Editorial
National Defence Institute (IDN) is at full speed!
IDN has managed to achieve its goals settled annu-
ally, and has been successful in implementing the
guidelines defined in its strategic plan for the pe-
riod of 2013-2017.
I am positively surprised with the results that are
being achieved by a small team, which is still under
construction, at a new institution as it is IDN.
In the area of training and education, after the 1st
CPOS in 2013/14 and 1st CEEM in 2014/15, we are
currently on the 3rd academic year and already im-
plementing the 2nd CPOS, which counts with PNTL
and F-FDTL officers. In this area of training and
education, IDN is working hard envisaging the
construction and planning of the National Reflec-
tion Course, through which it aims to actively con-
tribute in promoting reflection and debate on key
interests and major national and international con-
cerns. Secondly, the increase in R&D+I activities, with
the emergence of the first research projects within
specific and well-defined research lines, it is yet
another reason to respect the work of this Institute,
which may make a valuable contribution to the
creation of knowledge in East Timor.
Finally, the level of debate and discussion of topics
that are relevant to national strategic thinking, will
be addressed again soon as we are organizing the
second IDN Conferences 2015, after the recog-
nized interest shown by different participant who
participated in its 1st edition in 2014.
In conclusion, IDN has face many constraints and
obstacles however it has always been able to over-
come them.
I am honored to simple contribution that I have
contributed to its development.

O n January 7, as part of a major training com-
ponents of the 1st CEEM’s public presenta-
tion and defense of research group final projects
was held at the auditorium of the Instituto de
Defesa Nacional (IDN).
Three (3) research projects developed by three
groups of officers during the programme were pre-
sented:
The 1st, entitled "Timor-Leste and g7 + : the bene-
fits of being member" was presented by Superin-
tendent Olavo Cristóvão, Assistant Superintendent
Pascoal Ferreira Guterres and Assistant Superinten-
dent Raimundo de Araújo.
The 2nd research project, entitled "The Maritime
Authority of Timor-Leste today and a vision for the
future" was of the responsibility of Superintendent
Lino Saldanha da Silva and Captain-Lieutenant
John Francisco of Fatima.
The 3rd and last research project was entitled "The
Community of Portuguese Speaking Countries
(CPLP) and its general objectives: what kind of
contributions can it bring to the presidency of
Timor-Leste", presented by Superintendent Inácio
dos Santos Saldanha, Assistant Superintendent
Moses Amaral and Major Celestino Pinto.
The jury of the research group final projects was
chaired by Captain-of-Sea-and-War "CMD"
Donaciano Gomes, Director of IDN and the exam-
iners Lieutenant Colonel Luis Fernandes
(Portuguese Army), Second Project Technical Di-
rector of Military Technical Cooperation (MTC);
Students of 1st CEEM Public Presentation and Defense of
Research Group Final Project.
Captain Sousa Pereira (Portuguese Navy), from the
Center Joint Cooperation of the Portuguese-
Timorese MTC; and Inês Narciso, Advisor for the
Department of Research, Development and Innova-
tion (RD & I) of IDN; and the supervisor of the
research projetcs, Major Infantry
"CMD" (Commando) Hugo Fernandes, Director of
the CEEM.
The ceremony ended with the delivery of souve-
nirs, by the IDN, to each of the examiners
CEEM’s main objectives were to:
qualify the senior officers for the performance
of duties in the operational and strategic level,
national staffs and high command of the F-
FDTL and the PNTL; and national and interna-
tional organizations;
update and standardize skills and military-
technical knowledge of senior officers of F-
FDTL and PNTL;
providing senior military / police officers with
appropriate academic knowledge with regards
to the challenge of globalization to fulfill the
assigned missions and be proactive in the na-
tional development process;
Consolidate the esprit de corps .

T he 12 students of the 1st Elementary Staff
Course , visited Portugal between 11 and 20
January 2015.
The overall objective of the final visit of the 1st
CEEM was to know and understand the practical
reality of the similar organizations in partner coun-
tries, from the point of view of both the knowledge
and of the pragmatic perspective.
The visit started with a visit to the Embassy of the
Democratic Republic of Timor-Leste (RDTL) in
Lisbon to meet with H.E. Ambassador Maria
Paixão da Costa.
During the whole period of the visit to Portugal the
Military, Police and Civilian Officers kept in touch
with several Portuguese entities, such as Autónoma
University Lisbon (UAL), Nacional Defence Insti-
tute of Portugal, Directorate General of National
Defense Policy of Portugal (DGPDN), Institute of
Military Higher Studies (IESM), Institute of
Higher Police and Homeland Security Sciences
(ISCPSI), Port of Aveiro, Institute of Information
and Administration Sciences (ISCIA), School of
Weapons (EA), in Mafra, Air Base nº1, in Sintra,

Highlight
Intervention for Protection and Rescue (GIPS) of
National Guard (GNR), Alfeite’s Naval Base, and
the Naval Academy (EN), School of Marine Tech-
nology (ETNA) and the Ship of the Portuguese
Republic (NRP) “Viana do Castelo”.
As part of this visit, the students were also granted
certificates for the participation in the modules
taught by UAL and the ISCIA at the IDN.
The visit to Portugal was complete with the visit to
the Shrine of Fátima.
The 1st CEEM was a qualification course directed
primarily to senior officers of F-FDTL, but was
also attended by PNTL officers and elements of
other public entities. The course was structured into
three training modules: the Base Training Module
(MFB); the Specific Training Module (MFE) held
in two parts, the military and police; and the Joint
Training Module and Integrated (MFCI).
The course lasted 40 weeks on a daily basis .

According to the Course Director "now it is the
time for these officers to use these lessons for the
development of their own institutions and Timor-
Leste."
During his speech at the event, the Director of
IDN, CMG Donaciano Gomes stressed that " with
the sense of duty the officers accomplished another
step which constitutes an important contribution to
the preparation and qualification of the Armed
Forces and Security Services and Public Admini-
stration, now we know we can count on the stu-
dents of the first CEEM as more and better pre-
pared elements to engage with professionalism and
excellence in new functions of command, direction
and support to their respective staffs. "
The event counted with the participation of mem-
bers of the F-FDTL and PNTL, Diplomatic Corps
and Academics, among others, and was concluded
with the delivery of the Course Diplomas and with
the viewing of a report on the CEEM study visit to
Portugal between 11 and 20 January 2015.
C losing ceremony of the 1st CEEM took place
on the 30th of January 2015, in the auditorium
of PNTL Training Centre, in Comoro.
The ceremony was chaired by the Director of IDN,
CMG "CMD" Donaciano Gomes and started with
the National Anthem, played by the choir group of
"Santo António", followed by a minute's silence in
tribute to the martyrs of National Liberation, read-
ing of the code of honor of IDN by the Students
and the viewing of a film about the IDN.
The Head of the Class, Superintendent Lino
Saldanha, made a speech highlighting this special
occasion where "we have fulfilled our mission and
will strive in the future to apply the lessons learned
so that we will have a positive impact, personally
and professionally, in our institutions and to our
country, Timor-Leste. "
For Major Moutinho Fernandes, Course Director,
students demonstrated a spirit of serving with
pride, professionalism and competence, fulfilling
their missions and tasks proposed in an effective
and efficient way.

T he Japanese Ambassador to Timor-Leste, Mr.
Eiji Yamamoto, together with Mr. Yutaka
Ishii, First Secretary for Political Affairs at the Em-
bassy of Japan in Dili, visited the IDN on February
13, 2015.
This visit aimed to know more about IDN and pre-
pare future ties of cooperation between the Na-
tional Defense Institute and Japanese counterpart’s
structures.
During the visit, the Director of IDN made a pres-
entation on the institution to the Ambassador of
Japan, to which it followed the signing of the Book
of Honor and the exchange of offers. In the end,
Mr. Eiji Yamamoto visited IDN facilities.

PROTOCOLS AND PARTNERSHIP
The involvement and cooperation of the IDN with other partners, national and international,
namely higher education institutions both public and private entities, is considered as a strate-
gic point for the facilities, development and consolidation of the Institute.
More information on protocols signed so far is available at IDN main website.
Similarly, the IDN also intends to strengthen relations with countries of ASEAN and the Mili-
tary-Technical Cooperation with countries of CPLP.
U nder the training plan of the human resources
of IDN, and with the aim of creating an or-
ganizational culture towards to the quality and ef-
fectiveness in different functions, areas and ser-
vices of IDN, it was held a Portuguese Language
Course between January 19 and March 5, to 14
members of IDN’s staff , taught by Professor Luís
Filipe Pereira.
This training was held for 6 weeks with a total of
63 days. The course was attended by two elements
of logistics, 2 of human resources, 2 of procure-
ment, 2 of finance, 1 advisor for planning and ad-
ministration, 1 employee of the knowledge re-
sources department and 4 of the services and sup-
port department.
On the last day of classes a small meeting was held
to deliver certificates to the students.

M inister of Defense of Timor-Leste, Mr. Cirilo Cristóvão visited IDN on March 3, 2015.
The visit aimed to know more about the National Defence Institute, its activities, its courses and its
planning for the current year.
After being received by the Director of IDN, CMG "CMD" Donaciano Gomes, the first moment of the visit
started with the a welcoming presentation.
Secondly, IDN Director also made a brief presentation on the development of the institution, since its foun-
dation in December 2010, pursuant to Decree-Law No. 12/2010 of August 26, through the strategic plan
(2013-2017) that guides the institution’s implementation of the national strategic goals and to become a
reference in what concerns higher education, aiming at being the University of National Defence and thus
develop and qualify strategic thinkers and planners within the framework of National Defence.
During the visit the minister also had the opportunity to visit the IDN facilities, sign the Book of Honor and
participate in a "Port of Honor".

EDITION OF COURSE FOR PROMOTION TO
SENIOR OFFICER (CPOS)
O n 9 of March, the 2nd edition of the Course
for Promotion to Senior Officers (CPOS) was
launched in IDN with the Officers from F-FDTL
and PNTL.
The CPOS is inherently a course of promotion and
is part of the training process throughout the career
of the officers of F-FDTL and PNTL. The course
can also be attended by civilian officers of other
public entities under a superiorly defined access
regime, adapting on the course objectives to the
beneficiary organization, and in a later phase of
the course.
Moreover, CPOS is a qualification course for
senior officers promoting the deepen , update and
standardization of knowledge of the officers of the
F-FDTL and PNTL.
The CPOS aims to:
Contribute to the preparation of the officers
with the rank of Captain or First Lieutenant /
Chief Inspector in order to provide them with
necessary skills and technical-military / police
knowledge for the performance of their duties
as senior officers;
Providing senior military / police officers with
appropriate academic knowledge with regards
to the challenge of globalization to fulfill the
assigned missions and be proactive in the na-
tional development process;
Update and standardize skills and military-
technical knowledge of senior officers of F-
FDTL and PNTL;
Consolidate esprit de corps of F-FDTL and
PNTL;
Providing satisfaction of a special promotion
condition to officials with the rank of Captain
or First Lieutenant / Chief Inspector for access
to immediate post.
The course was structured into three training mod-
ules: the Base Training Module (MFB); the Spe-
cific Training Module (MFE); and the Joint Train-
ing Module and Integrated (MFCI).
The 2nd CPOS conts with the participation of 10
officers from the F-FDTL and 6 from the PNTL,
having a total of 16 students. The course began
with Portuguese Language Course, which integra-
tes basic training component, given by Teacher
Luis Filipe Pereira.
The course will have the support of the Institute of
Military Higher Studies (IESM) and the Directorate
General of National Defence Policy (DGPDN) of
Portugal. In what concerns the teaching, in addition
to Portuguese officers placed in Timor-Leste under
the Military Technical Cooperation, there will also
be teachers from the IESM. Similarly to what hap-
pened in previous years, IDN will also count with
Timorese Professors and Experts who have been
recognized by their qualifications and skills, both
scientific and pedagogical.
