In summary, we felt that there is an enormous amount of information on psychometric instruments.
Each instrument should not only be evaluated prior to testing, but extensive research should be done to see if this particular instrument is a good measure for what you are trying to accomplish.
Costs are always a factor and can vary depending on population size and how detailed you want the evaluation.
