WASHINGTON The US House of Represent-atives votes on Tuesday on a resolution to terminate Presi-dent Donald Trump’s declara-tion of a national emergencyto build a wall on the border with Mexico.

House Democrats intro-duced the resolution last week, challenging Trump’s assertion that he could take money Congress had appro-priated for other activities and use it to build the wall.

The resolution is expect-ed to sail easily through the Democratic-controlled House.

Action then moves to the Re-publican-majority Senate, where the measure’s future is uncertain.

While Tuesday’s vote will be another chapter in a long-running �ght between Trump and Democrats, it alsowill be a test of constitutional separation of powers, as it is the House and Senate that pri-marily dictate spending prior-ities, not the president.

The No. 2 House Demo-crat, Representative Steny Hoyer, said at a press confer-ence on Monday that he had traveled to the U.S.-Mexico border twice in the past few weeks.

LONDON Prime Minister Theresa May on Tuesday o�ered members of parliament the chance to vote in just over two weeks time on whether to delay Brex-it or go for a potentially disor-derly no-deal exit from the Eu-ropean Union if her attempt to ratify a divorce deal fails.

If they rejected that option, then MPs would have a vote on March 14 on a motion re-questing a “short, limited ex-tension” Brexit delay. A delay would increase the chances of a reversal of Brexit, especial-ly as the opposition Labour Party is tilting towards sup-porting another referendum, though much would depend on the extent of the delay. Opening up the possibility of taking a no-deal o� the ta-ble marks one of the biggest turning points in the United Kingdom’s labyrinthine Brexit crisis since the shock 2016 ref-erendum vote to leave the EU.

A�er the British parliament voted 432-202 against her di-vorce deal in January, the

worst defeat for a government in modern British history, May has repeatedly tried to use the threat of a potentially dis-orderly no-deal Brexit to get concessions out of the EU.

But British lawmakers wor-ried that May risks thrusting the world’s ��h largest econ-omy into an economic crisis have threatened to usurp con-trol of Brexit from the govern-ment in a series of votes on Wednesday.

Speaking to parliament on Tuesday, May said that if she had failed to get approval of her deal by March 12 then MPs would be given a vote on March 13 on leaving without a

only leave without a deal on March 29 if there is explicit consent in the House for that outcome,” May said. “An ex-tension cannot take no deal o� the table.”

“I believe that if we have to, we will ultimately make a success of a no deal,” May said. “Let me be clear - I do not want to see Article 50 ex-tended. Our absolute focus should be on working to get a deal and leaving on the 29th of March.”

MELBOURNE Cardinal George Pell, one of the most powerful men in the Roman Catholic Church, has been found guilty of child sex-ual assault in Australia in a verdict which has sent shock-waves through the Vatican and around the world.

Each of the �ve charges of which he was found guilty carries maximum 10 year jail.

The 77-year-old Vatican treasurer Cardinal, a trust-ed advisor of the Pope, was found guilty of orally raping one choirboy and molesting another in Melbourne’s St Pat-rick’s Cathedral 22 years ago.

Pell, Australia’s most sen-ior Catholic cleric, will be sentenced a�er the end of a �ve-week trial in the Victorian Court and over three days of deliberations by the jury.

The Cardinal was Arch-bishop of Melbourne when he abused the two 13-year-old boys and was managing the church’s response to wide-spread child abuse by priests through the “Melbourne Re-sponse”, which he designed, The Age reported.

One of the victims, now in his 30s, testi�ed against Pell during the trial while other victim died in 2014 in acciden-tal circumstances.

He was found guilty in a re-trial last December, with the verdict sending shockwaves through the Vatican and around the world.

A jury in an earlier trial was discharged, in September, when it was unable to reach a verdict. His legal team will appeal against the conviction, the paper reported.

Chief judge Peter Kidd has revoked the suppression order that prevented media from re-porting the results of the trial and retrial.

The verdict was made pub-lic on Tuesday in Melbourne’s County Court and extensively covered by Australian media a�er a suppression order was li�ed as a second trial, over al-legations that he abused boys in a swimming pool in Bal-larat in the 1970s, was aban-doned due to lack of admissi-ble evidence.

The spread of superbugs resistant to antimicrobi-al drugs shows no sign

of slowing in Europe, health o�cials said on Tuesday, making food poisoning and other infections more di�cult to treat.

Releasing data on the growth of antimicrobial resist-ance, the European Union’s commissioner for health and food safety said it should “ring alarm bells” across the region.

“The report shows we are entering into a world where more and more common in-fections become di�cult – or even sometimes impossible – to treat,” Vytenis Andriukaitis said in a statement.

Drug resistance is driven

by the misuse and overuse of antibiotics and other antimi-crobials, which encourages bacteria to evolve to survive by �nding new ways to beat the medicines.

The European Center for Dis-ease Prevention and Control (ECDC) and European Food Safety Authority (EFSA) report analyzed 2017 data on anti-microbial resistance collected from 28 EU states.

It found that in a bacteria known as Campylobacter which can cause food poi-

soning in people, resistance to antibiotics called fluoro-quinolones is so high in some countries that these drugs no longer work for the treatment of severe cases.

Most countries also report-ed that Salmonella in humans is increasingly resistant to fluo-roquinolones, report said, and multidrug resistance - classi-�ed as resistance to three or more antimicrobial medicines - is high in Salmonella found in humans and animals.

Mike Catchpole, the ECDC’s chief scientist, said the re-port’s �ndings on combined resistance were particularly worrying. “Even low pro-portions mean that many thousands of patients across the EU have limited treatment options for severe infections,” he said.

PURSUANT to his disqualification, effective from the first day of his assuming office as an MLA, as ordered by the Supreme Court later, the Assembly secretary in August 2011 issued a communication asking him to return all the emoluments he had received during the period between 2006 and 2011.

Veldurai filed the current writ petition challenging this, which was dismissed by Justice Parthiban on Tuesday. "No MLA or MP contests an election for the 'salary' on offer. The attendant benefits on becoming a member of the House, but that could not be a reason for any candidate to stand in election," said the judge.

"He has to represent and serve his constituency peo-ple. His representation is totally different and hence, the services of an MLA or MP and the emoluments received or paid to him, cannot be equated to salaries earned by a government employee. The two are differ-ent and distinct. Even the members of the House may

not like to suggest that they became MLA or MP to 'make a living'."

"When the State has sought refund of the emoluments paid to the Member of the House, it is not a liability or pen-

alty visiting the member within the meaning of Section 107 of the RP Act. The member, having been dis-qualified, is disqualified from day one of his election. In fact, his can-didature itself is struck down. If so, he cannot and could not have be-come a member of the House. That being so, then all the emoluments received by him as a member, is not legitimate sums in his hands," said the court.

"It is not a liability or penalty im-posed on him. Penalty in law is only and can only be `500 per day for the days he had attended as member of the House, as contemplated under Article 193 of the Constitution. The refund of the emoluments paid is not a liability or penalty imposed. A

person who was not qualified to stand, got elected and by operation of law lost the status. If so, the attendant benefits stand withdrawn for all practical purposes," the judge said.

As regards the contention that there was inordinate delay, the judge said that the justice delivery system, which is being nurtured and protected by the constitu-tional courts, cannot afford to expose itself to be out-witted by a wily litigant and render the institution inef-fective and impotent. Courts should be wary of the fact that verdict delayed cannot allow the adverse effect of the verdict nullified by reason of long delay.

The loser in the legal battle cannot triumphantly hoodwink the judicial system by methodical procras-tination, as that would only lead to travesty of justice. In a case of this nature, the effect of adverse order should not be symbolic or notional, but it should be real, tangible and exemplary, the judge added.

RESIDENTS of Silamalai village near Bodi expressed their gratitude to deputy chief minister O Panneersel-vam for making efforts in bringing the body of a boy, who died in Rajasthan recently. The boy, who was pur-suing third year degree course at government fine arts college in Kumbakonam, was on an educational tour to Rajasthan. He was travelling on a train along with

his friends and teachers on February 23, said sources. He went missing when the train reached Jaipur. Though his friends and teachers searched for him on the train, they could not find him. However, the next day his body was found on the

railway tracks. Sources alleged that he slipped from the moving train during the

night. When his parents were informed about the news, they requested the deputy chief minister to make arrangements and bring their son’s body to Si-lamalai. The Minister in coordination with collector M Pallavi Baldev brought the body to the village. The body was brought to Chennai through air on February 25 and handed over to the parents on Tuesday.

counterfeit currencies against `2.5 lakh original

currencies, here on Tuesday. A source said, the

team followed the suspects from Kerala, after

they were found suspiciously carrying a bag.

The suspects reportedly travelled to Palani via Palagaut in a bus. The

team secured the suspects, when they were reportedly

waiting for a Chennai-based agent at the bus

stand, and took them to a nearby lodge for inquiry.

After recovering the money, they were shifted

to the West police station.

Man attempts to immolate self, heldTheni: A 43-year-old man attempted self-immolation seeking action against a man for refusing to transfer registration of power connection to his name. Rajkumar (43) was arrested later. Rajkumar, of Odaipatti, alleged that he paid a resident of Chinnamanur to sink a bore well and channel water from it to his land. Once the well was sunk, the other party reportedly got power connection in his name to operate the well. Meanwhile, a dispute broke out between them, and Rajkumar urged the other party to transfer the power connection registra-tion to his name. When he reportedly refused, Rajkumar took the step.
