O presente trabalho objetiva melhor entender a aplicabilidade, para análise de
situações organizacionais concretas, do referencial proposto por Alberto Guerreiro
Ramos, com base na distinção entre racionalidade substantiva, centrada no
julgamento ético-valorativo de ações, e racionalidade instrumental, baseada no
cálculo utilitário de conseqüências. Busca-se identificar como essas
racionalidades se manifestam na atividade de proteção social, sobretudo no setor
de previdência privada e, particularmente, em relação aos fundos de pensão
brasileiros. Evidências históricas levantadas até 1992 demonstram o dilema
inerente à natureza dos fundos de pensão: ambas as racionalidades são
relevantes às suas atividades, pois precisam atingir metas instrumentais, via
mercado, para concretizar sua finalidade substantiva de proteção social aos
participantes. O equilíbrio dessa estratégia, no entanto, é permeado por tensões
entre os vários atores sociais envolvidos. Espera-se ter reunido subsídios que
possam contribuir para reorientar as análises político-sociais ora realizadas com
vistas a mudanças na regulamentação da previdência privada no Brasil.

The present work aims to present a betler understanding of the applicability of the
referential proposed by Alberto Guerreiro Ramos to analize concrete
organizational situations. This referential is based on the distinction between
substantive rationality, focusing the ethic-value judgement of actions, and
instrumental rationality, based on the utilitarian calculation of consequences. It
seeks to identify how these "rationalities" manifest themselves in the social
protection activity, above ali in the private retirement system and, particularly,
regarding Brazilian pension funds. Historical evidences researched up to 1992
demonstrate the inherent dilemma to the nature of the pension funds: both
rationalities are important to their activities, for they need to reach instrumental
goals, via market, to formalize the substantive purpose of their social protection to
the participants. The balance of this strategy, however, is permeated by tensions
among the several social actors involved. It is expected this work has gathered
subsidies lhat can contribute to redirect lhe socio-political analyses now being
accomplished aiming changes in the private retirement system regulation in Brazil.
