européen a lancé des projets de formation agricole pour encourager le retour vers la terre et surtout encourager les familles à produire pour leur propre consommation. La Ferme communautaire, lancée en 2007, accueille aujour-d’hui des potagers, des élevages de pondeuses et de poulets de table aussi bien que des fleurs.

Le concept de potager communautaire a été un succès et aujourd’hui plusieurs paroisses cherchent à le répliquer. Il y a deux mois, une paroisse a débuté un projet de culture en « bac » en utilisant de gros récipients en plastique. Une centaine de familles participent à ce projet.

Caritas île Maurice participe actuellement a un concours national intitulé « Nu plante, nu manze » (Nous cultivons, nous mangeons) en vue d’encourager les potagers individuels et une centaine de familles du réseau Caritas s’y sont inscrites.

Caritas Ile Maurice assurera davantage la promotion de l’autosuffisance alimentaire lors de la Journée Caritas qu’elle organise le 24 juillet et qui a pour thème « Caritas une seule famille pour le développement humain ».

Promoting food self-reliance

Mauritius, a small island republic, with 1.288 million inhabitants, imports most of foodstuffs, even though it is an agricultural island. Following the food crisis, felt in 2007, the most affected are the poor. Today, following the international financial crisis, we feel a surge in prices which, once again, impoverishes those who have just the bare minimum to survive. Since 2007, Caritas Mauritius, with the assistance of the European Union, has started projects for agricultural training to encourage people to get involved in agricultural activities, in particular to motivate families to produce foodstuffs for their own consumption. The community farm, launched in 2007, today comprises vegetable gardens, egg production and chicken rearing as well as flower growing.

Promover a auto-suficiência alimentar

Ilha Maurícia, uma pequena ilha república, com 1,288 milhões de habitantes, mais as importações de alimentos, embora seja uma ilha agrícola. Na sequência da crise alimentar, sentir em 2007, os mais atingidos são os pobres. Hoje, na sequência da crise financeira internacional, que se sentem um aumento dos preços que, mais uma vez, empobrece aqueles que têm apenas o mínimo para sobreviver. Desde 2007, a Caritas Maurícia, com o apoio da União Europeia, iniciou projetos de formação agrícola a incentivar as pessoas de se envolver em actividades agrícolas, em especial para motivar famílias a produção de géneros alimentícios para consumo próprio. A comunidade agrícola, lançado em 2007, hoje é composto por hortas, produção de ovos e criação de aves, bem como flor crescente.

Most Rev. Dr John Onaiyekan, Archbishop of Abuja, Nigeria, who gave the Keynote Address, His Eminence Robert Cardinal Sarah, President of the Pontifical Council Cor Unum, who gave a presentation on theme “Identity and mission of Caritas in the Church”, and Ms Lesley-Anne Knight, out-going Secretary General of Caritas Inter-nationalis, who gave a presentation on “We are Caritas, Unity and diversity in Caritas Confederation.” On the identity of Caritas, the Cardinal reiterated that the Bishops are the custo-dians of the Church charity as the fathers of

the Church and lea-ders of the ecclesial communities. They must ensure that Caritas workers do not misuse the offi-ces but work to-wards helping the poor, hence the need to organise Caritas from grass-roots to the inter-national level. He urged Bishops to

inculcate the Caritas spirituality in all agents of evangelisation in the dioceses as a collective responsibility. The Regional Conference included the Study Sessions and the Statutory sessions. Each day started with morning prayers and reflections for the day led by various member organisations.

Study sessions were moderated by members of the Regional Commission, while the statutory sessions were chaired by the out-going Caritas Africa President, HG Arch-bishop Cyprian Kizito Lwanga, with the assistance of a moderator. The statutory session on elections was presided by the president of the Candidature Committee, Msgr. Dr. Francis Ndamira, National Director, Caritas Uganda.

7th Caritas Africa Regional Conference - Villa Aurelia, Rome, 19-21 May 2011

Final message

We, members of Caritas Internationalis of the Africa region, held our 7th Regional Conference at Villa Aurelia, Rome from 19 to 21 May 2011. Delegates from 36 member organizations attended the Conference. Were present 19 Archbishops and Bishops, 16 priests, 6 religious men and women and 30 lay persons.

We give thanks to God Almighty, father of our Lord Jesus Christ whose Spirit has guided and informed us during this important meeting. May our action always find its source in Him and receive from Him its completion.

We have been honoured by the presence of His Eminence Robert Cardinal Sarah, President of Cor-Unum, who addressed our Conference on the important topic of the identity and mission of Caritas in the Church. He reminded us that Caritas is an integral part of the evangelizing action of the Church under the responsibility of Bishops.

We have been encouraged by the presence of HE Bishop John Onaiyekan, Archbishop of Abuja in Nigeria and SECAM Emeritus President, who gave the keynote address on the theme: Caritas Africa in the service of Reconciliation, Justice and Peace and indicated concrete directions to increase the contribution of Caritas in peace, reconciliation and justice efforts on our continent.

We warmly thank the Secretary General of Caritas Internationalis, Ms. Lesley-Anne Knight, who accepted our invitation to address the Conference and sensitise us on unity and diversity within Caritas and brilliantly presented CI strategic framework, which is also ours. We take this opportunity to commend the remarkable work she has accomplished during the past 4 years as Secretary General and we express to her our best wishes for peace and confidence in the future, and we implore the God’s blessing on her and her family.

During the meeting we took cognizance of Caritas Africa President’s and Executive Secretary’s reports for the past four years and we give thanks to the Lord for what has been achieved for the benefit of our communities in various areas.

We have been able to share our experiences in the field of emergency response, in the fight against poverty and the organizational strengthening of our Caritas. We celebrate the results achieved in several countries and we are committed to be further involved to overcome the difficulties by strengthening our capabilities and our means of action.

We were able to focus on the CI Strategic Framework and on Proposal n° 17 of the Synod of Bishops for Africa, as well as on the experience and challenges expressed by our member organizations. This allowed us to formulate guidelines and recommendations for the development of an Action Plan to contribute to face the challenges of the eradication of poverty in cooperation with our Confederation called upon to act as a single family, conscious of its identity and of its mission as a socio-pastoral instrument.

This Conference was also an opportunity to renew the governance of Caritas Africa. HE Bishop João Francisco Silota, Bishop of Chimoio in Mozambique and SECAM Emeritus Vice-President, was elected President. A new Regional Commission has been put in place and includes: Benin, Burundi, the Central African Republic, the Gambia, Mauritius, Uganda and Zimbabwe. The members of the Executive Committee of Caritas Internationalis were chosen. They are the following countries: Benin, the Central African Republic and Uganda.

Mr. Jacques Dinan was reappointed as Caritas Africa Executive Secretary for the next four years.

Members of Caritas Africa expressed their gratitude to his Excellency Archbishop Cyprian Kizito Lwanga, Archbishop of Kampala whose leadership and unwavering commitment have con-tributed to the strengthening of Caritas Africa’s role and profile within Caritas Internationalis.

The Conference commended the Regional Secretary and his team of Lome and Nairobi for the excellent organization and running of this Conference. Similarly, thanks were addressed to the staff of Villa Aurelia for their gentleness and their hospitality.

May the Lord help us become daily witnesses of his Love without discrimination and give us his strength so that we may, after Him, go around doing good like Him.

May our Lady of Africa intercede for us.
