COMMUNICATION AS A TOOL FOR SOCIAL MOBILIZATION.SUMMARY

This document aims to present the strategic communications planning the Institute Ekko Brazil (IEB) applied in various projects, particularly in the Otter Project during the years 2013 and 2014. The document is divided into three stages, the introduction, the description planning of communication actions and public policies and campaigns carried out and their results. In particular, the campaign represented an important strategic tool for the communication of the Otter Project, established after deep reflection and discussion of the entire team. Communication, therefore, is seen here as an essential auxiliary force for social change and adverse changes realities.

The communication in our society can be characterized as the fourth power, as their level of relevance as a social function. We live in the information age! At no other time in history it has been able to access so much information so almost instant and several channels. Given this wealth of information is a challenge to get the receiver to receive and understand the message sender and thus transform it into knowledge. This allows the citizen (receiver) make the best decisions and participate fully of the actions necessary to achieve the objectives of society. Communication then becomes a fundamental part of any democratic and social process, acting to move and not just linearly.

For the IEB, the main role of communication is to get contextual information to society, serving as a vital tool for social mobilization. The main objective is to increase the ability to influence and add social and political actors, decision makers, around the desired social change. In this sense, communication in Otter Project operates closely integrated with scientific research and environmental education, acting as an important tool for social mobilization. So looking up the fostering of public policies and the promotion of social interface between scientific research and actions for conservation. Thus, social mobilization can be defined as the convening of wills in pursuit of a common goal, shared (Toro & Werneck, 2007). The figure below illustrates the interaction and dependence on a common goal with the different social sectors.

The integration of different sectors: public, private, NGOs and society in search of a shared horizon is the main point raised by social mobilization. In the case of the Otter Project, we can say that the preservation and conservation of water is the main collective problem to be worked, the conservation of species (otter and giant otter, for example), passes through water conservation. Besides the fact that the water problem associated with the issue of climate change, makes the collective problem even more disturbing. The amount of CO2 today is 180 times higher with the Industrial Revolution reference. As a result of greenhouse suffer an increase of 0.8 ° C in the Earth’s temperature. The year 2014 is already considered the hottest since 1880, and for 2015 the forecasts are not encouraging.

The Intergovernmental Panel on Climate Change (IPCC) warns that already passed the point of no return and that an increase of up to 2 ° C by 2100 is inevitable. We need to prepare for this increase is not greater, and if nothing is done, increasing temperature should reach 4 ° C. In this worrying scenario water is a major concern and Brazil gets to be dramatic. About 34% of water is lost in distribution, twice the maximum recommended by the UN of 15%. In São Paulo, for example, according to Sabesp, 10% is lost in the capture, 15% in the treatment, 34% in distribution and 20% at home. The Cantareira, SP main water reservoir is on the verge of collapse. Even in an optimistic scenario, with heavy rains, 25% above the historical average for January, you can not reset the dead volume. Against this backdrop, the Institute Ekko Brazil / Otter Project seeks to define strategic planning for 2014/2015.

Since 1986, with 28 years of research, the Otter Project has established itself as a national and international reference in the Neotropical otter studies. This development and recognition was not achieved by chance. There were many years of hard work, preparation and training. Currently, for example, the IEB is an important member of the IUCN Otter Specialist Group (Group of otters experts of the International Union for Conservation of Nature) and coordinator in Latin America for longicaudis Otter sub-group in IUCN OZ Task Force (International Union for Conservation of Nature, Power Group task for otters in zoos and aquariums). The big difference, which has more drawn the attention of international experts is the IEB’s capacity successfully integrate the research with social mobilization aimed at public policy. This has drawn attention face the results, particularly with regard to community co-responsibility, the example design in Pantanal MS. The International Otters Congress, held in 2014 in Rio de Janeiro IEB was invited to give one of the opening speeches and presents six scientific papers. Therefore, it can be said that the main goal of IEB / Otter Project is seeking actions for the conservation of the otter and giant otter, passing mainly for the preservation and conservation of water, an essential commodity for all.

The communication strategic planning was directly linked to the specific objectives of the Otter Project Phase II and was based on the principles of social mobilization. The objective was to strengthen the brand of the Otter Project and its sponsor, Petrobras Environmental Program, as well as promoting conservation and public policy actions. Therefore, planning followed two paths, the communication to the general public and the communication addressed to the mapped public. For mass communication large vehicles such as TV, radio and print media were used. Targeted communication was planned in stages to the mobilization of wills and call of the three sectors, government, non-governmental and private, as well as society as a whole. Much was organized in the form of campaigns. This all resulted in 280 inserts, 42 printed newspaper, two printed magazine 217 online, 5 in open national network TV, 11 in open regional network TV and on Radio 3.

Communication as a tool for social mobilization, it became a process, an interface between the various actions and research with social. As design is replaced by a defined methodology based on four key steps: imaginary formulation, definition of the field, collectivization and monitoring. The starting point of the work performed was the identification of problems making collective. In this sense, the otter and giant otter, as symbols species, represent the Sentinels of water by acting as regulators of the ecosystem and protecting a collective good, water.

The press played a key role in shaping public opinion, serving as a major strategic ally. She was responsible for creating a positive image to the public, disclosing the Otter Project and the actions undertaken by this. This mass communication was combined with the communication addressed to different mapped public. Thus, the identification of the public, was what began the mobilization process. The first stage of the communication process, the imagery of the formulation, is the concept of building the why preserving at the same time making clear the objective to be attained. Every mobilization is directly linked to the ability to communicate to all audiences, so clarity and objectivity are very important. From there they were developed specific features and languages for each produced content. Much of this content has been worked on campaigns form, which tried to group the issues raised in scientific research, taking them to the interested public.

For each identified audience and their roles, the communication of the Otter Project thought and directed specific communication pieces, using environmental education as a tool. This was designed in mobilization campaigns format, working information to the public could build a positive judgment of the project in order to participate in co-responsibly goals. The actions were designed in an integrated manner to the survey: activities and environmental education materials, printed, events, short courses, workshops, and a Symposium Otters and Giant Otters. Thus, several campaigns have been developed long 24 months, integrated with each other. These were intended to promote collectivization, a common, integrated goal. Sharing the results with the public involved, helped to legitimize the cause, which enlisted the help of other means of communication indispensable, the press

The relationship with the press was essential to spread the Otter Project and the objectives of this to the conservation of the environment, water and neotropical

otters. Therefore, several mass media were used: print, TV, radio and online news. The strengthening of relations with journalists, as strategic allies was designed, generating greater interaction with the essays of vehicles.

The communication of the Otter Project raised issues that affect people’s lives, working good dialogues, production of articles with ethical content, qualified, and transparency. Thus had an important role in the production of information relevant to society, not only acting as public relations. This generated a very large number of spontaneous media, including insertions in TV nationally. Such interest was enhanced by the fact that cross-cutting themes of the Project are aligned with the objectives of Agenda 21, seeking to collaborate in reducing the framework of social inequalities prevailing in the country, and encourage a more equitable and balanced development. For example, the social imbalance has strong influence on unsustainable uses of natural resources, compromising the welfare levels of future generations.

The environmental issue project focus is water and biodiversity, discussing the way people relate to these topics. Therefore the project uses the otter and the giant otter species as flags, defined as Sentinels of the Waters. Thus the project is planned based on the problems identified and harsh realities that have an impact on public policies related to the areas of study.

COMMUNICATION PLANNING

IEB / Otter Project within their social mobilization plan, sought to coordinate with various institutions and associations in order to promote public policies at the municipal, regional, state or federal level An example of this is participation as a member of IUCN OSG (Otter Specialist Group ), including acting strongly in the XI International Otters Congress that took place in August in the city of Rio de Janeiro and for the first time in Brazil. During this event the Otter Project was responsible for creating the vocalization subgroup of Otters, which addresses issues and research related to voicing otter species in the world. However, the most notable event was the discussion related to the social mobilization work associated with research. This was considered as a contemporary approach and served as an example for other members of Congress.

IEB / Otter Project is also part of IUCN OZ Task Force (Otters in Zoo, Aquariums, breedings), where Carvalho Junior is the coordinator in Latin America for the sub-group Neotropical otter. Thus the Otter Project was called as a consultant to the latest edition of the Brazilian List of Endangered Species, held in Iperó at the headquarters of ICMBio / CENAP. For the first time, due to the Otter Project activities, the otter came to be categorized as vulnerable in the Atlantic Forest. Then, during the XI International Congress Otters, Otter Project contributes to change the status of the Brazilian otter in the IUCN Red List of Threatened Insufficient data to / Vulnerable. These two facts illustrate two important actions, national and international other.

Regionally IEB / Otter Project is member elected in the South Cubatao River Committee. The South Cubatao River Basin is part of Florianópolis, and therefore belongs to the Project study area. Most of the water that supplies the Santa Catarina Island comes from the drumstick Salto, located in Cubatao River Basin. The project is also part of CETEA (Camara Environmental Technical Education), connected to CONSEMA (Environment Council) where several meetings of the technical group were carried out on the basis of the Otter Project in Lagoa do Piri. Besides CETEA Otter Project participates in GETEA (Technical Group for Environmental Education). These three actions can be characterized as regional.

At the local level the project was part of ASMOPE (Association of Peri Lagoon Residents). From the ASMOPE the Project decided to create the Social Environmental Center, an initiative that brings together women living or not of the Peri in SC Lagoon. The same was done in the Project based on the Pantanal MS in Aquidauana. In the core are discussed various environmental actions necessary to the community, such as the reform of the Community dump. At the time this reform is being coordinated by the Otter Project, involving COMCAP (Capital Improvement Company) responsible for garbage collection and the FLORAM (Municipal Environment Foundation). The Environmental Center aims to articulate the best and increase the participation of the surrounding communities in the Project.

In addition to the core, IEB is the NGOs in the Advisory Board of the Municipal Park of Lagoa do Peri, which is being discussed the re-categorization of the protected area under SNUC (National System of Conservation Units). Recently, the IEB has obtained registration by the CMDC (Municipal Council for Children and Adolescents). Thus, the Otter Project, in planning future activities, may extend its assistance to children and youth in order to provide activities in period of school hours.

Equally important, the partnership signed with FLORAM resulted in two vital actions for the preservation of Lagoa do Peri, the study site of the Otter Project. The first was the banning of barbecue, from 2013 to Peri Lagoon Park, in which case the Otter Project supported the initiative and helped in the implementation of the ban following the law creating the Peri Lagoon Park, where it is prohibited practice of any act that may cause the occurrence of fire. The pond of Peri is an ecological sanctuary for neotropical otter and fire surrounding the pond can cause serious damage to species habitats in the local ecosystem. Already another important action was the implementation of the Municipal Law 9097/2012 establishing the municipal policy of removing species of Pinus, Eucalyptus and Casuarinas by native species in Florianopolis. This removal, then d replaced by native species, is of utmost importance as it contributes to the conservation of the natural system of the South Island, especially the Peri Lagoon.

In the Pantanal Otter Project also stood out, participating, for example, Council APA Park Road Piraputanga chosen to join the Board as a representative of NGOs. In addition, the project acted strongly by the Tourism Department of Aquidauana to develop actions aimed at tourism in the region. Discussions were based on low environmental impact and the participation of community-based, in order to offer an economic alternative to fishing. In addition to the Department of Tourism Project has a great partnership with the Center of Reference and Support for Aquidauana woman (CRAM) that works with women of indigenous villages located in the territory of Aquidauana. Today, indigenous women 3 Terenas villages, are responsible for designing the ecobags (green bags) Project. In order to encourage conservation actions in the area of tourism, the Otter Project, since 2014 is Comtur member (City Council Bonito Tourism) National reference on the subject. In this group, the researchers of the Otter Project sought to align strategies to work and foster community-based conservation tourism in the municipalities of Aquidauana, Anastasius and Miranda. Besides Comtur, another important partnership that is being built is with the Water Way Project, Sierra Bodoquena, also sponsored by Petrobras. The Otter Project has participated in events organized by the Water Way through standes and lectures.

In addition, since 2012, the Ekko Brazil Institute is member of the Movement We Can and actively participates in discussions and dissemination of the 8 MDGs. Received certificates in 2013 and 2014 for the results achieved with respect to the Millennium Development Goals, MDG 3 (gender equality), MDG7 (quality of life) and MDG8 (quality of life and respect for the environment). Below is more details on the MDGs held.

MDG 3 - The Pantanal Linhas project, sought to work on self-esteem and appreciation of indigenous women Tribe Terena in the Pantanal base’s operating area. Today, indigenous women 3 Terenas villages, are responsible for designing the ecobags (green bags) project. These tote bags today are “fashion” in the region, used by the community in general, classes A, B and C. The Indians, before broken down, have been respected and admired by increasing the self-esteem of these women.

PARTICIPATION IN NETWORKS AND PUBLIC POLICY

MDG 7- The social mobilization campaigns, used tools such as environmental education to raise awareness mapped public about the rational use of water and the importance of preserving species.

ODM 8- The creation of a core environmental and partnerships with the public sector, companies, associations and councils aimed to foster and public policy and work more relevant social and environmental problems surrounding the two bases of the Otter Project community.

The set of communication actions undertaken resulted in more than 9,000 people directly involved. The main strategy used was the organization of communication objectives in the form of campaigns.

In particular, the campaigns represented a strategic tool for communicating project, working directly with the public to which the Otter Project relates, which was made after deep reflection and discussion of all of the Otter Project team. Communication, therefore, is seen here as an essential auxiliary force for social change and adverse changes realities.

Held in the second quarter, from 19 to 22 March during the week of World Water Day (celebrated worldwide on 22 March). This happened in Santo Amaro da Imperatriz, Santa Catarina, where is located the Basin of South Cubatão River and are conducted research with the Neotropical otter. The purpose of the event was to raise awareness and sensitize children, youths and adults, for the conservation of water and aquatic ecosystems using the otter as a species flag.

The event also aimed to approach the community government, watershed committees and similar institutions as well as other NGOs. This approach aimed to assist in the formulation and implementation of public policies, focused on the planning and management of water resources. The event was further strengthened by the fact that 2013 was considered the International Year of Cooperation for Water, proclamation made by the United Nations (UN) and coordinated by the United Nations Educational, Scientific and Cultural Organization (UNESCO) . UNESCO was one of the partners of the Otter Project in the event in Santo Amaro da Imperatriz, giving support materials and the visual identity of the global event.

Were answered directly at the event 800 children from municipal public schools, between 4 and 14 years .. The main venue of the event was in school Augusto Althoff and space donated by Sintraturb (Union of SC Urban Transport). During the event were held lectures on the otter, the Atlantic Forest and the use of water resources. Also of native seedlings workshops were made, play activities on the negative presence of garbage in rivers and on the importance of rational use of water. All actions were accompanied by ecopedagógicas activities, and the otter focus.

In the fourth quarter, otters rescue action was important to highlight the research base of the region of the Otter Project in the Pantanal of MS. Three lontrasforam redeemed in Piraputanga district of Aquidauanaferidas and weakened. Mothers of babies were killed by shots to the fishermen who claimed that animals were removing the bait hooks galls, practice prohibited in the region.

One of the puppies died on the spot, and the other two were under the care of the Otter Project. The female, after rehabilitated, was forwarded to the Wildlife Rescue Center (CRAS) MS, located in the capital, Campo Grande. The other cub, male, still came under the care of the staff another month, and also forwarded to the CRAS after fully recovered.

This episode of rescue, generated a general commotion around the cause of otter conservation. After an interview on local radio with a researcher of the project, the community sympathized with the plight of animals voicing outrage at all what happened. It was a great way to do Lontra Project and disclosure of their actions with direct impact on how the local population sees the otter. One result was the invitation of the local radio for a weekly 5 min, on topics related to environmental preservation. In addition, the agenda has created a great national exposure, generating inserts media at national level, such as the Global Rural program.

The Water Sentinels Campaign followed the same format of the campaign carried out in 2013, in Santo Amaro da Imperatriz-SC. The campaign for the year 2014 – Water Sentinels, was held in the city of Aquidauana-MS, where is located the base of the Otter Project in the Pantanal. The goal was to create moments of reflection, analysis and awareness about the environmental issues facing the region. The end result was the preparation of suggestion plans and measures for rational use of water. UNESCO was one of the partners of the Otter Project in the campaign, giving support materials and the visual identity of the global event.

The event took place between 17 and 22 March 2014 in the city of Aquidauana-MS. The activities took place simultaneously in four public schools, with the participation of directors, coordinators and teachers of the school units. The main topics discussed were the use and quality of water, because of the floods, in addition to the impacts caused by pollution and fishing on the River Aquidauana. Equally important was the promotion of conservation tourism, using otters and otters as species flags for the conservation of Aquidauana River and other rivers.

It is worth noting the making of ecobags by indigenous villages in the region, distributed to schools during the event. There were about 2,000 ecobags distributed free. In addition to representing an economic alternative for indigenous women, this action resulted in an improvement in self-esteem of women and an incentive to return to sew. From 11 to 15 August, the city of Rio de Janeiro hosted the XII International Congress on Otters. The event, held for the first time in Brazil, marks the main meeting of leading experts in the world otters. This is promoted by the International Union for Conservation of Nature (IUCN), a nonprofit organization, reference in the world of environmental conservation, responsible for the main Red List of threatened species IUCN Red List of Threatened Species. The event featured the theme “An action plan for the future” in order to establish viable goals for the conservation of 13 species of otters in the world. The Otter Project, reference to promoting the conservation and scientific studies on the species, was one of the main supporters of the event. Held every three years in rotation system among continents where the species occurs, the event took place during the Forum of Science and Culture of the Federal University of Rio de Janeiro (UFRJ). The last three editions were held: North America (Frostburg - USA, 2004), Asia (Hwacheon - South Korea, 2007) and Europe (Pavia - Italy 2011).

The event had as its main supporter the Otter Project, with its brand and Petrobras included in all materials distributed.

During the Congress discussed the condition and the efforts to reduce the threat to 13 species of otters. In addition, representatives from every continent made a presentation on the findings of the last three years in each region.

Most species of otters are with decreasing populations, one of the topics addressed at the conference and was part of the opening speech made by Nicole Duplaix, one of the world’s largest otter researchers. She announced that the longicaudis Otter will have its status upgraded to 2014. insufficient data, this will be modified to vulnerable.

In celebration of World Environment Day, the Otter Project conducted environmental education activities in three indigenous schools, 1 Pantanal and one urban, between 02 to 11/06. The talks reached directly 602 students and 15 teachers. In another event, V Environmental Fair Institute of Water Serra da Bodoquena (IASB) were held two lectures for about 120 students and visitors of the fair. During the two-day exhibition had the visit of 260 people at the booth, most students who participated in the Otter set. During the event the theme was worked Sentinels for Water, focusing on the otter and the otter as guardians of aquatic and terrestrial environments (Riparian Forest).

In the eighth quarter of 2014, the Otter Project was the director of this event, held at the Federal University of Mato Grosso do Sul (UFMS) - Campus Aquidauana, in the days 04th and 05th December. The initiative, which took place for the first time in the region, brought two international speakers, reference Otter studies, members of the International Union for Conservation of Nature (IUCN), Dr. Nicole Duplaix (IUCN / SSC Otter Specialist), group leader otters experts from IUCN and Jan Reed Smith (IUCN / SSC OSG OZ Task Force), leader of the group of experts otters in captivity. The lectures were organized to highlight issues of concern related to animals in the wild and in captivity, and the importance of social mobilization for the conservation of these species.

During the symposium, the topics have highlighted the studies of otters in natural environment otters in captivity, and the importance of action research for social mobilization and conservation of the species. Each participant received a kit containing a ecobag, institutional folder of the Otter Project, the Otter Project keychain, block with visual identity of the event, the Otter Project pen and a shirt with visual identity of the event.

The ecobags distributed free to participants of the event were made by Indian Tribe Terena - Village Green Lemon. The coffee break served during the two-day event was provided by partner Bakery Viana, the audience for the event was donated by the Federal University of Mato Grosso do Sul, the hotel where the speakers have stayed granted a discount on daily, Restaurant Pantaneira station provided the cocktail and the space for the realization of the Symposium opening event. Finally, students UFMS volunteered during the execution of the event to assist with logistics. After the Symposium, there was a technical workshop a week at the base of the Otter Project of Santa Catarina, in Florianópolis between 09 and 12 December, involving both international speakers which resulted in several strategic actions for networking in Pantanal region with several researchers from different institutions are working together in an integrated fashion to produce more comprehensive results about the conservation of the otter and the giant otter.

It is the permanent commitment to promote actions to foster ethical behavior, ecological, sustainable and contribute to the improvement and quality of life of the local community, the environment, and society as a whole. The NUSA aims to work together with local partners, identifying local needs and strategies for change of adverse realities. The dissemination and exchange of information are carried out through courses, workshops and teaching materials, as well as meetings in the Social and Environmental Centers of Florianopolis and Aquidauana.

The Project Otter Ekko Brazil Institute (IEB), during the years 2013/2014, focused on the development of research related to the recovery and conservation of neotropical otters in coastal, marine and freshwater environments. The surveys were conducted in Santa Catarina (Base City: Florianópolis) and Pantanal - Mato Grosso do Sul (Base City: Aquidauana). Three biomes were studied areas: Atlantic Forest and Coastal Environments in Santa Catarina; and Pantanal in Mato Grosso do Sul. The project aimed to the recovery and conservation of the otter and giant otter, mapping the spatial and temporal distribution of animals, describing behavioral patterns, physiological and hormonal dynamics, and increasing environmental awareness and concern of the communities involved to conservation of biodiversity.

The socio-environmental mobilization and environmental education were important tools for achieving the various goals proposed. The conservation tourism in the Pantanal and Atlantic Forest, climate change and biodiversity conservation are the main topics covered in environmental education, cross-cutting theme of research projects. Through this, the aim was to involve the community in actions that could lead to economic and quality of life gains associated with biodiversity conservation. The integrated approach of all these aspects aimed at improving the quality of life through education, the development of alternative sources of income, and a healthier environment. The results include socio-economic and environmental data, description of the diet composition and determining the density and distribution of otters and giant otters in the study areas.

At the Sanctuary, the focus were studying the effects of captivity in the animal’s stress, monitoring the sexual maturity of the species, time of year otter reproduction, and the definition of ethological born patterns and innate individuals in captivity.

The study area in the Pantanal coincided with the territorial area of the municipality and the Aquidauana river that crosses it. The whole area was mapped in GIS to produce environmental, social and economic thematic maps. The Rio Aquidauana has about 1200 km, and of this total, 60 km were sampled. The approach was made in an integrated manner, from research in the field with otters and giant otters, and environmental education and social mobilization in the communities in Florianópolis (SC) and Aquidauana (MS).

The study area of Florianópolis included a set of Watershed utmost importance as the Lagoa do Peri, Lagoinha do Leste, Naufragados and Cubatão River in Santo Amaro da Imperatriz. The Watershed of Lagoa do Peri, Lagoinha do Lest and Naufragados, correspond to a total of approximately 30 hectares of protected areas. These areas integrates the main natural system of water captation from southern Santa Catarina Island. The biggest of these three is Lagoa do Peri, located on the southeastern coastline of the island of Santa Catarina, to 27º43’30 “south latitude and 48º32’18” west longitude. The total area of the main watershed, the Lagoa do Peri, is about 20 square kilometers, where the pond water surface is 5 km².

The research developed in the Pantanal had as main objective to study the ecology of the otter and giant otter and set a self-sustainable project based on social mobilization with the participation of ecovolunteers. The two retro-feed. Studies with the giant otter and the otter serve to define research protocols in the study area, while providing information in how the to the ecovolunteering can be deployed. Research on otter ecology aim to raise basic information to fill knowledge gaps about the species in the biome Pantanal and Atlantic Forest, as well as serve as subsidies for environmental education and social mobilization.
