MESSAGE FROM THE MINISTER H.E. ZACARIAS ALBANO DA COSTA ___________________________________ .I would like to address my first words to all the civil servants who, along with me, make every effort in their day to day to fulfil the mission that has been entrusted to them, although in different ways. A sincere thanks for your fundametal role in the affirmation and pre-dominance of the Ministry of Foreign Affairs in the Country. 2008 was an intense year, of many advances and few resources, and which will culminate with the opening of Timor-Leste Embassies in Brazil and CPLP. We must not rest on the laurels of our success and be even less daunted on our paths when difficulties arise. I have the feeling that the next set of challenges that await us will demand a greater effort at each turn. We are aware that today we live in times of change in soci-ety in general. It is up to each individual to rein in this moment and guide it so as to alter forever the uncertain destiny of our Country with each experimental step. It is not an easy task to consolidate peace and implement progress and so it is that groups of intervention and mechanisms exist such as dialogue and institutional and civil cooperation to enable Timorese to have equal opportunities and a better future. I have the hope that in the near future, we will find ourselves on the right path.

ZACARIAS ALBANO DA COSTA ___________________________________ Quero dirigir as primeiras palavras a todos os funcionários que, comigo, tentam no seu dia a dia cumprir a missão que a cada um de nos é destinada, embora de diferentes maneiras. Um sincero obrigado pelo vosso papel fundamental na afirmação e preponderância do Ministério dos Negócios Estrangeiros no Pais. 2008 foi um ano intenso, de muitos avanços e poucos recursos, e que culmina com a abertura da Embaixadas de Timor-Leste no Brasil e na CPLP. Não podemos adormecer à sombra dos sucessos e muito menos interromper os caminhos quando surgem dificuldades. Tenho a noção de que os próximos desafios que nos esperam exigem uma disponibilidade cada vez maior. Sentimos que vivemos hoje tempos de mudança na sociedade em geral. Cabe a cada um de nós agarrarmos este momento e torná-lo consistente ao ponto de alterar para sempre os destinos incertos que este Pais a cada passo experimentava. Não é fácil consolidar a paz e implementar o progresso e é por isso que existem grupos de intervenção e mecanismos como o diálogo e a cooperação instituicional e cívica para ajudar os timorenses a terem oportunidades iguais e um futuro bem melhor. Tenho a esperança que em breve,

estaremos no caminho certo. Como Ministro dos Negócios Estrangeiros, tenho objectivos definidos e que penso cumprir, com a ajuda de todos, ainda para 2009. Assim, já estamos a alinhar as ideias finais para um plano de acção moderno e responsável para efectivar a nossa entrada na ASEAN. O primeiro passo será o de estabelecer o Secretariado Nacional da ASEAN em Dili, já no mês de Janeiro de 2009. A visita, por esta altura, do Secretário Geral da ASEAN e dos vários representantes dos Países que compõem esta estrutura asiática marcará o inicio de um ciclo de visitas de vários Ministros dos Negócios Estrangeiros e outros Governantes de outros Paises para verificarem in loco o que se passa em Timor-Leste. A par disso, ainda em 2009, deveremos abrir em Jakarta o nosso Gabinete da ASEAN com o objectivo de consolidar a preparação da nossa futura entrada neste organismo. No próximo dia 5 de Maio, celebraremos 10 anos do Acordo de Nova Iorque e assinalaremos esta data com a solenidade merecida porque foi o primeiro passo tangível no caminho para a nossa independência. Concordámos em agendar em data a combinar, ainda neste mês, uma Cimeira entre os Primeiro Ministros de Timor, Portugal e Austrália e o Presidente da República da Indonésia. Será também um momento de vincarmos o nosso espaço específico no seio destes

As Minister of Foreign Affairs, I have defined objec-tives that I feel will be fulfilled, with the help of all, for the year 2009. Hence, we are aligning our final ideas for a modern and responsible plan of action to effect our entry into ASEAN. The first step will be the establishment of the ASEAN National Secretariat in Dili, to take place in the month of January of 2009. The visit, at that time, of the ASEAN General Secretary and of various represen-tatives of member states of the asian structure will mark the beginning of the cycle of various Ministers for Foreign Affairs and other Leaders of other Nations to verify in actuality what is occurring in Timor-Leste. Apart from this, also in 2009, we will open our ASEAN Office in Jakarta with the objective of consolidating our preparation for our future entry into this body. On the next 5th of May, we will celebrate the 10th anniversary of the New York Agreement and we will mark this occassion with its deserved solemnity be-cause it was the first tangible step on the path to our independence. We have agreed to combine the passing of this date by hosting, in the same month, a High Level Summit between the Prime Ministers of Timor, Portugal and Australia and the President of the Repub-lic of Indonesia. It will also be a moment to win our specific place in the heart of these Countries which

share special bonds with Timor, rectifying what is not right and improving upon that which is already posi-tive.

We live in a world of constantly differing challenges. We must employ all our energy to maintain a level of balance that will avoid successive regrets. I believe that the power of humanity begins with the success of each human being passing on to groups and to nations. The State of Timor-Leste is defined by a people with a great capacity to endure suffering but also with great expectations of its leaders. It is a nation that knows how to fight but it is also a nation that knows how to forgive. But these noble sentiments of our nation can never be manipulated, above-all by individuals that are engaged in the excercise of power or in positons of high office, because this attitude can lead us to a per-verse form of democracy or to a place of public service without dignity. Whilst Minister of Foreign Affairs of Timor-Leste, my Country will always have my utmost dedication and at no moment in the excercise of this responsibility or of my citizenry will I fail to be attentive or be solitary from the world that is around me! A Happy 2009 to you all.

O Estado de Timor-Leste é alicerçado num povo com grande capacidade de sofrimento mas também com grandes expectativas nos seus líderes. É um povo que sabe combater mas também é um povo que sabe perdoar. Mas estes sentimentos nobres de nosso povo não podem nunca ser manipulados, sobretudo por pessoas que estão no exercício do poder ou em lugares de relevo, porque esta atitude pode levar-nos ao lado perverso da democracia ou ao lugar indigno do serviço público. Enquanto Ministro dos Negócios Estrangeiros de Timor-Leste, o meu Pais terá sempre a minha dedicação máxima mas em nenhum momento do exercício deste poder ou da minha cidania deixarei de estar atento e solidário com o mundo que está a minha volta! Um Feliz 2009 a todos.

MENSAGEM DA SECRETÁRIA GERAL VICKY TCHONG ___________________________________ Em 2008, o Ministério iniciou a sua actividade concentrando-se em contribuir para o esforço do Governo na promoção de reformas institucionais, nas práticas de boa governação e no desenvolvi-mento dos recursos humanos em termos de capacidade operacional e de implementação de procedimentos. Em linha com o governo, o Ministério defendeu os interesses de Timor-Leste no contexto de um ambiente interno e internacional em constante mudança. Sob a liderança de S.Exa. o Dr. Zacarias Albano da Costa, realizou-se em primeiro lugar uma avaliação da situação do Ministério; foram revistos políticas e procedimentos internos; foi implementada a Lei Orgânica do Ministério, tendo-se iniciado a reestruturação da instituição com a nomeação do Secretário Geral. Seguidamente foram chamados de volta alguns elementos do pessoal diplomático em funções à mais tempo no estrangeiro para chefiarem diversos departamentos chave, garantindo condições de liderança para a implementação de programas

MESSAGE FROM THE SECRETARY GENERAL VICKY TCHONG ___________________________________ In 2008, the Ministry began with a focus on the gov-ernment’s effort to promote institutional reform, good governance and human resources development in its day-to-day response to operational and procedural matters. The Ministry, in line with the government, advanced Timor-Leste’s interests against the back-ground of a fluid and ever-changing internal and inter-national environment. Under the guidance of H.E. Dr. Zacarias Albano da Costa, the Ministry first conducted an evaluation of the status of the Ministry; reviewed its internal policies and procedures; adopted the Ministry’s Organic Law and restructured the institution by first appointing a Secretary General. This was immediately followed by the recall of some of the longer serving personnel from overseas postings to head several key departments which in turn ensured the necessary leadership of the departments to re-spond to critical program implementation and basic service delivery such as protocol and consular services. Alongside this evaluation, the Ministry also conducted internal staff evaluations and recruitment to strategi-

cally build up the quantity and quality of Foreign Ser-vice Officers to meet the needs of the Ministry. This was a first step to ensure the growth of the organisa-tion and to lay the foundation for its capacity to re-spond to Foreign Service issues at will. The restructuring of the Ministry culminated in the annual Coordinating Board Meeting which concen-trated on issues such as a Mission Statement, Foreign Service Statue, legal framework of the Ministry’s op-eration and organisational planning. The Ministry relocated to the newly-built Chinese donated office building in Marconi. This has provided a very welcome and enabling environment for the Ministry’s employees to work from. Subsequent to the acquisition of this new building, the Ministry has facilitated numerous national and inter-national meetings, conferences and activities; hosted Timor-Leste’s Annual Development Partners meeting; provided facilities for the first ever International Youth Conference, and facilitated numerous other requests. In addition to this, there are now enhanced conditions for overseas staff postings, secure tenancy of overseas diplomatic missions, as well as clearer budget execu-tion capacity and accountability by overseas staff. The Ministry actively pursued the opportunities for human resources development programs. Junior Offi-cers were deployed to various countries to attend For-eign Service training programs in Indonesia and Aus-tralia. They also participated in a wide range of international activities including meetings and conferences; at-tended the UNGA sessions for a period of three months, worked with line Ministries and Development

Estes foram os primeiros passos para garantir o crescimento da instituição e para lançar as fundações de um Serviço Estrangeiro capacitado para responder a todos os desafios. A reestruturação do Ministério culminou com o Encontro da Comissão Coordenadora, que se concentrou em questões como a Declaração de Missão, o Estatuto do Serviço Estrangeiro, e o quadro legal para o planeamento operacional e organizacional do Ministério. O Ministério mudou a sua sede para o novo edifício doado pela China, situado no bairro Marconi. O facto resultou numa melhoria substancial das condições e ambiente de trabalho para todos os funcionários. Potenciando a utilização do novo edifício, o Ministério acolheu inúmeras reuniões nacionais e internacionais, conferências e activi-dades; acolheu a Reunião Anual dos Parceiros para o Desenvolvimento; cedeu espaços para a primeira Conferência Internacional da Juventude em Timor-Leste e respondeu ainda a muitos outros pedidos. Foram substancialmente melhoradas as condições para as colocações no estrangeiro e para garantir o arrendamento de escritórios das missões no estrangeiro; Foi também melhorada a capacidade de execução orçamental bem como a responsabilização dos funcionários no estrangeiros.

Procuraram-se também oportunidades adicionais providenciadas por programas para desenvolvi-mento dos recursos humanos. Foram enviados funcionários Juniores para a Indonésia e Austrália para receberem formação nas áreas do Serviço Estrangeiro. Participaram ainda num conjunto alargado de actividades incluindo reuniões e conferências internacionais; Assistiram às Sessões da AGNU por um período de três meses; trabalharam com Ministérios homólogos e Parceiros para o Desenvolvimento; organizaram sistematicamente programas de formações e de bolsas para outros funcionários públicos (e público em geral) que realizaram cursos de formação no Brasil, China, Indonésia, Irlanda, Japão, Coreia, Malásia, Portugal e em muitos outros países. O Ministério obteve progressos substanciais no reforço das relações bilaterais com parceiros chave, promoveu a cooperação regional e global, contribuiu para a prosperidade económica e para o aumento da segurança em Timor-Leste, e respondeu prontamente a situações de crise. Adicionalmente, o Ministério projectou uma imagem positiva de Timor-Leste na arena internacional. Do reforço das relações bilaterais pode destacar-se a resposta imediata da Austrália ao incidente de 11 de Fevereiro, ou ainda a entrega do Relatório Final da Comissão Verdade e Amizade realizada pela Indonésia e Timor-Leste. As negociações bilaterais em curso com a Indonésia sobre a demarcação das fronteiras, bem como outros grupos técnicos empenhados noutros programas de cooperação resumiram gradualmente o trabalho após 2 anos de progressos pouco assinaláveis. A troca de visitas oficiais de Alto Nivel entre Timor-Leste e diversos países reforçaram ainda mais as relações bilaterais. As deslocações realizadas por S.E. O Ministro dos

Partners; systematically organized the training and scholarship programs for other public servants (and the general public) who took part in professional de-velopment courses in Brazil, China, Indonesia, Ireland, Japan, Korea, Malaysia, Portugal and many other countries. The Ministry progressed significantly in strengthening bilateral relations with key partners, promoted re-gional and global cooperation, strengthened economic prosperity, enhanced Timor-Leste’s security, and re-sponded expeditiously to crisis situations. In addition, the Ministry projected a positive image of Timor-Leste in the international arena. One of the highlights of the strengthened bilateral relationships witnessed the immediate response of Australia to the February 11 incident. Another was the handover of the Final Report of the Commission of Truth and Friendship between Indonesia and Timor-Leste. The ongoing bilateral negotiations with Indonesia on the issues of border demarcation and delineation, as well as the technical working groups on various bilat-eral cooperation programs, have resumed gradually following two years of very slow progress. The exchange of High Level visits between Timor-Leste and several countries strengthened the bilateral relations even further. Mongolia, co-chaired its first Senior Official Meeting in Seoul and participated in the Bali Democracy Fo-rum at the highest level. Most importantly, the Ministry concentrated its ut-most efforts on its work towards Timor-Leste’s acces-sion to ASEAN; the preparation to inaugurate the National ASEAN Secretariat, the appointment of rep-resentation at Ambassadorial level to all ASEAN countries; and the opening of an ASEAN Liaison Of-fice in Jakarta. The Ministry has made progress on Timor-Leste’s representation in CPLP, and is currently making ar-rangements to open a CPLP Representative Office in Lisbon at an early date. In terms of the broad and complex global agenda, the Ministry advanced in numerous areas on Protocols and Conventions. Timor-Leste also projected its visibility in other multi-lateral programs, such as the participation at NAM Ministerial meeting, the 63rd Session of UNGA, the UNSC meetings to review the UNMIT Mission in Timor-Leste as well as other multilateral forums; Also, with key stakeholders worked closely with na-tional and international partners in seeking strategic

The DNCIR is a service of the Ministry of Foreign Affairs with the direct responsibility to foster and strengthen amicable relations between Timor-Leste and world organizations, in particular its relations with regional organizations where Timor-Leste is a part or intends to establish legal relations (MNE Organic Law, Article 13). The DNCIR is guided by the RDTL Constitution paragraph 4 Section 8, which states the following: “The Democratic Republic of East Timor shall maintain special ties of friendship and co-operation with its neighbouring countries and the countries of the re-gion” and the Organic Law of the Ministry of Foreign Affairs. A S S U N T O S J U R Í D I C O S A Lei No. 4/2008, Artigo 5, ponto d) - Lei Orgânica do Ministério dos Negócios Estrangeiros cria a Divisão Jurídica e de Tratados sob a Direcção Nacional de Protocolo, Assuntos Consulares e Assuntos Legais. O ano de 2008 foi particularmente difícil para a Divisão, tendo enfrentado muitas dificuldades e desafios devido às limitações em termos de recursos humanos, constituídos estes apenas pelo seu Director Dr. Francisco Vital Ornai, e um Assessor Jurídico, Dr. Pedro Brum. No entanto foi ainda assim possível cumprir muitos dos objectivos e programas definidos para a Divisão, nomeadamente: Propostas, Projectos e mais de 28 peças legislativas aprovadas pelo Conselho de Ministros;

L E G A L A F F A I R S Law No. 4/2008, Article 5, Point (d), of the Organic Law of the Ministry of Foreign Affairs establishes the Legal and Treaty Division under the National Direc-torate of Protocol, Consular and Legal Affairs. The year 2008 was a difficult one for the Division com-pounded by many difficulties and challenges due to human resource limitations, with the Division staffed solely by Dr. Francisco Vital Ornai, the Division’s Di-rector and Dr. Pedro Brum, Legal Advisor. However, regardless of this fact, it was able to realize many of the objectives and programs that were re-quired. Some of its work included: Proposals, Projects and more than 28 pieces of legisla-tion approved by the Council of Ministers;

Renata de Jesus, no dia 7 de Agosto de 2008. Desde aquele período a Divisão trabalhou juntamente com os colegas desta Direcção para finalizar o Plano Anual de Acção, a descrição das funções e desenhar a estrutura da Divisão dos Assuntos Consulares para o seu melhor funcionamento. De acordo com as funções atribuídas, na DAC têm sido implementadas as seguintes principais tarefas: Pedido de aquisição de visto Atendimento público. De acordo com a base de dados da DAC fez-se atendimento público a 1.060 cidadãos estrangeiros, compostos por vários países. From that period the Divison worked jointly with its colleagues in the same Directorate to finalize an Annual Action Plan, the elaboration of its functions and the design of the structure of the Division of Consular Affairs for improved operational performance. In accordance with its attribuitable functions, the DCA has implemented the following principal tasks: Request for visas Receiving the public and providing services. Relevant to data gathered by the DCA 1,060 foreign citizens requested a visa from different countries: Process of visa applications: Working visa: 952 visas Permanent Residency Visas: 88 Study Visas: 16 Visas for Science Research: 4

Casos ilegais Houve vários casos ilegais tais como infiltrações e falsificações de documentos cometidos pelos cidadãos estrangeiros em Timor-Leste. Devido a esses efeitos esta Direcção fez a coordenação com as instituições relevantes e seguindo as instruções dos superiores do MNE para resolver esses casos de acordo com a Lei de Imigração e Asilo e outros regulamentos de Timor-Leste em vigôr. Transladação de corpo dos timorenses falecidos no exterior Durante o período de 2008, a Direcção dos Serviços Consulares tem concendido apoio de serviços e coordenação para a transladação dos corpos dos cidadãos timorenses, falecidos no exterior, para Timor-Leste, no total de 7 pessoas.

Illegal Cases There were various cases such as the falsification and infiltration of documents commited by foreign citizens in Timor-Leste. Due to these circumstances the Division carried out the necessary coordination with the relevant institutions and in line with instructions from the senior hierarchy at the Ministry of Foreign Affairs to resolve these cases in accordance with the Law of Immigration and Asylum and other enacted legislation in Timor-Leste. Return of bodies of Timorese deceased overseas During the period of 2008, Consular Services tem facilitated the assistance of services and coordination for the return of 7 bodies of deceased Timorese citizens abroad, to Timor-Leste.

Entradas de documentos para seguimento Casos ilegais pendentes Caso de um cidadão de Marrocos está aguardar o orçamento para os 2 agentes da PNTL/Imigração para acompanhar a repatriação deste. Por parte de DAC vai coordenar com as 2 embaixadas TL e Marrocos em Jacarta sobre a referida repatriação e marcar um encontro com a embaixadada da RI em Dili para emitir vistos ao Sr. Bourfa e aos 2 agentes da Imigração visto que, no pedido anterior para a aquisição de vistos, foi rejeitado pela embaixada da Indonésia em Dili; Caso de um cidadão Vietnames e familia. O caso está em processo; Casos de Sri Lanka - Dois regressaram voluntariamente, 2 são casados com mulheres timorenses e enquanto o processo das outras 12 pessoas ainda estão no Ministério Público. Casos dos cidadãos timorenses no exterior. O pedido de abertura de investigação da morte de um cidadão falecido em Fiji pela sua familia está a aguardar o resultado da investigação da Policia Fijiana. Participação em Encontros A DAC participou nas reuniões internas com diversas Direcções do MNE tais como: Assuntos Juridicos; Bilaterais; Multilaterais; Protocolo, e SG para discutir assuntos de trabalho e para preparer outros encontros de trabalho organizados por outros Ministérios, Departamentos e Instituições não governamentais relevantes.

Two returned voluntarily, two are married with Timorese women and the process of 12 other individuals is currently being held by the Ministry of Public Administration. Participation in meetings Consular Affairs participated in internal meetings with various divisons of the Ministry such as: Legal Affairs; Bilateral; Multilateral; Protocol, and the SG to discuss work issues and to prepare other working meetings organized by other Ministeries, Departments and relevant non governmental Institutions.

Cobrança de emolumentos A cobrança da venda de formulários de aplicação de visto aos estrangeiros iniciou em Junho de 2007 e até ao momento com o lucro total de USD 479,50. Preparação da Terceira Reunião do COPM Para a devida preparação, realizou-se o primeiro encontro entre os Ministerios/Departamentos relevantes tais como, MNE, Dep. Migração, Dep. de Trabalho, Saúde e Comércio no dia 3 de Dezembro de 2008. O relatório desse encontro, já submetido à S.E. o Sr. Ministro dos Negócios Estrangeiros, aguarda a decisão final sobre a data para a referida reunião. A DAC sempre concedeu apoios de serviços ocasionais para outras Direcções para as organizações de diversos eventos nacionais e oficiais. Deficuldades/Obstáculos encarados Falta de Regulamento Consular; Diploma Ministerial sobre a Tabela de emolumentos Consulares; Inscrição Consular e etc. Falta de Recursos Humanos de nivel 4 e 5 para preencher as vagas de acordo com a estrutura e a descrição das funções da DAC; Falta de equipamentos para a segurança dos arquivos; Falta de balcão para atendimento ao público; Desaparecimento dos arquivos electrónicos na base de dados; Falta de transportes Recomendações Para o melhor funcionamento da DAC, as dificuldades acima citadas devam ser consideradas pelos superiors do MNE.

Collection of fees The charging of a fee for application forms for foreign citizens began in June 2007 and has to date a profit of USD 479.50. Preparation of the Third COPM Meeting For the proper preparation, the first meeting was held between the relevan Ministries/Deparments such as: Ministry of Foreign Affairs, Dep. Of Migration, Dep. Of Labour, Health and Commerce on 3 Deceber. The report of this meeting was subsequently submitted to H.E the Minister including final decisions taken in the meeting. Consular Affairs has always been disposed to offer assistance to other Division for the organization of veriious national and official events. Difficulties / Obstacles encountered Lack of Consular Legislation; Ministerial Decsion on the Schedule of Consular fees; Consular Register, etc. Lack of Human Resources at Levels 4 and 5 to fill the vacancies in accordance with the structure and description of functions of the Division; Lack of equipment for the security of archives; Lack of a reception counter to attend to the public; Disappearance of electronic archives on the database; Lack of transport Recommendations For the better functioning of Consular Affairs, the above-cited difficulties need to be given consideration to the superiors as the Ministry of Foreign Affairs.

Em 2008, o Ministério dos Negócios Estrangeiros de Timor-Leste, através do seu Director Nacional de Administração, Sr. Felizberto de Araújo Duarte, conseguiu uma substancial eficiência administrativa, relacionando com sustentação as seguintes divisões, a saber, divisão para finanças, divisão para os recursos humanos, divisão para o património e a gestão, divisão administrativa e divisão de aprovisionamento. Todo o seu trabalho contribuíu para o sucesso do trabalho total da Direcção Nacional da Administração, traduzido na provisão bem sucedida dos produtos e serviços do Ministério todo e das Missões de Timor-Leste no exterior. F I N A N Ç A S A divisão é dirigida pelo director Danilo Gonçalves, que é responsável para a execução interna do orçamento do Ministério, incluindo o das Missões de Timor-Leste no estrangeiro, com a taxa da execução de 93.9%, como foi demonstrado em 09 de Fevereiro de 2009, num orçamento total de USD$9,420,000. O orçamento alocado ao Ministério dos Negócios Estrangeiros em 2009 é o mais elevado em comparação com os orçamentos dos anos anteriores. Pela primeira vez, na história do Ministério, o subsídio de habitação e sobrevivência dos Diplomatas de Timor-Leste, afixados nos países onde a desvalorização do dólar tem consentidoo reduções substanciais no seu poder de compra, recebeu a grande atenção do Ministério. A divisão das finanças do Ministério pretende assegurar USD$500,000 para subsidiar seis meses de antecipação do orçamento total dos diplomatas, a médio prazo.

In 2008, the Ministry for Foreign Affairs of Timor-Leste through its National Directorate of Administra-tion, headed by Mr. Felizberto de Araújo Duarte, has achieved substantially in terms of administrative re-lated matters, with the support of the following divi-sions, namely the Division for Finance, Division for Human Resources, Division for Property Manage-ment, Division for Office Management, and Procure-ment Unit. All of their work contributed to the success of the overall work of the National Directorate of Ad-ministration translated into the successful provision of goods and services to the entire Ministry and Timor-Leste’s Mission’s overseas. F I N A N C E The division is headed by Director Danilo Gonçalves, who is responsible for the entire execution of the Min-istry’s budget, including that of Timor-Leste’s Mis-sions overseas with the execution rate of 93.9% as at 09 February 2009 from the total budget of USD $9,420,000. The budget allocated to the Ministry for Foreign Affairs in 2009 is the highest in comparison with its budgets’ for previous years. For the first time, in the history of the Ministry, the housing and living allowance of Timor-Leste diplo-mats posted in countries where devaluation of dollars has substantial bearings on their purchasing power has received the greatest attention of the Ministry. The Finance Division of the Ministry was able to secure USD$500,000 to add up to six months of the diplo-mats’ allowance from the total mid-term review budget.

Entretanto, o desafio maior da divisão para 2009 é assegurar o relatório a 100% de execução nas Missões para que, este ano, estes esforços reduzam a balanço continuamente negativo e transferido dos anos anteriores. Espera-se que o equilíbrio orçamental se verifique no decorrer de 2009. R E C U R S O S H U M A N O S A divisão é dirigida pelo director José Amaral Tilman, que é responsável pela gestão relacionada aos empregados. Neste ano, a divisão pôde assegurar o contrato de trabalho de uma equipe de 14 funcionários. Uma equipa de funcionários 15 provisórios foi colocada com sucesso para posições permanentes – dando-lhes um emprego permanente no serviço público da RDTL. Uma equipa de 11 funcionários foi seleccionada, com toda a documen-tação exigida e feita pela divisão. A equipa de 15 funcionários permanentes, após o recrutamento interno, foi promovida para níveis mais altos do que os dos seus níveis precedentes. S T A T E P R O P E R T Y O F M N E The Division of State Property for MNE is under the responsibility of an officer in charge, Ms. Virginia da Costa, who undertakes the registry of the assets of the Ministry, including that of the Missions overseas. All the registered assets are to be forwarded to the State Property of the Ministry for Finance.

UNIDADE DE APROVISIONAMENTO Apesar do seu estabelecimento recente em Agosto de 2008, a unidade sob a responsabilidade da Senhora Cesaltina Magno pôde adquirir um número importante de computadores, portáteis, telefone móvel, utilitários para a construção e manutenção do jardim do MNE, além de 17 velocípedes, 4 Hilux e 2 RAV a ser entregues em 2009, 4 Innovas, que foram entregues em 2008, 3 Prados, com 1 já entregue em 2008.

Desde o estabelecimento do Ministério dos Negócios Estrangeiros que um número importante e completo de material informático e electrónico foi adquirido. Em 2009, a fim de facilitar e fornecer condições de trabalho melhores para as suas Missões no exterior e para a equipa de funcionários do Ministério haverá lugar a aquisições adicionais.

P R O C U R E M E N T U N I T Despite its nascent establishment in August 2009, the unit under the responsibility of Ms. Cesaltina Magno has been able to secure a substantial number of com-puters, laptops, mobile phone, servers, construction of garden for MNE, in addition to 17 motorbikes, 4 Hilux and 2 RAV to be delivered in 2009, 4 Innovas, which have been delivered in 2008, 3 Prados, with 1 deliv-ered in 2008. Since the establishment of the Ministry for Foreign Affairs that quite a number of hardwares for the Minis-try are purchased, only in 2009 in order to facilitate and provide a better working conditions for the Minis-try’s staff and its overseas Missions.

P R E S I D E N T O F B R A S I L D I L I Brazil's president vowed to support Timor-Leste during his first visit to the country. "East Timor is a sovereign nation and worthy of our support," President Luis Inácio Lula da Silva said in an address to Parliament. "Brazil will help East Timor as much as we can." President Lula signed several agreements with the gov-ernment aimed at boosting cooperation between the two countries. President Lula met with the Leadership of the country, made an Address to the National Parliament of Timor-Leste, attended a lunch hosted by H.E President Horta at a restaurant on Dili’s waterfront in Metiaut and made a visit to the Center for Business, Professional Skills Development and Social Promotion (Centro Senai) in Becora which the Brazilian government supports and of which President Lula is a graduate himself. President Lula also attended a reception held by the Brazilian Ambassador to Timor-Leste for the Brazilian community.

SPEECH FROM THE MINISTER ON THE OCCASION OF THE INAUGURATION OF THE NEW MNE HEADQUARTERS BUILDING IN DILI May 20, 2008 ___________________________________ It is with great honor and pride that I welcome you here today to celebrate with us this auspicious day for Timor-Leste and for the Ministry of Foreign Affairs. The history of this building and site began when for-mer Minister for Foreign Affairs, here with us today as our beloved President of the Republic, began a dia-logue with the government of the Peoples’ Republic of China many years ago. The ground that we stand upon and the new home of the Ministry of Foreign Affairs of Timor-Leste is the concrete result of the collaboration, cooperation and friendship extended between the two countries. This building not only represents the manifestation of the Republic of China’s donation of goodwill but also some of the best facilities in Timor-Leste for any Min-istry, NGO or private enterprise; light-filled and com-fortable offices to improve productivity; conference and meeting rooms to accommodate many types of groups and needs; some toilets with some of the most impressive views of Dili, a car park fit for any Timorese wedding, and of course, Timor’s first elevator.

DISCURSO DO MINISTRO POR OCASIÃO DA INAUGURAÇÃO NO NOVO EDIFÍCIO DO MNE EM DILI 20 de Maio de 2008 ___________________________________ É com grande honra e orgulho pessoal, que vos recebo hoje aqui, para celebrar convosco este dia auspicioso para Timor-Leste, e, permitam-me, para o Ministério dos Negócios Estrangeiros. A história deste edifício e local, inicia-se há alguns anos atrás, no dia em que o ex-Ministro dos Negócios Estrangeiros, que se encontra hoje aqui entre nós, o nosso muito estimado Presidente da República, iniciou o diálogo com o Governo da República popular da China. Este lugar que pisamos agora, a nova casa do Ministério dos Negócios Estrangeiros, é o resultado palpável da colaboração, cooperação e amizade que existe entre os nossos dois países. Este edifício representa, não apenas a manifestação de um acto generoso de boa vontade por parte dos nossos amigos, mas igualmente também, um dos melhores equipamentos que algum Ministério de Timor-Leste, organização não governamental ou entidade privada, se pode orgulhar; espaçoso e confortável, queremos acreditar, expressão tangível de produtividade, apetrechado com salas de conferência capazes de

Aparte a nota de humor, este edifício, é na verdade muito mais do que isso. Este edifício é, e repre-senta, as aspirações da Nação, ao serviço das quais, todos os que aqui trabalham diariamente servem abnegadamente. Representa o serviço dos nossos departamentos e direcções nacionais, o trabalho sobre os assuntos da ASEAN, e o nosso esforço colectivo em lhe aceder, os assuntos regionais e respectivas negociações, tendo em vista o acordar com os nossos parceiros, as condições do seu envolvimento e comprometimento fraterno com os desígnios nacionais, e, os assuntos multilaterais, juntando lado a lado um conjunto mais alargado de países amigos sempre em prol de propósitos e objectivos comuns. But this building represents much more than that. This building represents the people who work in it and the aspirations of the nation that they work towards on a daily basis. It represents the work of our different Divisions; the work of the ASEAN Affairs, and our efforts at Acces-sion into ASEAN, Regional Affairs and their collabora-tive dialogue with our Asian and Pacific partners, Bilat-eral Affairs and their negotiations in securing terms of engagement with our bilateral partners, Multilateral Affairs bringing together different partners for com-mon aims/purposes. It represents the support given to our 22 different dip-lomatic Missions out in the world. Our 4 National Di-rectorates and 13 Divisions are here to foster, support and realize the aspirations and dreams of the Timorese people as expressed through the government of the day. This building, and the people who will work within its walls and work through its corridors for many days and years to come, represent China’s contri-bution to Timor-Leste’s efforts at securing justice, peace and human dignity for all of its citizens. It houses not only desks, chairs, computers and telecommunica-tions systems but also our efforts at overcoming the challenges we are facing in regard to building peace, prosperity and nation building. It is an honour to be once again to be address-ing this eminent audience. Mr President, Members of the Security Council, As SRSG Atul Khare has already mentioned, today is a poignant day for Timor-Leste, the UN and of course, this Council. On this day, we remember and pay trib-ute to the life and contribution of former UN Transi-tional Administrator of East Timor and SRSG, and a great friend of Timor-Leste, Sergio Vieira de Mello, and other UN employees who lost their lives on this very day five (5) years ago in Baghdad. Since my last intervention before this Council, a num-ber of obstacles and difficulties, some grave and other

Desejo agora enunciar, mais detalhadamente, a maneira como o Governo planeia enfrentar os desafios que o relatório identifica. As tentativas de homicídio do nosso Presidente amado, Sua Excelência José Ramos Horta e do Primeiro Ministro Xanana Gusmão representaram um desafio sério às instituições do Estado. Porém o Estado respondeu positivamente apontando um Presidente provisório até que o Presidente Horta pôde, a 17 de Abril, retomar as responsabilidades totais a ele atribuídas. As instituições do Governo e do Estado decretaram duas medidas a seguir aos ataques para manter a estabilidade e a segurança pública e para permitir as investigações prontamente iniciadas. Um mecanismo era o estabelecimento de um comando comum

of a different scale and nature, have arisen in Timor-Leste, but I speak to you today knowing that I have the resolute backing of the Timorese people when I say that we are whole-heartedly committed to the contin-ued development of our young country as a democ-ratic, peaceful and successful nation. Mr President, Distinguished members of the Council, You have all received the Report of the Secretary-General. I now wish to address, in more detail, the way in which the Government plans to address the chal-lenges that the report identifies. The assassination attempts made on our beloved Presi-dent, His Excellency José Ramos Horta and H.E Prime Minister Xanana Gusmão presented a serious chal-lenge to the institutions of state. However the State responded positively by appointing an interim Presi-dent until President Horta was able to, on April 17, resume the full responsibilities of Office. The Government and state institutions enacted two measures following the attacks to maintain stability and public security and to allow for investigations to be undertaken. One mechanism was the establishment of a Joint Command led by the PNTL and the F-FDTL for the conduct of security operations during a state of

siege. The state of siege was a flexible and responsive mechanism which allowed for the easing of restrictions such as curfew hours during the period from 11 Febru-ary to 22 May. As the Secretary General noted in his report “encouragingly, and in contrast to the events of 2006 the situation did not precipitate a crisis destabi-lizing the entire society”. The efforts of the Joint Command – together with those of a range of political mediation initiatives - re-sulted in the eventual surrender of the President’s at-tackers and associates. It is important to note two things. Firstly, this operation was carried out without notable violence. Secondly, it demonstrated a remark-able level of institutional cooperation between the political authorities, the defense force and the police services which illustrated the progress in the rebuilding of these latter two institutions and their interrelation-ship. The Government is aware of the 44 alleged cases of violations committed in areas of Joint Command Op-erations opened by the Provedor for Human Rights and Justice and is committed to determining responsi-bility and implementing corrective and disciplinary measures to avoid a repetition of such incidents in the future. As the Secretary General also notes in his report, the government is indeed committed to addressing these shortcomings. The Secretaries of State for Defense and Security will be specifying disciplinary actions for those found guilty of violations. The Joint Command, while not without its critics, was viewed positively by the majority of the Timorese population. It was estab-lished under exceptional circumstances, resulted in overall success and has now been discontinued.

O Governo está ciente dos 44 exemplos alegados das violações cometidas nas áreas das operações de comando comum alertadas pelo Provedor para os Direitos Humanos e Justiça e é obrigado a determinar a responsabilidade e a executar medidas correctivas e disciplinares para evitar no futuro uma repetição de tais incidentes. Como constam das notas do Secretário Geral assim como no seu relatório, ao Governo são remetidas certamente a correcção destes defeitos. As Secretarias de Estado para a Defesa e Segurança moverão acções disciplinares depois de encontrados os culpados das violações. Sr. Presidente, Distintos Membros do Conselho, Permita que chame agora a atenção do Conselho para a nossa situação humanitária. O processo de reconstrução será necessariamente complexo e delicado. Em Dezembro de 2007, o Governo apresentou a sua estratégia nacional de reconstrução, `Hamutuk Hari'i Futuru’ (juntos construímos o futuro). A estratégia oferece uma estrutura que congrega o governo, as comunidades, a sociedade civil e a comunidade internacional para poderem harmonizar os seus esforços no combate aos impactos variados da crise de 2006 na sociedade Timorense. A estratégia é um todo da aproximação do Governo conduzido pelo Primeiro Ministro e funciona como um processo de cooperação inter-ministerial entre os Ministérios da Solidariedade Social, Infraestruturas, Justiça, Economia e Desenvolvimento, e Defesa e Segurança. Sob a estratégia nacional da recuperação, mais de 14.450 famílias de IDP registaram o seu desejo de regresso aos seus locais de origem ou de re-localizarem a sua habitação. Posso relatar ao Conselho que com o auxílio de UNMIT, das agências de UN e outros grupos de apoio da Comunidade Internacional, o Governo facilitou o retorno de um grande número de IDPs passados poucos meses.

Mr. President, Distinguished Members of the Council, Allow me to now draw the Council’s attention to our humanitarian situation. The process of recovery will necessarily be a complex and delicate one. In December 2007, the Government presented its National Recovery Strategy, ‘Hamutuk Hari’i Futuru’ (Together Building the Future). The Strategy offers a framework by which the Government, communities, civil society and the international com-munity can harmonize their efforts to address the many and varied impacts of the 2006 crisis on Timorese society. The Strategy is a whole of Government approach led by the Vice Prime Minister and operating through a process of inter-ministerial cooperation between the Ministries of Social Solidarity, Infrastructure, Justice, Economy and Development, and Defense and Secu-rity. Under the National Recovery Strategy, more than 14,450 IDP families have registered their desire for return or resettlement. I can report to the Council that with the assistance of UNMIT, the UN Agencies, and other international partners, the Government has fa-cilitated the return of large numbers of IDPs in the past few months. Camps and shelters that existed for two (2) years are now empty. A total of twenty (20) IDP camps have now been closed and more than 3,650 IDP families have received recovery packages. This is evidence of the restoration of public faith in the improvement of the security situation and more stable political environ-ment.

Implementation of the National Recovery Strategy faces a number of challenges. The Government recog-nizes that it is critical that the remaining elements of the land and property laws be passed, and that priority be given to the allocation of transitional shelter and social housing, for people who are unable to return to their homes. The Government is also alert to the need to address issues of food security among returning IDPs and Timorese society as a whole. It is also essential to deal with conflict between returning IDPs and receiving communities. Broader community vulnerabilities need to be addressed, as does the rehabilitation of commu-nity infrastructure. The Government is committed to working with UN agencies, NGOs and civil society to ensure that IDP returns are durable, and that recovery is meaningful for all Timorese people. Mr. President and members of the Council, The Government also concluded dialogue process with the F-FDTL ‘petitioners’. It issued an invitation to the petitioners to gather for a dialogue in Aitarak Laran, Dili at the beginning of February. By the end of May, 709 petitioners had accepted the invitation to enter into dialogue. All of the ‘petitioners’ have now accepted the financial compensation package offered by the Government to return to civilian life. Aitarak Laran is now completely empty. As indicated by the Prime Minister in his report on the state of siege and state of exception of 29 May, and in line with the language of the Secre-tary General’s report, we envisage that PNTL resump-tion of policing responsibilities should be complete with the first half of 2009. We are also happy to note that the Secretary General does not propose any re-duction in strength of UNMIT police during the cur-rent mandate, as their continued presence at current levels is essential to the smooth implementation of PNTL resumption of responsibilities and the mainte-nance of stability. We hope that any discussion of a UN police drawdown would be de-linked from PNTL resumption of respon-sibilities and that a robust UN police presence is main-tained through and beyond the current UNMIT man-date. The Government of Timor-Leste realizes that the full reconstitution of PNTL will require our close en-gagement and we will make every effort to ensure that the conditions are met to allow the joint implementa-tion of a transition process that we are developing to-gether with UNMIT and UNMIT police. We want the PNTL to uphold the highest standards possible of professionalism, and therefore regard the certification process as an important step towards identifying those PNTL who have serious disciplinary and/or criminal issues that preclude them from the police service. Mr. President, Distinguished Members of the Council, As part of efforts to enhance democratic governance, the Government has made 2008 the year of ‘Administrative Reform’. Under the guardianship of the Prime Minister, A ‘Year of Administrative Reform’ conference was held in May 2008. The Government regards this as an important step forward in transparency, accountability and integrity of the democratic governance processes in Timor- Leste. The conference covered, among other areas, a Na-tional Anti-Corruption Strategy and an Anti-Corruption Commission. The Prime Minister also established an Inspector-General Working Group to advise on necessary re-forms required to expand the competence of the Office of the Inspector General and to assume the role of an Auditor General of State. The Government is also working at strengthening an independent and strong civil service. Earlier this year, the Council of Ministers approved preliminary meas-ures for the establishment of a civil service commis-sion, which will be an independent statutory authority. Its aim will be to ensure an apolitical, merit-based civil service of the highest professional standards able to

In this same area, I would like to draw your attention to an extremely positive development in Timor-Leste – the functioning our National Parliament. The Na-tional Parliament has developed into a credible and dynamic forum for debate and dialogue. Discussion there is often head, as with parliaments the world over, but it is reasoned and productive too. It is a new experi-ence for us Timorese to have our representatives de-bate public policies so openly and consider such a wide range of opinions. Dear Mr. President, During the reporting period of the Secretary-General’s report, new challenges have arisen that require a pro-active and vigorous response from the Government. The Prime Minister, when he introduced the law on the Rectifying Budget to the National Parliament on 18 July, described these challenges, many of which will be familiar to you as they are related to international conditions and are not specific to Timor-Leste. These include the drastic worldwide increase in the price of basic commodities such as rice, which the Prime Min-ister called a “silent tsunami.” Timor-Leste is a country that depends on importation of basic foodstuffs and, as the situation has changed, so must the Government response. The rectifying budget contemplates measures needed to ensure that our peo-ple have the basic necessities of life. All of the gains of the past years, including those areas in which interna-tional assistance has been provided, could be lost in instability if the Government is not pro-active in re-sponse to new circumstances.

The Economic Stabilization Fund, with a capital of 240 million USD, is an important tool that the government is employing to tackle the effects of the rising cost of food and other commodities like fuel and construction material, throughout the world. The packages we have offered to returning IDPs, pensioners and other vul-nerable groups though cash transfers will be of little use if they find themselves in a scenario whereby previ-ously estimated costs are no longer relevant in future months. Meeting the demands of our population in regards to food and shelter goes hand in hand with meeting our security obligations. The Fund will be governed in an open and transparent manner with all procurement following Government procurement laws and all expenditure subject to external auditing. Mr. President, For the first time, the Timorese State will ensure social protection for those scarred by war and for the de-pendants of those who dedicated their lives to the struggle for national liberation. Categories for those entitled to a pension are: families of deceased combat-ants; veteran combatants, with more than 15 years service; those disable by the war who have been unable to work; and the elderly over 55 years of age, with a total of over 8 years of active service. The number of pensions granted was 12,538 with 631 pensions for living combatants and 11,907 to the widows and fami-lies of fallen combatants. Timor-Leste’ sovereignty today is a product of the sacrifice made by many thou-sands of our citizens whom we will never forget. Os governos de Timor-Leste e da Indonésia decidiram discutir e concordar em executar as recomendações do relatório final da Comissão de Verdade e Amizade. Algumas das recomendações foram já alvo de passos concretos, tais como a da delimitação da fronteira. No espírito do respeito mútuo e para reforçar a promoção da amizade e a reconciliação entre os povos dos dois Países, comprometemo-nos à execução fiel das recomendações da Comissão, a qual integrará um plano de acção no âmbito dos mecanismos bilaterais existentes da cooperação. O relatório de CTF representou um marco histórico e importante na busca da verdade e da justiça para os eventos de 1999. As recomendações vão no sentido de evitar que às vítimas e as futuras gerações encontrem espaço para continuar os caminhos errados da violência ou da intolerância. Nas minhas observações finais, eu gostaria de enfatizar a parceria original entre Timor-Leste e a ONU. Demos muitos passos em frente nos últimos nove anos. Não podemos, nesta etapa do nosso desenvolvimento, perder noção dos nossos objectivos. A UNMIT está a executar um papel muito relevante e estamos ansiosos para ver a ONU permanecer. Tendo presente que uma revisão substantiva do mandato de UNMIT será necessária em 2009, gostaria contudo de sugerir ao Conselho que, com o objectivo de cimentar os sucessos da nossa parceria, a ONU mantenha uma presença substantiva em Timor-Leste, até ao ciclo seguinte das eleições, e que é o mesmo que dizer até ao ano de 2012! Some of the recommendations have already been subject to join efforts, such as the issue of border demarcation. In the spirit of mutual respect and to further promote friendship and recon-ciliation between the people of our two countries, we have committed ourselves to the faithful implementa-tion of the Commission’s recommendations, which will be integrated into a plan of action within the framework of existing bilateral cooperation mecha-nisms. The CTF Report represented an historic and impor-tant milestone in the search for truth and justice for the events of 1999. The recommendations of the report aim to address unresolved issues of state responsibility towards the victims of violence contained in the report. Above all, we have a duty, both to the victims and to future generations, to ensure that our society is spared similar violent conflict ever again. In my closing remarks I would like to emphasize the unique partnership between Timor-Leste and the UN. We have made many strides forward in the last nine years. We cannot afford, at this stage of our country’s development, to lose focus. UNMIT is performing a very critical role and we are eager to see the UN stay. Keeping in mind that a substantive review of UNMIT’s mandate is due in early 2009, I would like to suggest to the Council that in order to cement the successes of our partnership, the UN should maintain a substantive peacekeeping presence in Timor-Leste until the next election cycle, that is to say until the year 2012. June 24, 2008 ___________________________________ It is a great personal pleasure, and an honour, for me to co-host, with Mr. Jun Kukita from UNICEF, Mr. Jackie Chan, UNICEF Goodwill Ambassador on this his in-augural visit to Timor-Leste. We are aware that since your appointment by UNICEF in this important role in 2004, you have worked tire-lessly to ensure that children and young people, all over the world, have the best possible start in life, with op-portunities to become productive members of society, by channeling their energy into positive outcomes. We have also followed your tremendous work in the effort to stop the spread of HIV/AIDS and the issue of landmines. Your professional role with UNICEF has been strengthened by such acts as your personal contri-bution to such things as the tsunami relief efforts. But I think you are perhaps equally, or dare I say, better known in this country for your other roles: as ‘Wong

DISCURSO DO MINISTRO POR OSASIÃO DA VISITA DE JACKIE CHAN, EMBAIXADOR DA BOA VONTADE DA O.N.U. 24 de Junho de 2008 ___________________________________ É com enorme prazer pessoal e com grande honra que recebo, juntamente com o Sr. Jun Kukita da UNICEF, o Sr. Jackie Chan, Embaixador da Boa Vontade da UNICEF na sua primeira visita a Timor-Leste. Estamos conscientes que, desde a sua nomeação em 2004 para desempenhar este importante papel, tem trabalhado arduamente para assegurar que, por todo o mundo, as crianças e os jovens possam ter um início de vida auspicioso, com oportunidades para se tornarem membros produtivos da sociedade, através da canalização das suas energias para contributos positivos. Temos também acompanhado os seus tremendos esforços na luta contra o HIV e a SIDA bem como na questão das minas terrestres. O seu papel profissional com a UNICEF tem sido reforçado por acções como o seu contributo pessoal para o

esforço de apoio às vítimas dos tsunamis. Mas eu creio que neste país V. Exa. Será igualmente conhecido, atrever-me-ia até talvez a dizer mais conhecido pelo seu papel como Wong Fei Hung’ no filme “Drunken Master” ou como o detective de Hong Kong ‘Lee’ em “Rush Hour”. Timor-Leste tem a taxa de natalidade mais elevada do mundo. Com tantos jovens no nosso país, muitos deles envolvidos nas artes marciais, a Sua missão aqui vem no tempo certo no desenvolvimento da nossa Nação. Encorajamo-lo a promover o papel pacífico mas importante que podem desempenhar os jovens envolvidos nas artes marciais. A mensagem de “disciplina, respeito e unidade” ensinada através dos tempos por mestres em todo o mundo tem vindo a ser uma referência positive na Vida. O nosso governo está atento aos desafios enfrentados pelos nossos jovens e empenhado em criar para eles as necessárias oportunidades. Estamos a trabalhar com os nossos parceiros na região e no mundo, bem como com a sociedade civil, para, valorizando todos os contributos, alcançarmos um futuro de grande dinâmica para a nossa juventude e para o país. Finalmente, gostaria mais uma vez de lhe dar as boas vindas a Timor-Leste. Espero que as suas deslocações pelo país com o Secretário de estado da Juventude e Desporto e com a UNICEF sejam agradáveis e produtivas. Tomo ainda a liberdade de, em nome do Governo do Povo do nosso orgulhoso país, lhe desejar paz, felicidade e prosperidade.

With so many young people in our country, a large proportion of whom are involved in martial arts, your mission here is timely at this point of our nation’s development. We encourage you to promote the peaceful, yet power-ful, role that young people engaged in martial arts can play. The message of ‘discipline, respect and unity’ taught through the ages by ‘Sensei’ all over the world have been a positive element in Life. Our government is focused on the challenges our youth face and on the opportunities we must create for them. We are working with our partners from other governments in the region and from around the world, as well as with civil society to co-creatively, with their input, achieve a dynamic future for this nation and for its youth. Finally, I would once again like to welcome you to Timor-Leste, I trust that you will not only enjoy, but have productive travels around the country with the Secretary of State for Youth & Sport and UNICEF, and I take the liberty, on behalf of the Government and people of our proud country to wish you peace, happi-ness and prosperity.
